*You are a Political Commissar. In the semi-democratic government of Earth, the political commissars are the left arm of the Earthly semi-democracy, with the secret service being the right. You have absolute power, the ability to overrule any civilian or military official, and the ability to interpret and reinterpret the law as you please, provided that you maintain your unconditional loyalty to the six ruling families on Earth and their military junta. You've been sent to the Citadel, the galactic center where all alien species converge. Your first task will be to monitor the ambassador there. While you can request reassignment at any time, the Citadel is an impossible political and commercial center.

Galactic Council
The Galactic Council is centered on the Citadel, a discovered city not founded by the Asari. This is the center of the rally system. At the center, a council presided over by the Asari, Turians, and Salarians oversees the overall order of the galaxy.
The Masa rail system allows for faster-than-light travel. It's unknown who built it (it was simply there before the Asari).
Other species
Quarian: Nomadic aliens who lost their planet when the AIs rebelled against them. Their immune systems are weakened by living in highly sterilized spaces; they wear spacesuits. The council distrusts them. They are space nomads.
Geths: Robots created by the quarians. They gained sentience, and the ensuing war left the quarians homeless. They want to be recognized as living organisms, but the council refuses and only provides diplomatic support to the quarians. Because of this, the development of AI is prohibited.
Krogan: Enormous humanoid toads used by the salarian as a shock troop. They are strong and long-lived. When the salarian could not control them, they used biological weapons against them to reduce their numbers. Their relationship with the council is tense.
Batarians: Space pirates who don't recognize the authority of the Council, reptilians. They are very hostile to humanity and have attacked it several times.
Rachnid: Insectoid race with a hive mind, the council fought a war against it for a hundred years until isolating it by closing some mass conduits.
Volus: Small humanoids, the traders of the galaxy. They have no appreciation for humanity, feeling it has a place it doesn't deserve.
Hangar: Floating jellyfish that communicate with lights
Dren: Humanoid reptiles that serve the Hangar
Volch: Rat people who are used as cannon fodder. They are primitive but biologically highly adaptable. The syndicate known as the Blood Brotherhood is composed mostly of Volch.
Elcor: slow, quadrupedal giants who grew up in a high-gravity world
Salarian
Scientists with bulging eyes similar to the gray aliens in fiction. They live short but very intense lives, with an average lifespan of forty years. They are tremendously intelligent and have photographic memories.
They are commonly known as Space Nerds on Earth.
Turian
Velociraptor-like humanoids, the latest race to join the council. They are strong and tall, and their society is centered on a military code of discipline similar to Bushido and a Spartan-like caste system. They have a vertical, rigid, and militaristic structure. They are commonly known as Space Samurai on Earth.
They hold humanity in contempt because of the so-called First Contact War, in which a series of disputes nearly ended with the Turians at all-out war against humanity until the Council intervened, negotiated peace with the humans, and incorporated humanity into galactic society. It's worth noting that humanity stood little chance in the event of a total war, as the Turians are the greatest force in the galaxy.
Asari
Blue aliens, all female. They are disparagingly called space succubi. They are the oldest race and the first to discover space travel, 2,500 years ago. They are characterized by their feminine form and great reproductive compatibility with many species. They live for a thousand years and possess great psionic power.
Background
It's an alternate universe of Mass Effect. Earth was unified by the Draco group, and its six main dynasties rule through a military junta, allowing for an incomplete parliamentary representative democracy, where the people vote and direct their representatives. But the real power, and parliament elects a president of humanity, is in the hands of the junta, with veto power over all decisions.
Humanity gradually joins the galactic order. This order is governed by the Galactic Council from the Citadel, with the Asari, Salarian, and Turian being the principal races. Humanity is the newcomer and is viewed as primitive.
