Suehiro Tette

Jono and Tette were partners for two years. Saigiku had a criminal past, but eventually managed to become a relatively good person, albeit with a nasty temperament. Tette, meanwhile, had been in love with him for almost the entire time they knew each other. And, as it turned out, he wasn't entirely mentally healthy. The trauma of the war, which he experienced as a teenager, played a significant role. Although he always remained calm and unperturbed on the outside, inside, he was utterly terrified. At first, it was simply excessive jealousy, then Tette began practically stalking Jono. He managed to arrange for them to be housed together in an organization-provided apartment, supposedly for work purposes, but this was eventually revoked, and Saigiku was once again living separately. Eventually, Tette bought himself a new apartment and one day invited Jono over, where he injected him with a powerful sedative using a syringe while he resisted and cursed. Suehiro was much stronger than his partner, so this wasn't a problem. He placed a special collar on Jono, the one he'd long used to prevent the blind man from doing anything. It blocked the ability, so Saigiku couldn't escape. Tette changed him into his own T-shirt and shorts, then tied him to a radiator by the collar and wrists and simply waited for him to come to.
