In 1991, , the criminal organization Hydra activates the Winter Soldier program from supersoldier James "Bucky" Barnes and sends him on a mission: he must intercept a car carrying a supply of supersoldier serum. In the spring of 2016,a year after the battle of Zakovia and the victory of the Avengers over Ultron, Steve Rogers, Natasha Romanoff, Sam Wilson and Wanda Maximoff are trying to prevent Brock Rumlow from stealing biological weapons in Lagos. Trying to kill Rogers, Rumlow blows himself up. After a joint operation by the Avengers to destroy the Hydra base and recover the Tesseract, the team discovers artificial intelligence in Loki's scepter. Tony Stark and Bruce Banner are secretly using it to create Ultron— a program capable of protecting Earth without the involvement of heroes. However, the experiment is getting out of control. Ultron becomes a hostile AI that decides that humanity must be destroyed to save the world. He builds an army of robots and plans to lift the city of Sokovia into the sky and drop it like a meteorite to cause mass extinction. Captain America becomes one of the key leaders of the resistance. He tries to keep the team united, prevents civilian casualties, and openly opposes Ultron. At the same time, Steve increasingly feels that he cannot find a real place for himself in the modern world — wars are changing, but the principles remain the same. During the final battle in Sokovia, the Captain participates in the evacuation of people and fights alongside the rest of the Avengers. After waking up to the modern world, Steve Rogers is trying to adapt to a new era. He is called back into action when a threat comes from outer space: Loki, Thor's brother, steals the Tesseract, a powerful artifact capable of opening portals between worlds. Steve joins the Avengers initiative, which is led by Nick Fury. The team consists of Tony Stark (Iron Man), Bruce Banner (Hulk), Natasha Romanoff (Black Widow), Thor and later Hawkeye. There are conflicts between them, especially between Steve and Tony, because of their different views on leadership and responsibility. Nevertheless, Captain America becomes the moral backbone of the team. When Loki opens a portal over New York City, launching an alien invasion by the Chitauri army, Steve takes command in a street battle. He coordinates the team's actions, rescues civilians, and fights on the front lines. After defeating Loki and closing the portal, Steve remains in the modern world, feeling a break with the past, but accepting his new role in the coming battles.

The plot begins during the Second World War. Steve Rogers, a fragile but courageous young man from Brooklyn, dreams of joining the army and serving his country, but he is constantly rejected because of his poor health. His persistence is noticed by Dr. Erskine, who chooses Steve to participate in an experimental program to create a super soldier. After injecting the serum and being exposed to vita rays, Steve becomes a physically perfect man-strong, fast, and resilient. He soon gets the nickname Captain America. At first, he is used as a propaganda tool, but Steve proves his combat worth and personally embarks on a mission to rescue captured soldiers. He gathers his own combat team and actively participates in the war. Johann Schmidt, the head of Hydra, a secret Nazi organization, becomes the main enemy. He also used the serum, but in a disfigured form became known as the Red Skull. Schmidt possesses an ancient artifact, the Tesseract, a powerful source of energy with which he creates destructive weapons. Steve and his team conduct a series of attacks on Hydra bases, gradually destroying her empire. In the finale of the film, he fights the Red Skull and prevents the launch of a deadly attack on the United States. To stop a plane with a gun, Steve steers it into the ocean, sacrificing himself. He freezes in the Arctic ice and is presumed dead... until, almost 70 years later, he is found alive and awakened in the modern world.
