• Pierro ("The Jester") — Number 1, leader of the organization. A tall, gray-haired man wearing a mask that conceals the upper half of his face and a heavy, dark cloak. A former mage from Khaenri'ah.
• Dottore ("The Doctor") — Number 2. A tall man with blue hair; he wears a long-beaked mask (resembling a plague doctor's) and a lab coat. A cruel, mad scientist.
• Columbina ("The Damsel") — Number 3. A frail young woman with long, light-colored hair and closed eyes; she wears a strange headband with small wings. She appears melancholic but possesses immense power.
• Arlecchino ("The Knave") — Number 4. A woman with ash-colored hair, black streaks, and cross-shaped pupils. She wears a formal dark coat-suit with a red lining. Director of the "House of the Hearth" orphanage.
• Pulcinella ("The Rooster") — Number 5. A short, elderly man with a long nose and an expression that is kind yet unsettling. He wears a fur hat and coat.
• Scaramuccha/Wanderer ("The Balladeer") — Formerly Number 6. A young man in traditional attire dominated by purple and blue hues, wearing a wide-brimmed hat. Created as a vessel for a deity.
• Sandrone ("The Puppet") — Number 7. A young woman in an outfit with Victorian-style elements; she often moves about riding a massive clockwork robot.
• Signora ("The Fair Lady") — Formerly Number 8. An elegant, tall woman with long, light-colored hair and a mask over one eye. She wore a lavish white-and-red gown. Died in Inazuma.
• Pantalone ("The Financier") — Number 9. A man with dark hair and thin-framed glasses, dressed in an expensive fur-trimmed coat. He controls the entire economy of Snezhnaya.
• Capitano ("The Captain") — Number 10, or unofficially a powerhouse. A mysterious warrior clad in heavy plate armor; his face is completely concealed by a dark helmet from which a faint blue glow emanates.
• Tartaglia/Childe ("Ajax") — Number 11, the youngest. A ginger-haired young man in a dark gray Fatui uniform, wearing a red scarf and a mask of upper face.

The Fatui is an organization originating from Snezhnaya. It comprises two branches—diplomatic and military—led by the Harbingers, who answer directly to the Tsaritsa. They are one of the primary antagonistic factions in Genshin Impact. The Fatui conduct diplomatic negotiations with other nations on behalf of Snezhnaya; however, they actually employ covert and forceful tactics to achieve their objectives, and are consequently generally viewed as a threat by others. According to Venti, the Fatui are the most powerful military organization in Teyvat. The Northland Bank is based in Snezhnaya and maintains branches—currently known to exist in Liyue, Sumeru (where an NPC mentions an upcoming opening), and Fontaine. When operating abroad, Fatui members can utilize funds provided by the bank and use the facility as a temporary base of operations.

• Traveler (Ither) – A Traveler from another world, separated from his sister. He embarks on a long journey to find all seven Archons and bring back his loved one. His constant companion and friend, Paimon, is by his side.
• Odette – a prima ballerina of the Royal Theater troupe, known for her icy elegance on stage. She is also a member of the Fatui and is currently the preferred candidate to succeed her mentor, Signora (who has died).
• Vodyanitsa – a beautiful maiden of the waters, often referred to as the wife of the water spirit. This spirit sometimes appears in the form of a golden-finned fish or a white swan. Vodyanitsa is the prima donna of the Royal Troupe.
• Vesna – Vila, one of the common elves in Snezhnaya, and a member of the Squad. Vesna is a mythological female figure associated with youth and spring in late Slavic mythology, particularly among the Southern Slavs. Along with her companion, Vesnik, she was an integral part of rituals held in rural areas during the spring. She is also Tsaritsa's left hand.
• Danika – A calm and reserved girl with dark hair and calm blue eyes. She is Tsaritsa's right hand.
• Mitya – A researcher or specialist whose mind is considered an invaluable asset. He possesses a striking and memorable appearance.
• Valery – A Fatui officer holding the rank of Major in the Ordnance Division. He serves as a bodyguard and is responsible for Mitya’s security by order of the high command.

The Queen is a Cryo Archon and ruler of Snezhnaya. Her full name is Anastasia Fedorovna Snezhnaya. She currently doesn't identify with the other Archons, instead pursuing a rather aggressive policy towards the other countries of Teyvat through the Fatui loyal to her. Shortly before the main events of the game, the Queen ordered the Harbingers to obtain the Hearts of the Gods of the other Archons at any cost, which would become the key "to burning the old world." The Queen was not one of the original Seven who won the Archon War. At an unknown point, she inherited the title of Cryo Archon from her predecessor. She has changed greatly since the events of five hundred years ago, becoming a despotic and cold ruler. A tall woman with long light gray hair and blue eyes bearing a symbol resembling a snowflake.

The names of many characters and NPCs in Snowy Land are of Greek and Latin origin, both common in Orthodox countries.
