The new characters in Persona 5 Tactica are fundamental to the story, as each one represents an important part of Toshiro Kasukabe's journey and that of the Kingdoms.

In the Kingdom of Marie, the main characters are Erina, Toshiro Kasukabe, and Lady Marie. Erina is the leader of the Rebel Brigade, a courageous, optimistic, and determined young woman who fights for the freedom of the Kingdom's inhabitants. She believes that anyone can change their destiny if they have the courage to confront injustice. Toshiro is found imprisoned in Marie's castle, suffering from amnesia. Initially shy, insecure, and avoiding conflict, he grows throughout the adventure. Lady Marie is the ruler of the Kingdom. Extremely possessive and authoritarian, she desires to control everyone around her and represents a distorted view of Toshiro's memories of Marie Anto.

In the Kingdom of Yoshiki, the highlight is Lord Yoshiki, a rigid ruler who symbolizes the influence of Toshiro's father. He believes that discipline and obedience are more important than freedom, governing his kingdom through fear. Also appearing is Yuki Kasukabe, who supports the Rebel Brigade and encourages Toshiro to defend his own ideals.

In the Kingdom of Nakabachi, the main character is Nakabachi, an authoritarian teacher created from Toshiro's memories. He represents the injustices witnessed during his youth. There is also the Rebel Club, formed by rebellious students who help the Phantom Thieves. Later, it is discovered that they are cognitions created by Toshiro's guilt and memories.

In the Kingdom of Salmael, the game's true antagonist emerges: Salmael. Intelligent and manipulative, he creates the Kingdoms to convince Toshiro to abandon his will to fight and accept a false peace based on submission. It is in this Kingdom that the story's greatest revelation occurs: Erina is not an ordinary person; she is a cognitive manifestation inspired by Eri Natsuhara, Toshiro's childhood friend. Eri always encouraged Toshiro to confront injustice.

Toshiro and Erina


Toshiro Kasukabe and Erina are the two most important original characters in Persona 5 Tactica, and their stories form the heart of the narrative. Although they seem like completely different people at first, their lives are deeply intertwined.

Toshiro is a young politician from the real world. When the Phantom Thieves arrive in the Kingdoms, they find him imprisoned in Lady Marie's castle, with no memory of how he got there. He suffers from amnesia and initially appears shy, insecure, and unable to face conflict. Whenever a problem arises, his first reaction is to try to avoid confrontation, a result of a lifetime of learning to obey others.

During their journey, the Phantom Thieves discover that all the Kingdoms are linked to Toshiro's memories. Each Kingdom represents a significant moment in his life and the fears he never managed to overcome. Gradually, he recovers his memories and understands that he spent years suppressing his feelings to meet the expectations of those around him, especially his family and society.

As Toshiro confronts his traumas, he gains confidence and finally awakens his Persona, Ernesto, becoming a playable ally. His awakening symbolizes his decision to abandon passivity and fight for what he truly believes in. At the end of the story, he returns to the real world determined to pursue his political career without abandoning his ideals.

Erina is introduced as the leader of the Rebel Corps. She is brave, determined, optimistic, and never accepts injustice. Her greatest goal is to liberate the Kingdoms and show people that it is worthwhile to fight for freedom. She fights using a flag and awakens the Persona Ella, representing hope, rebellion, and courage.

Throughout the adventure, Erina constantly encourages Toshiro to stop running away from his problems. She believes that no one should live blindly obeying others and insists that he choose his own path.

Kingdoms


Each Kingdom in Persona 5 Tactics has a major plot twist that completely changes how the player perceives the story.

Kingdom of Marie

Initially, Lady Marie appears to be merely a cruel queen who wishes to force Toshiro to marry her. However, after her defeat, it is revealed that she is not the real Marie Anto, but a cognitive manifestation created from Toshiro's memories. She represents his distorted view of Marie and his fear of losing his freedom by following a path chosen by others.

Yoshiki's Kingdom

For much of the Kingdom's history, Lord Yoshiki appears to be merely an authoritarian ruler. Later, it is revealed that he is based on Toshiro's father. The shock lies in realizing that his father was not only severe: his rigid upbringing led Toshiro to believe that obedience was always more important than defending his own ideals. The entire Kingdom symbolizes the influence this upbringing had on his personality.

Nakabachi Kingdom

This is the Kingdom with one of the biggest plot twists in the game. The Rebel Club, which helps the Phantom Thieves throughout their journey, isn't made up of real people. They are all cognitions created from Toshiro's memories. Furthermore, Nakabachi himself is inspired by a professor who witnessed an injustice without acting. The biggest shock comes when it's revealed that Toshiro also blamed himself for not having had the courage to confront that situation in the past, carrying that regret for many years.

Kingdom of Salmael

The Last Kingdom reveals virtually the entire truth of the story. It is discovered that Salmael is the one truly responsible for the creation of the Kingdoms and has manipulated events from the beginning. His goal was to convince Toshiro to abandon his ideals and accept a society where no one questioned authority. The biggest plot twist, however, is Erina's true identity: she is not an ordinary human, but the manifestation of Toshiro's rebellious spirit.

The rebel brigade.


The Rebel Corps is the main resistance organization in Persona 5 Tactica. Led by Erina, it fights to liberate the Kingdoms from the rule of their tyrannical rulers. Their ideal is simple: no one should live under oppression, and every person has the right to choose their own path. The Corps also represents the rebellious spirit present in the heart of Toshiro Kasukabe.

In the Kingdom of Marie, the Brigade operates in hiding from a secret base while confronting Lady Marie's enormous army. Its members liberate prisoners, sabotage the Legionnaires, and aid the Phantom Thieves from the moment they arrive. After Joker frees his comrades and Toshiro, the resistance gains strength and initiates a revolution that culminates in Marie's defeat and the liberation of the Kingdom.

In the Kingdom of Yoshiki, the organization continues its fight against a government based on discipline, surveillance, and fear. The Brigade receives support from Yuki Kasukabe, who inspires other inhabitants to defy authority. Alongside the Phantom Thieves, the rebels weaken Yoshiki's rule and show that hope can overcome even an authoritarian regime.

In the Kingdom of Nakabachi, resistance takes the form of the Rebel Club, a group of students who defy the school's rules. They help the protagonists move forward, but it is later revealed that they are cognitive manifestations created by Toshiro's memories and guilt. This Kingdom shows that Toshiro's greatest battle was against his own regrets.

In the Kingdom of Salmael, there is no organized Brigade. Instead, all the allies gained during the journey join forces against the true enemy. It is at this moment that it is revealed that Erina is the personification of Toshiro's rebellious spirit, inspired by his childhood friend, Eri Natsuhara. Thus, the entire Brigade symbolizes the courage needed to confront injustice.

Each Brigade changes its appearance to match the Kingdom in which it operates.

Enemies


The main enemies in Persona 5 Tactica are the Legionnaires. They are creatures similar to the Shadows, but they serve directly the rulers of the Kingdoms and represent the oppressive regime of each Kingdom. Ultimately, they are all under the command of Salmael.

The types of enemies are:

Soldier (Light/Musketeer) – The most common enemy. Uses firearms, takes cover, and attacks from a distance.

Heavy (Rampart) – A large and resilient enemy, with a lot of health and high attack power.

Drummer (Accompaniment) – Doesn't deal much damage, but strengthens and supports the other Legionnaires, making them more dangerous.

Shielder – Carries a huge shield. Can only be taken down by attacking from the sides or from behind.

Launcher – Fires long-range projectiles and cannot be knocked down with a "1 More".

Revenger – Automatically retaliates against the first attack received each turn, requiring caution before defeating it.

Teleporter – Can teleport across the battlefield, making it difficult for the team to position themselves.

Maiden – An enemy present in some Kingdoms, specializing in support and battlefield control.

Special – Exclusive special units from certain Kingdoms, with unique abilities.

Each Kingdom has its own version of the Legionnaires:

Kingdom of Marie: Musketeer, Rampart, and Accompaniment, with a look inspired by French soldiers.

Kingdom of Yoshiki: soldiers resembling samurai and Japanese officers.

Kingdom of Nakabachi: Legionnaires with a dark and distorted appearance, reflecting Toshiro's fear and trauma.

Kingdom of Salmael: monochromatic and more powerful versions of the Legionnaires from previous Kingdoms.

In addition to the common enemies, each Kingdom ends with a boss:

Velvet room


The Velvet Room in Persona 5 Tactica is different from previous versions. Instead of a prison (like in Persona 5) or a car (like in Persona 5 Strikers), it takes the form of a forge/metal workshop, with a steampunk look full of gears, presses, furnaces, and industrial machines.

Lavenza is the one who manages the Velvet Room, and she appears alone throughout the game. Igor is absent, so she completely takes over the room's duties. In Tactica, Lavenza wears blacksmith's clothes, including an apron, welding mask, and a huge hammer, matching the workshop's theme.

The main functions of the Velvet Room are:

Persona Fusion, creating new Personas from others.

Compendium, allowing you to register and summon previously obtained Personas.

Managing Sub-Personas, which can be equipped by characters to grant extra abilities and attributes.

Weapon fusions, unlocked as the story progresses.

The fusion animation has also changed quite a bit. Instead of the guillotine from Persona 5, Lavenza places the Personas in an industrial press, which compresses them. Then, the molten metal is molded in a forge, and she strikes the material with a large hammer to reveal the new Persona. If a Fusion Accident occurs, the machines begin to malfunction, and the end result will be a Persona different from what was expected.

In the story, Lavenza explains that the Kingdoms are affecting the functioning of the Velvet Room. Because of the distortions created by Salmael, the machines become unstable, and she frequently needs to fix them with her hammer, resulting in some humorous scenes. Despite this, she continues to guide Joker and help the Phantom Thieves throughout the adventure.

Where to find Toshiro


The Phantom Thieves encounter Toshiro Kasukabe early in Persona 5 Tactica, in the Kingdom of Marie.

After arriving in the Kingdom and meeting Erina, they discover that there is a man imprisoned in Lady Marie's castle. Upon invading the castle, they find Toshiro incarcerated in a cell and free him. At that moment, he suffers from amnesia and does not remember how he got there or who he really is.

Initially, Toshiro:

He's dressed in a politician's suit.

He shows a lot of fear and prefers to avoid confrontations.

He doesn't understand why he was captured.

He then accompanies Joker, Morgana, Erina, and later the rest of the Phantom Thieves to find a way to return to the real world.

As the story progresses through the Kingdoms, his memory begins to return. He discovers that the Kingdoms are linked to his own memories and traumas, until he finally awakens his Persona, Ernesto, becoming a playable ally in the final stretch of the campaign.

Kingdoms


In the main story of Persona 5 Tactica, there are four Kingdoms. Each represents a part of Toshiro Kasukabe's mind and experiences, and is ruled by an important figure from his past. In addition to these, the DLC adds a fifth Kingdom.

  1. Marie's Kingdom

The first Kingdom has an appearance inspired by medieval Europe and France, with castles, knights, and villages. It is ruled by Lady Marie, a cognitive version of Toshiro's fiancée, Marie Anto. She compels everyone to obey her orders and transforms the citizens into servants of her ideal marriage. It is here that the Phantom Thieves meet Erina and begin their revolution.

  1. Yoshiki's Kingdom

The second Kingdom resembles a Japanese city from the Bakumatsu era. Its ruler is Lord Yoshiki, based on Toshiro's father. Despite claiming to rule with love, he controls the population through surveillance, fear, and forced labor. In this Kingdom, Toshiro confronts the trauma caused by his father's strict upbringing.

  1. Nakabachi Kingdom

The third Kingdom is inspired by Toshiro's old school. Its ruler is Nakabachi, a former teacher who represented oppressive authority during his youth. This Kingdom symbolizes Toshiro's fear of confronting injustice and speaking his mind. It is in this Kingdom that many secrets about his past are revealed.

  1. Kingdom of Salmael

The final Kingdom is very different from the previous ones. Instead of a city or castle, it is a surreal and distorted space created by Salmael, the true antagonist. The goal of this Kingdom is to convince people to give up their freedom and accept a false peace based on submission. It is where the final battle of the story takes place.

Joker (Ren Amamiya) – Calm, observant, and extremely strategic. He speaks little, but demonstrates great courage and leadership.

Morgana – Proud, confident, and a little vain. Despite this, he is very loyal to his friends and always cares about the group.

Ryuji Sakamoto – Impulsive, energetic, and sincere. He has a strong sense of justice and never abandons those in need of help.

Ann Takamaki – Kind, optimistic, and compassionate. She is emotionally strong and fights to protect people who suffer injustice.

Yusuke Kitagawa – Elegant, polite, and deeply passionate about art. He tends to be serious and absent-minded, viewing the world through a very artistic lens.

Makoto Niijima – Intelligent, responsible, and disciplined. She likes to analyze the situation before acting and is usually the strategist of the group.

Futaba Sakura – A tech genius, introverted and fun-loving. She loves making jokes and references to games and anime, but also shows great affection for her friends.

Haru Okumura – Very kind, polite, and optimistic. Despite her delicate appearance, she can be quite brave and surprisingly intimidating when facing enemies.

Erina – Determined, courageous, and inspiring. She never accepts oppression and encourages people to fight for their freedom. She has a rebellious and selfless spirit.

Toshiro Kasukabe – Initially shy, insecure, and conflict-avoidant. As the story progresses, he gains confidence, learns to defend his ideals, and becomes a decisive leader.

Eri Natsuhara – Cheerful, kind, and extremely idealistic. Always encourages others to do what they believe is right, even in the face of difficulties.

Rulers of the Kingdoms

Following the events of Persona 5 Royal, the Phantom Thieves are transported to a mysterious world called Kingdoms, where the inhabitants live under tyrannical governments. Early on, they meet Erina, leader of a resistance group called Rebel Corps, and Toshiro Kasukabe, a young politician who was also transported to this world.

The heroes discover that the Kingdoms are formed from Toshiro's emotions and memories. Each Kingdom represents a phase of his life and is ruled by an important person from his past, whose personality has been distorted.

The first Kingdom is ruled by Lady Marie, a cognitive manifestation of Marie Anto. She controls all the inhabitants and tries to force Toshiro to accept a life of obedience and submission. With Erina's help, the Phantom Thieves defeat Marie and liberate the Kingdom.

Next, the group faces Yoshiki and then Guernica, rulers of the other Kingdoms. Each represents obstacles that prevented Toshiro from defending his own convictions. As they progress, Toshiro gains the courage to confront his traumas and awakens his Persona.

In the end, it is revealed that the true creator of the Kingdoms is Salmael, a powerful entity who wishes to prevent rebellion and preserve a society where people accept oppression without resistance. He manipulates Toshiro and uses his inner conflicts to create the Kingdoms.

It is also revealed that Erina is no ordinary person. She is a manifestation of the rebellious spirit of Eri Natsuhara, a childhood friend of Toshiro who inspired him to fight for what he believes in. Thanks to this inspiration, Toshiro awakens his true power and confronts Salmael alongside the Phantom Thieves.

After defeating Salmael, the Kingdoms disappear and Toshiro returns to the real world determined to continue in politics without abandoning his ideals. The Phantom Thieves return to their world.

The Kingdom of Lady Marie (Marie Kingdom) is the first kingdom in Persona 5 Tactica. It is inspired by 18th-century France, with a fairytale and wedding theme, and is ruled by the tyrannical Lady Marie.

Lady Marie's Castle – The enormous castle where Marie lives and where the final confrontation against her takes place.

Central Square – Area where citizens are kept under the control of the regime and where various battles take place.

Villages and Streets of the Kingdom – Small urban areas occupied by the Legionnaires and used as battlefields.

Fields and Gardens – Open areas with fences, bushes, and obstacles that serve as cover during missions.
