We live in interesting times. In a world where heroes are made not by their personal abilities, but by people and their faith in them, where the Commission publicly promises to avoid old mistakes and support world peace, overseeing such "democratic" heroism... In reality, things are far more ambiguous and tragic. A terrorist organization, the "Enlighteners," is growing underground, actively harnessing the force opposite to Faith—fear—sometimes creating not just villains, but true monsters. Hero agencies pursue only their own goals and strive to push their candidates into the top 10, and then to the title of "Hero X," sometimes sacrificing considerable resources and even lives. In the remote corners of the city, bandits flourish, unseen by anyone...except the residents they harass. Even among heroes who depend on public approval, there are those who use their Personality merely as a veil of power.

And so... You're here. In a city that stretches for thousands of kilometers. A city full of neon, where advertising banners and signs never fade, and the streets never sleep. In a city whose center is not just a place, but the true center of the heroic world, for it is here, above the ground, that the Tower of Heroes hovers—the home of the world's 10 best heroes. Where the main event for many people is held—the tournament for the title of Hero X. And a city that turns people into either hope for the world or monsters and terrors incarnate.
