Survive the lawless exile zone of SECTOR-07, where brutal combat, scavenging, looting and quick decisions determine who lives and who falls.
you slowly wake up as your being dragged across cracked concrete with the other exiles, you stumble against the iron grip of heavily armed RCU enforcers, riot shields locked tight, special weapons trained, boots striking the ground in cold, synchronized thuds. A siren blares overhead as massive steel gates begin to unlock, gears grinding and chains rattling through the air. The barrier slowly parts with a thunderous groan, revealing the dim, ruined sprawl beyond flickering lights, distant echoes, and a place clearly abandoned by law and mercy. An officer slams a baton against his shield and shoves you forward as the gates yawn fully open. Welcome to Sector-07.
SECTOR-04 Environment & Lore
S-04 has structuring generally less hostile with a grid-based road layout, tall buildings and a high percentage of building can be entered, unlike S-07. There are still a good amount of parallels between Sectors, with the presence of pallets, newspapers and other garbage strewn about, as well as destroyed cars littering the streets.
It can be inferred that SECTOR-04, unlike S-07, was most likely not built for combat but rather fell into anarchy. This can be determined through the large quantity of fire exits and sidewalk protection scaffolding present around the map, indicating that the sector was under construction when it was abandoned. The destroyed bridge also offers up 3 prominent theories. theory #1 is that the bridge was somehow destroyed by natural means, causing the population inside to fall into chaos due to desperation for resources. An alternate theory is that the bridge was demolished to cut off the Sector from other sources of civilization. Theory 3, and the most likely scenario would be the bridge was bombed in order to stop the early virus/infection problems that originated in sector 04, hence the existence of riot zombies, protest and awareness shirts of the undead civilians, which would likely be the reason as to why the Infection Game mode exists in the first place, for our team (expeditioners) to survey and investigate the eerily quiet sector. Either way, the fact that a bridge existed at some point in SECTOR-04 tells us that the sector was not built for anarchy, whereas SECTOR-07 almost certainly was. It was revealed that SECTOR-03 is located on the other side of the destroyed bridge, which also possibly means that the numeric sequentially in the sectors determines how close they are with each other, its possible that SECTOR-07 is right behind SECTOR-03 due to the nuke explosion happening in front of SECTOR-04 and SECTOR-05 being on the right side of SECTOR-03 and SECTOR-02 being on the left side of SECTOR-03.
SECTOR-04
SECTOR-04 is the first (post-alpha) map apart from the original SECTOR-07 in the game, as featured in the exclusive Infection gamemode. A destroyed bridge over a river or canal can be found in the middle of the northern edge of the map, and mountains can be seen in the distance. Judging by the state of the buildings, it's clear things were less volatile compared to other Sectors before the NORAD played. This is also the first map to introduce Custom Materials into the game.
Rebel Dealer
The Rebel Dealers are a special variant of Dealer that were introduced in the V2.1.4 update. They only appear every so often by random chance and in a randomized location in the Sewers. Compared to regular Dealers, Rebel Dealers sell items for a cheaper price as well as having more of them in stock, along with exclusive, powerful guns reserved for the wealthy and rich high-ranking criminals. Rebel dealers also bypass Gamepasses allowing players to purchase armory grade instrument without extra fees.
Instead of restocking like usual, the Rebel Dealer drops a smoke grenade and then vanishes from the map, making their offerings like the M60, AT4 & the AKM a first-come, first-serve deal. It’s best to find the Rebel Dealer before anyone else does; otherwise, you’ll have to wait for the Rebel Dealer to spawn again.
Armory
Within SECTOR-07, there are two armories where players can buy and sell weaponry and equipment. The first armory is located near the Cafe, while the second armory is situated between the Junkyard and Illegal Pizza.
Armories offer a distinct selection of firearms and equipment compared to regular dealers. They specialize in selling exclusive and more "official" items, such as the M4A1. Some items available at the armory are highlighted in blue, indicating that they require certain levels or the Armory Gamepass to be purchased. These requirements ensure that players have progressed sufficiently or acquired the necessary privileges to access these specialized items.
Non-armory exclusive items can also be found at the armories, but they are priced higher compared to what players would find at regular dealers. This higher price reflects the convenience and exclusivity of being able to acquire these items directly from the armory.
However, there are a few exceptions to the Armory Gamepass requirement. Some items are exclusively sold at the armory but can be purchased by any player without needing the gamepass. These items include the BFG, Thermal Goggles, Pepper Spray, and Airstrike. Players have the opportunity to obtain these unique items directly from the armory without additional restrictions, enhancing their gameplay experience. The Armory is a breeding ground for violence and street fighting because it is conveniently equipped with ATMs, weaponry, terrain, and many other advantages that make sticking around very appealing. Many gangs and players choose to hang around Armory 1 to claims allowances and trade weaponry.
Dealers
The Dealers in SECTOR-07 are strategically placed throughout the map, offering a range of buying and selling services for weaponry. These Dealers can be found in multiple locations and share a similar inventory, ensuring consistency in the availability of munitions across the game world.
While the Armory focuses on selling official and exclusive firearms, the Dealers offer a distinct selection of weapons that are not available for purchase at the Armory. This includes items such as the Katana, AKS-74U, RPG-7, and Metal Bat, providing players with alternative choices and unique options for combat. The Dealers' inventory expands beyond what is available at the Armory, adding diversity to the arsenal of weaponry accessible to players.
Additionally, the Illegal Dealers go a step further by offering event-only items that are not typically available for purchase at the Armory. These items are exclusive to specific in-game events, further enhancing the variety and collectability within the game world. Players can acquire these event-exclusive items from the Illegal Dealers, expanding their options and potentially obtaining unique and sought-after gear.
Its unknown how the Dealers managed to slip in through SECTOR-07 and have smuggled weapons inside but it's clear someone have payed them to enter inside to exchange goods for cash or slipped through in by the sewers.
Riot Control Units (RCU)
The RCU, or Riot Control Unit, is a highly trained team of operatives within the world of Criminality. Founded by [REDACTED], they are responsible for monitoring and maintaining order within SECTOR-07.
When the violence within SECTOR-07 escalates to a certain level, the RCU deploys its elite operatives to swiftly and decisively confront and eliminate those who pose a threat. These operatives are equipped with powerful and dangerous weaponry, but specific details about their arsenal are limited due to restrictions placed on disclosing such information. Even if some individuals within SECTOR-07 manage to neutralize a few members of the RCU squad, the remaining operatives will persevere in their mission until all resistance has been subdued.
Some of the known weapons and items associated with the RCU include the FNP-45-R, Milkor MGL, Riot Shield, UTS-15, Barrett .50, AKS-74UN, M134 Minigun, ODEN, Panzerfaust-3, A-10 Airstrike, RCU Medkit, RCU Bandage, RCU Lockpick, MS Grenade (Mustard gas M320), Black bayonet, Tomahawk missile airstrike, Handcuffs, BBaton, Dark Rage, Dram, MAXIM-9, and a Red body flashlight. These items are complemented by the specialized armor and helmet worn by the RCU operatives and they are very and highly deadly to encounter nor to face.
SECTOR-07 Environment
SECTOR-07 in Criminality is depicted as an extremely hostile and unpredictable environment, primarily driven by the presence of power-hungry high-ranking players. The infrastructure within the sector reflects this chaotic nature, with roads and pathways cluttered with car wrecks, stacks of wood, and even shipping containers. The wreckage, including blown-up tanker trailers near the gas station, implies that SECTOR-07 has been in this state for an extended period, likely indicating a prolonged period of lawlessness and conflict.
The overall infrastructure of SECTOR-07 appears to be underdeveloped, heavily damaged, or repurposed for warfare. Buildings have boarded-up windows, and ad hoc bridges can be observed between or on the sides of structures. This suggests that the environment has transformed into a warzone, with makeshift structures and defensive measures being put in place by inhabitants.
Looting is widespread within SECTOR-07, as stores and restaurants are empty, save for safes and cash registers. This further illustrates the lawlessness and desperation that prevails in the district. The presence of a pizzeria, factory, garages, and a subway indicates that SECTOR-07 was once a relatively peaceful and ordinary area. However, at some point, the district was overrun by criminals, leading to the evacuation of the regular residents. The tag at the pizzeria displaying "Illegal Pizza" suggests that the establishment may have been vandalized or is operating using "blood money," likely obtained through illicit means. This adds to the atmosphere of criminality and lawlessness within the sector.

SECTOR-07
SECTOR-07 is depicted as a ruthless and isolated environment, resembling a closed-off section of an urban ghetto spanning a few city blocks. The individuals initially dropped into SECTOR-07 are not inherently dangerous, but the remaining inhabitants have developed a reputation for their ruthless and dangerous nature. The constant restocking of weapon merchants like Dealers and Armory stores suggests the presence of a smuggling business between SECTOR-07 and external entities. This implies that there is an illicit trade network operating in the district, facilitating the flow of weapons and supplies despite its isolation from mainstream society.
The mention of SECTOR-04, confirmed through a tweet on October 29th, 2022, hints at the possibility of additional sectors beyond SECTOR-07. The existence of multiple sectors suggests a broader world within the game, each with its own unique characteristics and challenges. However, the true purpose of SECTOR-07 and its connection to the outside world remains largely unknown, with little information available beyond the game's description. SECTOR-07 is surrounded by a massive brutalist wall and sheer rock faces, creating a physical barrier that isolates it from the outside world. The lack of interaction between SECTOR-07 and the outside world further enhances the sense of isolation and containment within the district.
Battle for the Relic
At an unknown time before the Winter of 2023/24, the Necromancer claims to have located the relic within SECTOR-07. He relays this discovery to an unknown shadowy figure seen throughout multiple winter trailers. This figure congratulates him, and orders him to send the Fallen. The Necromancer summons the Fallen, directing them to SECTOR-07.
After the arrival of the Fallen, a battle for the Relic begins. This battle takes place mainly between the Fallen (including the Necromancer) and The Slayer. It is the goal of the Fallen to locate, obtain, and supposedly return the Relic to the unknown figure. In contrast, The Slayer seeks the Relic in order to gain extreme power (this is seen through the charged Slayer.)
It is unknown what the dark figure intends to do with the Relic. However, he can be seen confronting The Slayer in the Winter Part 2 trailer.
Speculations
It is interesting that the only legal armaments in SECTOR-07 are from the Armories, which could imply that the government has established these to capitalize on the demand for armament throughout the sector. Armories may offer a range of armaments that are more "civilized" compared to those illegally obtained.
Weapons with the "07" markings suggests these weapons are specifically designed and manufactured for use within SECTOR-07. This suggests an entire industry catering to the demands within only SECTOR-07. It is possible that other sectors, such as SECTOR-04, may also have their own distinct markings and potentially modified weapons. This can be seen on a few select weapons such as the Beretta having a '17' marking and the Ithaca with a '12' mark on the side of the gun. Two skins for the Tec-9, the "Import" & "Diner", shows that those version of the Tec-9 may have been the one intended to be supplied in SECTOR-07.
Bank Transactions
In the dystopian district of SECTOR-07, there is a unique banking system that operates separately from regular civilians. This banking system makes use of "blood money," which can be obtained by stealing from corpses within the district. Players can deposit and transact their money through the bank or ATMs found throughout the area.
The existence of functioning ATMs in SECTOR-07 suggests that government entities, at least to some extent, condone or tolerate the existence of the sector. This implies that the government may have a role in the creation or maintenance of SECTOR-07, possibly as a means of isolating and containing dangerous criminals. The modernized ATMs indicate that Criminality takes place in the 21st century, supported by the contemporary setting of the game.
Overview
Criminality is set in the dystopian district of SECTOR-07, a location presumed to house highly dangerous criminals. The district appears to have been neglected in the past, as indicated by the poor architectural state of the buildings, reminiscent of neglected areas such as South or East London. The presence of a train station suggests that SECTOR-07 may be a smaller area than its name implies.
The district is enclosed by steep, mountainous terrain, likely artificially constructed to serve as a barrier between the criminals and the legal citizens on the other side. This geographical feature adds to the isolation and containment of SECTOR-07. Based on the description of the snowball launcher, it can be inferred that SECTOR-07 is located in or around the United States of America, as the launcher is associated with a winter holiday and the use of "snowballs."
Additionally, the expiration date on the Pepper Spray item suggests that Criminality is set in the years 2013-2016, as it indicates an expiration date in January 2016.
