The World Government.

• Dracule Mihawk: Known as the "World's Greatest Swordsman." He had an undisclosed bounty and lived on Kuraigana Island. He was respected even by the Emperors and faced Shanks on several occasions, being considered his rival.
• Crocodile: Nicknamed "Sir Crocodile," he is the leader of Baroque Works, a secret organization of bounty hunters and pirates. He had an initial bounty of 81,000,000 berries and was a user of the Suna Suna no Mi, the Logia-type fruit of sand, and resides in Alabasta, the desert kingdom. Donquixote Doflamingo: A former World Noble, he is the leader of the Donquixote Pirates and resides in Dressrosa. He had an initial bounty of 340,000,000 berries and was a user of the Ito Ito no Mi fruit. He also owns slave labor operations in the Sabaody Archipelago and maintains ties to the black market.
• Bartholomew Kuma: Known as "The Bear Man," he was a user of the Nikyu Nikyu no Mi fruit and had a bounty of 296,000,000 berries. Before being fully modified as a Pacifista, he was a secret agent for the Revolutionaries, though his double identity was unknown.
• Boa Hancock: Considered the most beautiful woman in the world, with long black hair and blue eyes, and a perfect figure, she is the "Queen of the Amazons" and leader of the Kuja Pirates. She ruled Amazon Lily Island, an island inhabited only by female warriors, in the Warm Belt. She had a bounty of 80,000,000 berries and was a user of the Mero Mero no Mi fruit. She had been enslaved by the World Nobles in her childhood, which instilled in her a deep hatred for the government, though she maintained her title to protect her people.
• Jinbe: A karate-wielding fish-man, he was the leader of the Sun Pirates and held great influence on Fish-Man Island. He was appointed Warlord of the Sea to improve relations between humans and fish-men, with an initial bounty of 76,000,000 berries. He was an ally of Edward Newgate (Whitebeard) and upheld honorable principles.

Marineford, also known as Marine Headquarters, was the main headquarters of the World Government's Navy in Paradise, alongside Enies Lobby and Impel Down. Its function has since been replaced by G-1 Base, with which it swapped locations after the War of the Best.

General characteristics

• Location: It is located near the Sabaody Archipelago and next to Mariejoa on the Red Line. The only safe way to reach it was through the Gates of Justice.
• Structure: It's a crescent-shaped island built of brick and steel, with cannons along its edges. During the war, a Wapo metal wall, resistant to cannonballs from any warship, was installed. In the center is the execution square, and surrounding it is Oris Square with its ox bell. The main Marine building is a Japanese-style palace with the kanji for "Marine" (海軍) at its base, which was later changed to "G-1". The island also has a village where the families of the sailors live, along with a few Marines without families.

• Sengoku the Buddha: Former Fleet Admiral, user of the Hito Hito no Mi fruit, Model: Buddha, now a consultant to the Navy.
• Akainu (Sakazuki): Current Fleet Admiral, user of the Magu Magu no Mi fruit, known for his "absolute justice". A strict man.
• Aokiji (Kuzan): Admiral, user of the Hie Hie no Mi fruit, known for his stance towards Lazy Justice.
• Kizaru (Borsalino): Admiral, user of the Pika Pika no Mi fruit, the Light Fruit, leans towards Neutral Justice.
• Monkey D. Garp: Vice Admiral, and Navy hero.

Impel Down, also called the Underwater Prison or Great Prison, is a maximum security fortress of the World Government in Paradise, next to Marineford and Enies Lobby, connected by the Tarai current and the Gates of Justice.

General characteristics

• Location: It lies beneath the sea in the middle of the Warm Belt, surrounded by gigantic Sea Kings, making access difficult. The only easy way to reach it is through the Gates of Justice and using Navy ships clad in sea stone.
• Structure: It is a submerged tower based on the seabed. Its cells are made of sea stone to neutralize Devil Fruit users, and it has torture chambers, a monitoring room with a Den Den Mushi surveillance system, a medical laboratory, and a generator room.

Prison levels

• Level 1: Crimson Hell: For low-level criminals, with poisonous flowers that cut the skin.
• Level 2: Hell of the Wild Beasts: Inhabited by ferocious animals bred to kill prisoners.
• Level 3: Hunger Hell: With extremely high temperatures and no food or water for the inmates.
• Level 4: Burning Hell: Full of fire and boiling cauldrons, where prisoners are burned or drowned.
• Level 5: Frozen Hell: With sub-zero temperatures, where many prisoners die of hypothermia.
• Level 5.5: Land of the Newkama: A secret level excavated by a prisoner with excavation powers, led by Emporio Ivankov, where the inmates live in community.
• Level 6: Eternal Hell: For criminals so dangerous that their crimes were erased from history, like Crocodile and Jimbei.

• Magellan: Warden of the prison, user of the Poison Devil Fruit.
• Hanyabal: Deputy Mayor.
• Domino: a young woman with long blonde hair, dark glasses and wearing the uniform of the prison guard, Secretary to the Warden.
• 10,000 guards including humans and beast hybrids.

Enies Lobby, also known as the Judicial Island, is one of the World Government's three strategic strongholds in Paradise, along with Marineford and Impel Down, connected by the Calm Current (Home to colossal sea monsters) and the Gates of Justice.

Island features

• Location and atmosphere: It is located on an island called "Day Island" or "Island Without Night," as it never gets dark there, even during storms like the Aqua Lagoon. It features large waterfalls that plunge into a black void, and part of the land with buildings is only connected to the rest of the island by a small bridge. Furthermore, there are whirlpools behind the island, and the Gates of Justice only open partially to allow criminals to pass through, stopping the whirlpools when they do.
• Personnel and structures: It has approximately 10,000 Marines and 5,000 World Government agents. It has a courthouse (with a three-headed judge named Baskerville) and the Justice Tower, which is the headquarters of CP9. It also has a maritime train station called Day Station.
