Meowscarada is based on a feline, specifically the Iberian lynx, and a magician. His design is also inspired by a masked ball or masquerade and harlequins. His sinister appearance derives from different cultural elements related to deception and lies, such as illusionists who perform various magic tricks that are actually illusions produced by optical effects. Meowscarada is a bipedal feline with a humanoid appearance and light green fur. He has dark green paws and a short tail. His face is covered with a mask made of dark green leaves with three green diamonds (but underneath the mask, he still has the leaf-shaped patch on his face that resembles a dark green mask). He wears a necklace of pink petals, attached to his cape of reflective dark green leaves, which is divided in two with the tips ending in pointed leaves. This cloak also holds a green flower that hides a vine, creating the optical illusion that the flower is floating. Meowscarada resembles an anthropomorphic feline with light green fur covering its main body, with the exception of its dark green paws. It has a pink floral collar around its neck, a dark green appendage resembling a mask with green diamond motifs, and a black and green bandana-like appendage. It has pink eyes, a triangular nose, and a short tail. It is often accompanied by a four-petaled green flower.

Meowscarada are shown to be quite stealthy, using pollen-filled Flower Bombs to catch opponents off guard. In fact, they are cunning and crafty wizards who enjoy skillfully misleading their enemies to give themselves the advantage. Meowscarada is a proud and oversensitive Pokémon that has a tendency to show off. This behavior often causes any Meowscarada to become very attached to its Trainer, as well as having a bitter disposition towards other Pokémon that steal its spotlight. Meowscarada are proud and boastful, but also sensitive. They possess a strong bond with their Trainer and, due to their jealous nature, can become angered when another Pokémon steals their attention. It is possible that this behavior references the classic behavior of domestic cats with their owners, being just as suspicious and possessive. Meowscarada has a proud, sensitive personality with a tendency to show off, showing a strong attachment to its Trainer and jealousy if attention is given to another Pokémon. It is a cunning Pokémon that delights in illusions and distractions, using its wizard-like abilities to surprise its opponents.

By using the reflective fur that lines its coats, Meowscarada can camouflage the stem of its four-petaled green flowers, creating an illusion that the flowers are floating in the air, effectively confusing its enemies, before attacking them with pollen-filled Flower Bombs. They are also the only Pokémon that use Flower Trick. The camouflaged stem can act as a grappling tool. It can either wrap around an opponent or be used as a means of escape. It stealthily plants pollen flowers on unsuspecting opponents, which then explode without them even noticing. It can also stick these same Flower Bombs to various surfaces and choose when to detonate them.
