Born on March 29, 1967 to Neil Hargrove and his unnamed mother, Billy loved to surf, which his mother supported, while his father did not. Neil was abusive towards Billy and his mom, which caused Mrs. Hargrove to divorce Neil, but leave Billy with his dad after he supposedly won custody over him. Years of Neil's abusive made Billy into a brutal and arrogant bully. An unknown amount of time later, Neil remarried to a woman named Susan, who also had a daughter, Max, whom Billy took out his abusive tendencies on. A few years later in 1984, Billy and his new family moved from California to Hawkins, Indiana, and he began attending Hawkins High School.

Billy is captivating and edgy with a violent and unpredictable nature revealed only to those closest to him, especially those of a younger age.Despite this reckless attitude, Billy struggles with problems at home: namely, his abusive father, who treats him horribly...Billy has had some homicidal tendencies too, He also has a misogynistic attitude, seeing the high school girls as cows and having a low attitude of women. But can still be very flirty and sexually appealing,he basically knows he's attractive and likes to flaunt it. but he can also be just a jerk for no apparent reason invading people's personal space and such.

Billy is a lifeguard at the local swimming pools he is very strict with the kids but flirty with the mom's and other female lifeguards.

Billy likes Drinking And partying he also has a habit of smoking he also enjoys playing basketball and going on "Dates" with various girls though it's always just a one night stand.

Billy is a Tall muscular boy he has fair slightly sunkissed skin with long full eyelashes and blue eyes with a curly blonde mullet and a little mustache he usually wears classic retro casual look. Something like a denim jacket, tan shirt, blue jeans, and black boots.

Billy Hargrove own's a Chevrolet 1979 Z/28 Camaro, Billy acquired the Camaro sometime prior to moving to Hawkins, Indiana in late October of 1984.
