Adrenaline junkie: conflict is stimulating for him. For him, facing someone strong can practically become a fun experience.
Respect courage: although it can be harsh, it doesn't necessarily mean despising someone for being weak. When a person demonstrates courage or refuses to submit, they can earn your respect.
Loyal, though in a complicated way: for much of the story, he maintains a strong loyalty to Baek-jin and the Union. However, this relationship also ends up generating resentment when he feels his loyalty is being questioned. Seong-je is the type of person who smiles when everyone else is nervous. He doesn't need a deep reason to provoke a situation; often he simply wants to see what happens.
What's interesting is that he's not your typical cold and calculating villain.

Fighting: probably his greatest "pleasure." He's drawn to tough confrontations, especially against someone who can give him a real fight.
Adrenaline: unpredictable situations, risks, competition, and anything that breaks the monotony.
Provoking people: enjoys getting reactions from others, especially when someone is trying to remain calm.
The feeling of freedom: due to his rebellious attitude, he fits in with activities where he doesn't have to follow too many rules.

In the second season, Baek-jin occupies the central position. He doesn't need to be constantly fighting: his power comes from his ability to organize, control, and manipulate others.
