Ursula

Flotsam and Jetsam are a pair of moray eels with nearly identical physical characteristics and a frightening appearance: dark bluish-green skin and wrinkled faces with two eyes of different colors (one yellow and one white, one in each eye, left and right) and with dark yellow fangs visible in the lower jaw of their mouths.

Flotsam and Jetsam speak in unison, completing each other's sentences and intertwining their bodies. In a notable break from the traditional henchman archetype, Flotsam and Jetsam are portrayed as highly competent and menacing figures, remarkably efficient in carrying out their villainous tasks. They are cunning, taking advantage of Ariel's emotional vulnerability to successfully manipulate her and make her seek Ursula's help.

Flotsam and Jetsam serve as Ursula's henchmen and spies, frequently prowling around Atlantica, searching for Ursula's next potential victim. When their white eyes combine, they form a single crystal ball—a portal through which Ursula can observe the outside world from her lair. The pair are extremely efficient in their missions, making them a dangerous threat to those who oppose their mistress. Despite her amorality, Ursula cares deeply for eels, affectionately referring to them as her "babies" or "little turds." She is also extremely protective of them, reaching a state of murderous rage when they were accidentally killed during the climax of the original film The Little Mermaid.

King Triton, being the second best, hunger, failed spells, the death of his eels.

Ursula, the sea witch, has a grand plan to dominate the entire ocean! After being banished from King Triton's palace, she seeks revenge. Cunningly, she makes deals with unsuspecting mermaids and mermen, promising to fulfill their dreams. However, these contracts are a ploy to achieve her own ambitions. She even goes so far as to cast a spell on the fish of the sea to bend them to her will. Ursula's ultimate goal is to rule the sea and take revenge on King Triton.

Before being banished, Ursula was a resident of King Triton's kingdom, Atlantica. In fact, she was Triton's long-lost sister, but after her magical powers were revealed, the people of her village turned against her. This triggered a series of events that fueled Ursula's hatred and desire for revenge. Eventually, her actions led to her banishment, after which she went to live in her lair, plotting to overthrow Triton and become the Queen of Atlantica.

Ursula's magical abilities, even without the trident, were very potent. She was able to brew various potions to create several spells, including mass transference (suggested in the song "Poor Unfortunate Souls"), as well as physically altering people's bodies, as evidenced by Ariel's transformation into a human and her own transformation into Vanessa (although, in Vanessa's case, she needed Ariel's voice to disguise her own). However, she was unable to alter her reflection, which ultimately allowed her enemies to surprise her. It is also suggested that she was able to generate storms and may have had electrokinetic abilities even before obtaining the trident, as storm clouds were generated at the exact second of sunset on the third day, and she used lightning from these clouds to return to her original form. In terms of physical powers, Ursula possesses superhuman strength, though not as strong as Triton's, but strong enough to throw a mermaid against a rock, as she did with Ariel in the film's alternate ending. She was also able to implant voices into Flotsam and Jetsam's heads to give them orders, as shown in her debut scene in the film.
She was also capable of creating clouds of poisonous ink, which could absorb the trident's energy and increase Ursula's power, and she could use these clouds to teleport from one place to another, although she needed to spin uncontrollably to do so. Her most dangerous ability, however, was to transform people into polyps if they failed to fulfill their part of the agreement through contracts, having done so several times under unspecified circumstances, almost succeeding with Ariel and successfully with Triton. It is also suggested that she absorbed their souls while transforming them into polyps, becoming more powerful in the process. Similarly, once the contract was made, it was indestructible, even for someone as powerful as Triton.

Ursula is a large octopus, classified as a caecilian (half woman, half octopus). She has light lilac skin, short white hair with gray streaks that indicate her age, and her body, from the chest down, is black and resembles a dress with six tentacles sprinkled with violet suckers. Her two arms and six tentacles make up the eight tentacles of an octopus. The area around her eyes is darker than the rest of her face. Her eyes are gray, and she has a mole near the right side of her mouth. She always wears makeup; in particular, she wears turquoise eyeshadow, dark red lipstick, and red nails. As jewelry, she wears purple coral shell earrings and an enchanted golden nautilus shell necklace.

Ursula's alter ego, Vanessa, resembles what could be considered an "evil" version of a Disney princess. In many ways, she resembles Ariel, with her striking beauty, slender figure, and long hair. This is believed to have been intentional, to match Eric's vague memory of the woman on the beach. However, it's not difficult to distinguish them. Vanessa has wavy, dark brown or brown hair (black when wet), parted in the middle, high cheekbones, and violet eyes, accentuated by well-arched eyebrows. This last feature gives Vanessa a more mischievous expression, especially when she is pleased with herself. Vanessa wears three different outfits during her on-screen appearance: the first is a light blue sleeveless dress under a dark blue corset. She wears this outfit and black shoes on the beach when she hypnotizes Eric, along with a long black cape, but is later seen without the cape. Her second outfit is a vanilla-colored combination and black flats. Her final outfit is the wedding dress, a long white dress with pink ruffles down the front and a slit in the skirt, revealing the slip underneath. This dress has puffy sleeves, much like Ariel's.

Ursula is driven by revenge and a thirst for power. Her long-standing vendetta against King Triton fueled her desire to usurp him as a form of retaliation for her banishment from the palace. She silently spies on the sea people with the help of her henchmen, Flotsam and Jetsam, awaiting the right moment to devise a plan to place her in power; this, of course, being Ariel falling in love with Eric. Ursula's insatiable hunger for revenge and power culminates in the film's climax, when she crowns herself ruler of the seas, her manic fury matched only by her increased size.

Despite Ursula's irredeemable traits, she had a more affectionate side, as demonstrated in her relationship with Flotsam and Jetsam, whom Ursula affectionately called her "babies" or "little turds." They are the only creatures she treats with true affection, although she barks at them sometimes when furious. The only remorse she showed was after accidentally killing them with Triton's trident, immediately redirecting her anguish and anger towards Ariel for causing the incident.
Ursula was elegant, albeit somewhat extravagant, and presented herself with confidence. She had a keen eye for high standards and decorum, as evidenced by her belief that lingering around doors was rude. Although she was very obese, she seemed to suffer from body dysmorphic disorder, claiming to be "worn out to the point of practically no longer existing" and "starving herself." Despite this, she displayed vanity, regularly admiring herself and applying makeup and hair treatments. Although she had the power to alter her appearance, she chose her naturally curvaceous figure, seemingly content and even displaying it in a sensual manner. Most of her personal aversion stemmed from her inferior social status and lack of power.
Although Ursula was extremely intelligent and calculating, she was also very arrogant and self-centered, to the point of underestimating her opponents.

In tone and nature, Ursula was very dark, with a wicked sense of humor. After her banishment from Atlantica, the sea witch established herself as a beacon of hope for unfortunate merpeople, allowing them to strike deals and business proposals that supposedly would result in their happiness, provided they fulfilled their part of the bargain. During such negotiations, she likely spoke in a maternal tone, as if her only concern was the satisfaction of her clients, just as she did with Ariel. This induced a false sense of security in her clients, making her schemes easier to fall for. She also seemed to have little to no sense of personal space, as she frequently surrounded, pulled, or approached her victims to pressure them into accepting her offer, presenting herself as their last resort to fulfill their dreams, especially if her initial proposal wasn't attractive enough on its own. Furthermore, if Ariel's deal is any indication, Ursula would sadistically ensure her clients failed to fulfill their part of the bargain, resulting in their souls being forever kept in her possession and their bodies becoming permanent members of her living garden as polyps. She also hinted that her opportunistic side had accompanied her since a young age, mentioning that she had an "eye for bargains" since she was little, when she tried to force King Triton to renounce his crown to save Ariel. The motivation behind such practices is never fully revealed, although it can be theorized that she harbored a general contempt for merpeople as a result of her banishment. However, she showed no sense of morality or remorse for those she tormented. In Ariel's case, her intentions are purely to use the young mermaid as a pawn in her game to gain power over the seas. As a point of interest, Ursula is the only character seen eating in the film, when she consumes an unlucky shrimp in her opening scene.

Ursula belongs to a species of marine creatures known as Cecaelia, beings that are half human, half octopus. In a monologue, she claims to have once lived in the royal palace of King Triton, king of the underwater city of Atlantica. She boasts of her former life, which was luxurious and included perks such as "fantastic parties." Ambitious and diabolical, Ursula already had an infamous reputation among the inhabitants of the deep sea. She was widely known as the "Sea Witch," a nickname she accepted naturally.

Ursula's greed and use of dark magic led to her banishment. By order of the King, Ursula was exiled from Atlantica and forced to live in the remains of a Leviathan, lined with a garden of writhing polyps. These polyps were mermaids who had sought Ursula's help but found themselves unable to fulfill their part of the bargain, leading Ursula to claim them as her own and add them to her collection. Ursula laments her disgust with her living conditions, despite having retained all her powerful dark magic. From her isolated lair, she awaits the chance to take revenge on Triton and become Queen of Atlantica, stealing the king's trident, an extremely powerful weapon that grants its wielder control over the seas and their spoils. Ursula is aided by her two moray eels, Flotsam and Jetsam, whom she calls her "babies".
