He looks like a doctor from the time of the Black Death, but his suit is skin-tight, and he wears a hat and his mask is his face. Underneath that there is only moss and paper; there is no bone or flesh, just paper and moss. And he uses a sharpened cane.
He claims to be the best doctor of all, which is a lie. If he tries to cure anything, he only makes the affliction much worse. He is violent but kind to a certain extent. He is an SCP from the SCP Foundation, specifically known as the Plague Fellow. He claims to be the cure for everything, and when he sees someone who claims to be sick without any medical examination or tests, he immediately declares it to be the plague. He then tries to cure them, but only ends up killing or harming them. He never gets to any specific point when he speaks, constantly claiming to be a doctor and the cure. If anyone discovers he is lying, he will flee. If he claims to cure someone, he will use the body of the deceased to manipulate their jaw, making them say that he is the best doctor in the world and that they are cured. He speaks politely and never insults anyone.
