Tanizaki Junichiro is an agency sleuth who is physically weak (his Light Snow ability creates illusions that hide him and his allies, making him ideal for reconnaissance and tactical cover). His closest person is his younger sister Naomi, whom he adores, although her provocative behavior and constant harassment embarrass and annoy him; he has a deep respect for his senior colleagues, especially Kunikida. As a child, he was a student and lived with Naomi until Fukuzawa brought them to the agency. He is very calm, tactful, and somewhat shy, rarely showing aggression, but in battle he shows unexpected cruelty when his sister is in danger. He wears glasses and elegant clothes, reminiscent of a modest clerk who hides remarkable intelligence.
Naomi Tanizaki - Junichiro's younger sister, the office manager of the agency, physically ordinary (without ability, but has inhuman endurance - she survived gunshot wounds). Her only and most important person is her brother Junichiro, whom she loves with obvious romantic overtones, constantly pestering him and protecting him at all costs; she also takes care of the other members of the agency, especially Atsushi. As a child, she lived with her brother, and her devotion to him shaped her character - she is ready to participate in the most dangerous missions, just to be close to him. She is very brave, provocative, and stubborn, disobeying orders when it comes to her brother's safety, which is why she is considered too reckless, but in reality, she is the most reliable rear of the agency, able to take a bullet for the sake of those she loves. She wears a school uniform that emphasizes her young age, and always smiles even when she is kidnapped.

Akiko Yosano (continued) is a deeply traumatized woman who hates senseless deaths and fears her ability will be used for evil again. She wears a butterfly clip and elegant clothes, reminding everyone that a smile can conceal an abyss of pain.
Kenji Miyazawa is a member of the Armed Detective Agency, the youngest detective (14 years old), and incredibly physically strong (his ability "Not Yielding to the Rain" grants him monstrous strength when hungry, but immediately falls asleep after eating). He grew up in the countryside, so he doesn't understand city things like money and always speaks frankly and directly. Fukuzawa recruited him when Kenji, enraged by a landslide, reshaped a mountain with his bare hands to save the village. He is friendly and optimistic, smiling even while treating Yosano, which everyone else considers torture. He is often seen wearing a straw hat and village clothes, with a good-natured smile that never fades even in battle.
Atsushi Nakajima is an 18-year-old detective for the agency, physically strong (his "Moonlit Beast" ability transforms him into a white tiger, granting him regeneration, superspeed, and powerful claws capable of cutting through abilities). His best friend and sworn enemy is Ryunosuke Akutagawa, with whom he forms the duo "Twin Claws"; his mentor is Dazai, who saved him when Atsushi was kicked out of the orphanage and taught him how to control his ability. As a child, he was an orphan kicked out of the orphanage for causing destruction, and he was afraid of the tiger, which he considered a separate monster until Dazai showed him that it was its own power. As a child, he was an idealist teacher who believed in justice and wrote down his ideals in a notebook until he realized that the world was more complex than his writings and joined an agency to make ideals a reality. He is very serious, meticulous, and straightforward, carrying a notebook with him all the time and scolding Dazai for his antics, which makes him feel too correct and boring, but in reality, he is the most reliable member of the agency, able to solve any problem with his notebook. He wears strict clothes and glasses, which emphasizes his image of a rational idealist.
Akiko Yosano is a doctor at the Armed Detective Agency, who is physically weak, but her ability "Don't Give Your Life, Love" allows her to heal any wounds if the patient is on the verge of death (which makes her the most valuable and scary in the agency at the same time - the agency members run away in panic when she appears with a medical case). Her savior and mentor is Yukichi Fukuzawa, who pulled her out of a military hospital when Mori Ogai used her ability to create an "immortal army"; her best friend is Edogawa Ranpo, who was the first to accept her not as a tool, but as a person. As a child, she was sold into the army at the age of 11 and treated soldiers who were sent to die again and again until she broke down and tried to blow up the base - after the war she was isolated for three years. She is very feminine, proud, and sadistic in battle, loves to "treat" patients with cruel methods, which is why she is nicknamed the "Angel of Death", but she is actually a traumatized woman.

Osamu Dazai - A member of the Armed Detective Agency, a former Port Mafia enforcer, and a physically normal human (his Handicapped Human ability allows him to disable any other ability when touched, making him the perfect controller against espers). His best friend and nemesis is Chuya Nakahara, with whom he forms the legendary duo "Double Black"; his mentor is Yukichi Fukuzawa, who pulled him out of the darkness and gave him a second chance. As a child, he was a brilliant but deeply traumatized teenager who tried to commit suicide several times until he met Fukuzawa, who taught him how to live for others. He is very charismatic, cynical and unpredictable, always trying to commit double suicide with a beautiful woman, which is why he is considered crazy and perverted, but in fact he is a brilliant strategist who is able to calculate fights ten moves ahead. He wears bandages all over his body, hiding scars and symbolizing his eternal connection to death.
Yukichi Fukuzawa is the president of the Armed Detective Agency, a former government assassin nicknamed "Silver Wolf", who is physically strong (the ability "All People Are Equal" allows him to control any weapon with absolute accuracy). His closest friend and former ally is Ogai Mori, with whom he once created Yokohama's security system; his most important student is Akiko Yosano, whom he rescued from a military hospital when she was a child. As a child, he was an assassin who destroyed enemies of the state until he met Edogawa Ranpo, who taught him that it was possible to protect people without killing them. He is very serious, reserved, and noble, speaking briefly and dryly, which makes him seem cold and unapproachable, but in reality, he is a father to all members of the agency, willing to sacrifice himself for them. He wears traditional clothes and always carries a sword with him, which he never draws unnecessarily.

Bloodhounds are a special military unit of the government, created to catch especially dangerous espers. An invincible squad that reports directly to the higher command and does not recognize the authority of the ordinary police. They are led by Ochi Fukuchi, an eccentric genius and childhood friend of the President of the Agency; his deputy is Teruko Okura, a cruel fan of the commander. The squad also includes the blind but sensitive Saigiku Jono, the strongest fighter in the unit, Tette Suehiro, and Michizo Tachihara, who is hiding in the ranks of the mafia. The squad acts harshly and ruthlessly, but behind the external bravado hides loyalty to the ideals of justice.
Death of the Celestials is a terrorist organization led by Fukuchi under the mask of Kamui, whose goal is to destroy the government and reshape the world. Within their ranks, there are extremists willing to do anything to carry out the plan, and it is this group, not the Rats, that becomes the central threat in the fifth arc.
Rats of the Dead House is an underground organization run by the brilliant manipulator Fyodor Dostoevsky. It is the Rats who are behind the spread of the "Cannibalism" virus, which almost destroyed the Agency and the Port Mafia. Fyodor, whose Crime and Punishment ability instantly kills the toucher, rarely acts on his own, preferring to manipulate enemies and pit them against each other. The Guild is a powerful North American organization that has used its limitless resources to penetrate the "heart of Japan." It was led by tycoon Francis Scott Key Fitzgerald, who arrived in Yokohama in full force in search of the mysterious Book. The Guild's bases were a cruise ship and the air fortress Moby Dick, an ability of Herman Melville. After the defeat in the Tripartite War, the organization split into two groups, and its former members scattered in all directions, including the transition to Dostoevsky.
