🌴 Vice City 🌴
Vice City is the largest city in Leonida and the state’s economic, cultural and tourist heart. A sprawling coastal metropolis, it is famous for its neon lights, palm-lined streets, white-sand beaches, luxury hotels, skyscrapers, nightclubs, cruise ships and relentless nightlife. People describe it as the “sun and fun capital of America”, where glamour, hustle and greed are concentrated into a single city.
The city contains a variety of distinctive neighborhoods. Ocean Beach is the postcard image of Vice City, with pastel Art Deco hotels, bright white sand and busy beachfront streets. Little Cuba has bustling panaderías, local businesses and a strong Cuban-American atmosphere, while Little Haiti adds another distinctive Caribbean character. Tisha-Wocka is known for its flea market and bootleg merchandise, giving the area a more chaotic and street-level atmosphere. 🌊 Leonida Keys 🌊
The Leonida Keys are a tropical archipelago located off the southern coast of Leonida, in Mariana County, forming the southernmost part of the state. The islands are surrounded by the Gulf of Mexico and the Straits of Leonida and are connected to the mainland by the Keys Causeway. They are Leonida’s version of the Florida Keys: warm, relaxed and surrounded by beautiful but dangerous waters.
Life in the Keys is slow and casual. Small island communities, marinas, boatyards, bars, fishing spots and waterfront properties are scattered across the archipelago. Key Lento is one of its known towns, with places such as Brian’s Boat Works & Marina, Chip’s Body Shop, the Rusty Anchor and the Wonder Whale giving the area its own local character.
The Keys have a long history with drug running and smuggling. The waterways and remote islands make them particularly useful for moving contraband, and the old-school smuggling culture remains part of local life. Boat yards and marinas can serve perfectly legitimate purposes during the day while being connected to much less legitimate business after dark. ⚓️ Port Gellhorn ⚓️
Port Gellhorn is a coastal city in Kelly County, on the western side of Leonida, known locally as “Leonida’s forgotten coast.” Once a popular vacation destination, the city has suffered years of decline. Cheap motels, abandoned attractions and increasingly empty strip malls now dominate parts of the area, giving it a worn-out atmosphere far removed from Vice City’s glamour.
The local economy has adapted to this decline. Liquor stores, pawn shops, cheap motels, roadside businesses and truck stops are common, while Locals describe the area’s new economy as being fueled by malt liquor, painkillers and truck-stop energy drinks. Dirt bikes, old cars and rough roadside culture are also a familiar part of life.
Despite its reputation, Port Gellhorn is not entirely abandoned. It has a working seaport, docks, warehouses, commercial areas and transportation infrastructure, alongside forests, open fields and rolling countryside. The Bocamar Bridge is one of its most recognizable pieces of infrastructure, while Draper Island is one of the districts identified within the city.
The city also has plenty of places where locals spend their time. Uncle Jack’s Liquor, Port Gellhorn Pawn & Gun, the Starlet Motel, Delights Cabaret and Crossroad Park Minimall are among the establishments and landmarks seen in official material. The Gellhorn International Raceway adds a strong motorsport culture, featuring both a road course and drag strip.
Crime is deeply woven into the area. Drug activity, illegal businesses, robberies and underground commerce can be found around the city, while its isolated coastline and industrial infrastructure provide plenty of opportunities for illicit activity. The city’s identity is closely tied to the enormous Allied Crystal Sugar Refinery, which provides a large share of local employment and dominates the surrounding landscape.
The surrounding countryside is filled with sugar-cane fields, rural roads, industrial facilities and agricultural land, giving Ambrosia a distinctly rural-industrial atmosphere. The nearby Lake Leonida provides fishing, boating and wildlife, while the area’s flat landscape stretches far beyond the city.
Allied Crystal is much more than an employer. The company has a noticeable influence over local affairs, with its branding appearing alongside Erin Henshaw’s mayoral campaign, suggesting that corporate interests have a significant presence in Ambrosia’s politics. The company’s slogan, “The sweet lifeblood of Ambrosia,” reflects how deeply the sugar industry is embedded in local life.
But Ambrosia has another power structure. The Final Chapter MC, an outlaw motorcycle club established in 1982, operates throughout Ambrosia County and has a major presence in the local criminal world. Their clubhouse and distinctive motorcycles are part of the area’s landscape, and Rockstar’s own description implies that while Allied Crystal provides the jobs, the bikers handle “almost everything else.”

Rockstar describes it as the “untamable jewel of Leonida’s crown”, a place where you never quite know what is beneath the surface.
The region stretches through the southern part of Leonida and is largely made up of swamps, rivers, marshes and isolated patches of dry land. Roads become increasingly scarce as you enter the wetlands, making boats and airboats a natural way of getting around. The area is far removed from the skyscrapers and busy streets of Vice City, with small settlements and isolated locations scattered throughout the wilderness.
Wildlife is one of Grassrivers’ defining features. American alligators are particularly common, while official material has also shown large groups of flamingos and other birds inhabiting the wetlands. Key Lento is the main known settlement, featuring places such as Brian’s Boat Works & Marina, Chip’s Body Shop, The Rusty Anchor, Wonder Whale and the Animal Hospital of Key Lento.
