Liberty City. The city of opportunity.

A city where fortunes are made, friendships are tested, and people disappear every night. From the crowded streets of Broker and Dukes to the skyscrapers of Algonquin, everyone has a story. Everyone has an agenda.

This is a Grand Theft Auto IV RPG. The player creates their own character and lives their own story within Liberty City.

Maybe you’re a fresh immigrant trying to survive in Broker. Maybe you’re a street hustler from Bohan. Maybe you’re an ambitious businessman trying to enter Algonquin’s upper class. Maybe you’re already involved with Liberty City’s criminal underworld.

The city has its own media, radio stations, television programs, advertisements, businesses, nightlife, politics and criminal underworld. What happens in Liberty City can spread through the streets, the news or simple word of mouth.

You can drive cars, buy clothes, visit bars and clubs, use taxis, make phone calls, go on dates, build friendships, earn money, commit crimes, start businesses, join gangs, buy weapons, get into police chases, explore Liberty City, and make choices that affect your relationships and storyline.

The LCPD is always watching. Your actions can attract police attention, increase your wanted level, damage relationships, or make you a target for rival criminals. The FIB, NOOSE and other powerful organizations may also become involved as your actions grow more significant.

🌆 Broker 🌆


Broker is one of Liberty City’s four boroughs. It is located south of Dukes and is connected to Algonquin by the Broker Bridge and Algonquin Bridge. It is one of the more densely populated and diverse parts of the city.

The borough has a strong contrast between gritty industrial areas, working-class neighborhoods and more affluent residential zones. Western areas such as East Hook and BOABO are more industrial and run-down, while Outlook, Rotterdam Hill and South Slopes contain more middle-class communities, businesses and quieter streets.

Broker contains 12 neighborhoods, including Hove Beach, East Hook, BOABO, Downtown, Outlook, Rotterdam Hill, South Slopes, Schottler, Firefly Island, Firefly Projects, Beachgate and Beechwood City.

Downtown Broker acts as the borough’s main commercial and civic center, with taller buildings, businesses and heavy pedestrian activity. In contrast, Hove Beach has a strong Eastern European atmosphere, while Firefly Island is known for its boardwalk and amusement-park area. Beachgate is one of the wealthier residential areas of the borough.

The borough also has several important transport links, including the Broker-Dukes Expressway, the elevated Broker Line subway system, and the Broker Bridge. There are police stations, a medical center, a fire station and numerous shops, restaurants, bars and other businesses throughout the area.

Broker’s atmosphere is therefore a mixture of urban life, immigrant communities, industry, nightlife, poverty, wealth, crime and ordinary residential life—making it one of the most varied areas of Liberty City.

Crime is part of everyday life, with street gangs, organized criminal groups, drug dealers and various illegal businesses operating beneath the surface, while ordinary people continue working, raising families and trying to get by.

🏠 Dukes 🏠


Dukes is one of the four boroughs of Liberty City. It is located east of Broker and contains a mixture of residential, industrial, commercial and recreational areas. The borough is generally more suburban and spacious than Broker, although some neighborhoods are poorer and more run-down.

Dukes has a diverse, mostly working- and middle-class population, with a relatively suburban and family-oriented atmosphere compared with the grittier parts of Liberty City. Its economy revolves around local businesses, transportation, industry, retail, construction and the airport, while nightlife and entertainment are also important. Crime and gang activity exist beneath the surface, particularly in poorer neighborhoods, but much of Dukes feels like an ordinary place where people work, shop, socialize and go about their daily lives.

Dukes contains several neighborhoods, including East Island City, Steinway, Willis, Meadows Park, Beechwood City, Francis International Airport and East Hook. The borough features apartment buildings, houses, industrial facilities, warehouses, parks, shops and large roads.

East Island City is one of the more developed areas, while Steinway has a more working-class and residential character. Meadows Park provides a large recreational area, and Francis International Airport occupies a significant portion of southern Dukes, making the borough an important transportation hub.

Dukes is connected to the rest of Liberty City through several major roads and bridges, including the Dukes Bay Bridge and Broker-Dukes Expressway, while the Liberty City subway system provides another important means of transportation.

The borough has a diverse population and a mixture of cultures and social classes. Its streets can range from quiet residential neighborhoods to busy commercial roads and industrial areas, giving Dukes a relatively ordinary, lived-in atmosphere compared with the more chaotic parts of Liberty City.

🔫 Bohan 🔫


Bohan is the smallest of Liberty City’s four main boroughs. It is located north of Broker and west of Dukes, connected to the rest of the city by several bridges and major roads. Bohan is characterized by dense urban neighborhoods, apartment blocks, industrial areas, parks and numerous rundown buildings.

The borough is divided into areas such as Fortside, Industrial, Northern Gardens, South Bohan and Boulevard. Compared with the other boroughs, Bohan generally has a poorer and rougher appearance, with abandoned buildings, public housing, narrow streets and areas affected by poverty. It also has several commercial streets, gas stations, restaurants and small businesses.

Bohan has an important road connection through the Bohan-Little Bay Bridge, while its proximity to Broker makes it relatively easy to travel between the two boroughs. The area also has access to the Liberty City subway network.

Bohan is widely regarded as one of the more dangerous parts of Liberty City. Gangs, drug dealing, street crime and organized criminal activity are common, although ordinary residents continue to live and work throughout the borough. Its atmosphere is heavily urban, crowded and gritty, with a strong working-class character.

Bohan has a predominantly working-class population and a rough, gritty atmosphere, with many residents struggling with poverty and limited opportunities. Its local economy is based largely on small businesses, construction, transportation, shops and other low-income jobs, while illegal activity provides another source of income for some people. Street gangs, drug dealers and organized criminals have a visible presence, making violence and police activity relatively common, although most residents are simply trying to work, support their families and get through everyday life.

🏙️ Algonquin 🏙️


Algonquin is the central and wealthiest borough of Liberty City. It is widely regarded as the financial capital of America, home to the city’s largest banks, investment firms, corporations and financial institutions. Its skyline is dominated by enormous skyscrapers, including some of the tallest and most recognizable buildings in Liberty City.

The borough is a center of finance, business, luxury, entertainment and culture, with Wall Street-style financial districts, corporate headquarters, luxury apartments, expensive restaurants, high-end stores, nightclubs and hotels. Its streets are constantly filled with taxis, businessmen, tourists and pedestrians.

Algonquin contains neighborhoods such as Star Junction, The Triangle, Middle Park, Westminster, Suffolk, Chinatown, Little Italy, East Holland, Northwood and Castle Gardens. Star Junction is the city’s major entertainment and advertising district, while Middle Park, inspired by Central Park, provides a huge green space surrounded by some of the city’s most prestigious buildings.

The borough represents the wealth and ambition of Liberty City. Millionaires and powerful executives live alongside immigrants, workers and people struggling to make a living. Beneath the polished skyscrapers and corporate offices, organized crime, corruption and illegal businesses remain deeply connected to the city’s economy.

Algonquin is the economic heart of Liberty City, where enormous amounts of money flow through banks, stock markets, corporations, real estate and international businesses. The population ranges from billionaires, executives and celebrities to office workers, immigrants and people living in poorer neighborhoods, creating a huge social contrast. Beneath the luxury and skyscrapers, corruption, organized crime, fraud and underground businesses remain present, while the streets stay crowded with taxis, businessmen, tourists and workers at almost every hour.

🗽 Happiness Island 🗽


Happiness Island

Happiness Island is a small island located in Liberty City Harbor, just south of Algonquin. Home to the world-famous Statue of Happiness, the island is widely considered the iconic symbol of Liberty City and the most recognizable landmarks in America. Millions of tourists visit the island every year to see the monument, take photographs and enjoy views of the Liberty City skyline and harbor.

The island is largely dedicated to tourism, with pedestrian areas, viewpoints, souvenir stands and visitor facilities surrounding the monument. Its location provides spectacular views of Algonquin’s enormous skyscrapers, Broker, the harbor and the surrounding waterways, particularly at sunset and at night when the city skyline lights up.

For many residents and visitors, Happiness Island represents what Liberty City claims to be: a city of opportunity, wealth, ambition and freedom. The Statue of Happiness stands above the harbor as the city’s most recognizable landmark, appearing on postcards, advertisements, television broadcasts and countless souvenirs.

🏭 Alderney 🏭


Alderney is a separate state located west of Liberty City, across the Humboldt River from Algonquin. Although technically outside Liberty City, it forms an integral part of the metropolitan area and is deeply connected to the city’s economy, transportation and criminal underworld.

Alderney has a predominantly industrial and suburban character, with factories, warehouses, docks, oil facilities, highways, construction sites and residential neighborhoods spread across the state. The landscape becomes increasingly suburban and affluent in the western areas, contrasting with the heavily industrialized districts closer to the city.

The state contains places such as Alderney City, Acter, Leftwood, Westdyke, Tudor, Port Tudor and Berchem. Alderney City serves as the main urban center, while Westdyke is known for its large and expensive homes and wealthier population.

Alderney is also an important industrial, commercial and transportation center, with major highways connecting it to Liberty City and extensive activity related to shipping, manufacturing, construction and logistics. Its numerous warehouses, factories and isolated industrial areas also make it a convenient location for illegal operations.

One of the state’s most significant facilities is the Alderney State Correctional Facility, a large high-security prison complex. The facility houses some of the most dangerous criminals in the region and is heavily guarded, making it an important part of Alderney’s law-enforcement infrastructure.

Despite its legitimate economy, Alderney has a strong reputation for organized crime, gang activity and illegal businesses. Its industrial landscape and relative isolation provide an ideal environment for criminal operations.

Overall, Alderney is a region of industry, suburbs, highways, wealth, prisons and organized crime, considerably less glamorous than Algonquin but essential to the wider Liberty City metropolitan area.

Life in Liberty City is fast, crowded and unpredictable. Millions of people wake up every morning to go to work, study, run businesses, take taxis, ride the subway or simply try to make a living in one of the largest and most powerful cities in America. The city is dominated by major corporations such as Bank of Liberty, Gruppe Sechs, BAWSAQ-listed companies, TW@ Internet Cafés, Burger Shot, Cluckin’ Bell, Sprunk, eCola and Ammu-Nation, alongside thousands of independent businesses, restaurants, stores and local services. Roman’s Taxi and countless other taxi companies move people around the city, while the Liberty City Subway and extensive road network keep the boroughs connected. Wealth and poverty exist side by side: billionaires, corporate executives and celebrities live in luxury apartments overlooking Algonquin’s skyline, while working-class families, immigrants and struggling residents live in cheaper neighborhoods and housing projects. The city’s enormous economy is driven by finance, real estate, shipping, manufacturing, tourism, entertainment, retail and construction, while an extensive underground economy operates beneath it. Crime is an unavoidable part of life, ranging from street robberies and drug dealing to organized crime, corruption and large-scale criminal enterprises. The LCPD maintains a constant presence throughout the city, responding to everything from traffic accidents to armed robberies and gang violence. Meanwhile, residents can spend their free time in bars, nightclubs, restaurants, comedy clubs, cabarets, casinos, cinemas, parks and shops, or simply meet friends for a drink or a game of pool. The city’s radio stations, television networks and newspapers constantly report on local events, politics, crime and business, while advertising fills streets, buildings and public transport. From the richest neighborhoods of Algonquin to the poorest streets of Bohan, Liberty City offers almost every kind of life imaginable.

🚔 Liberty City Police Department (LCPD) 🚔


The Liberty City Police Department (LCPD) is the primary law-enforcement agency of Liberty City, with around 40,000 officers organized into numerous divisions and specialized units. Its motto, “We see it all. We know it all,” reflects the department’s enormous presence across the city. Although the FIB and NOOSE operate within Liberty City, the LCPD remains the city’s main police force.

The department maintains 13 police stations across Liberty City, covering Broker, Dukes, Bohan and Algonquin, with its headquarters located in Lower Easton, Algonquin. It also has a substantial presence in Alderney through several facilities, while specialized services extend its reach throughout the metropolitan area.

The LCPD is divided into different specialized divisions, including Highway Patrol, Aviation, Harbor, Transit Robbery, Anti-Crime, Organized Crime Control and College Patrol. This allows it to deal with everything from traffic violations and street crime to gang activity, organized crime and incidents around the city’s ports and waterways.

Its regular patrol fleet includes the Police Patrol and Police Cruiser, while the department also operates Police Mavericks for aerial surveillance and Police Predators for maritime operations. Officers are equipped with pistols and shotguns, while specialized personnel can use M4s, SMGs, carbines and sniper rifles, particularly when protecting high-security locations.

The LCPD is known for its heavy and aggressive police presence. High-crime areas can be saturated with patrol cars and officers, while serious incidents can bring in aviation units and reinforcements from NOOSE or the FIB. 🕵🏻‍♂️ Federal Investigation Bureau (FIB) 🕵🏻‍♂️


The Federal Investigation Bureau (FIB) is the federal investigative and intelligence agency operating in Liberty City. Unlike the LCPD, which handles ordinary policing, the FIB deals with major criminal investigations, organized crime and matters considered important to federal authorities. Its presence becomes particularly noticeable when criminal situations escalate beyond the capabilities of local police.

The Bureau’s Liberty City headquarters is the FIB Building, a 42-story modernist skyscraper located on Albany Avenue in Easton, Algonquin, at the intersection with Jade Street. The building serves as the agency’s main office in the city and is one of the most recognizable federal-government buildings in Algonquin.

FIB agents are highly trained and heavily equipped, carrying weapons such as M4s and MP5s and wearing body armor. At high levels of criminal activity, they arrive in specialized FIB Buffalo sedans to reinforce the LCPD and NOOSE. Their involvement normally signals that a situation has become considerably more serious than an ordinary police incident.

The Bureau also maintains different types of personnel, ranging from conventional agents in suits and jackets to tactical teams equipped for particularly dangerous situations. This gives the FIB capabilities beyond those of ordinary metropolitan policing.

Despite its official role, the FIB has a somewhat secretive and controversial reputation. Its federal authority, intelligence capabilities and willingness to intervene in sensitive investigations make it a powerful institution, while its relationship with other agencies and criminal organizations can become complicated.

The FIB operates in a city where organized crime, political connections, corruption and international criminal networks are deeply embedded in everyday life. In that environment, its investigations can reach from the streets of Liberty City to some of the city’s most powerful institutions.
