⛰️ San Andreas ⛰️

San Andreas is a large and highly diverse state on the western coast of the United States, combining enormous metropolitan areas with beaches, mountains, deserts, forests, farmland and isolated rural communities. Los Santos is the largest city and the state’s economic and cultural center, known for finance, entertainment, technology, tourism, nightlife and its vast urban landscape. Smaller communities such as Sandy Shores, Grapeseed and Paleto Bay have a quieter, more rural character, while Blaine County covers much of the northern part of the state.

The geography changes dramatically across the state. The southern region is dominated by the Los Santos metropolitan area and Pacific coastline, while the interior rises into the San Andreas mountain ranges, with Mount Chiliad as the most prominent peak. The Alamo Sea forms a large inland body of water surrounded by desert, farmland and smaller communities. Northern San Andreas contains dense forests, mountains and remote wilderness, while the countryside around Grapeseed is dominated by agricultural fields and ranches.

San Andreas has diverse flora and fauna. Palm trees, grass and ornamental plants are common around Los Santos, while the desert contains cacti and sparse vegetation. The northern mountains are covered by pine and fir forests, and agricultural regions contain extensive crops. Wildlife includes deer, coyotes, mountain lions, wild boars, rabbits, birds, fish and reptiles, particularly in the less-developed areas.

The state’s economy is enormous and varied, driven by finance, entertainment, technology, tourism, real estate, agriculture, construction, manufacturing and transportation. Wealthy urban districts coexist with poorer neighborhoods and struggling rural communities, while organized crime, drug trafficking and other illegal activities form a significant underground economy.

Overall, San Andreas is a state of modern cities, rural communities and diverse natural landscapes coexisting.

🏙️ Los Santos 🏙️

Los Santos is the largest city in San Andreas and one of the most important cities on the American West Coast. It is a massive, densely populated metropolis known for its entertainment industry, finance, technology, tourism, nightlife and luxury lifestyle. From the beaches of Vespucci and Del Perro to the skyscrapers of Pillbox Hill and the mansions of Vinewood Hills, the city offers an enormous variety of environments.

Los Santos is particularly famous for Vinewood, the cinematic capital of the world and the heart of the global film and television industry. Its studios, celebrities, premieres, mansions and the iconic Vinewood Sign attract millions of visitors every year.

The city’s coastline is another major attraction. Vespucci Beach is one of the most popular recreational areas in Los Santos, filled with tourists, joggers, street performers, cyclists, shops, restaurants and beachgoers. Nearby Del Perro Pier offers amusement rides, restaurants and spectacular views of the Pacific Ocean.

Los Santos is also a major financial center, home to Maze Bank and the Union Depository, the city’s most famous high-security financial institution and the home of the largest bank vault on the planet. Other major companies such as Lifeinvader, Ammu-Nation and Los Santos Customs operate throughout the city, alongside thousands of smaller businesses.

Los Santos is a city of extreme contrasts. Wealthy areas such as Rockford Hills, Vinewood Hills and Burton coexist with poorer neighborhoods such as Strawberry, Davis and Rancho, where poverty, gangs and crime are more common. The city has a huge and diverse population, including celebrities, businessmen, immigrants, workers and criminals.

Overall, Los Santos is a modern, glamorous and chaotic metropolis, famous for its beaches, nightlife, entertainment industry, financial power, wealth and endless opportunities.

🦅 Blaine County 🦅

Blaine County is the vast rural and wilderness region of northern San Andreas, stretching from the outskirts of Los Santos to the northern mountains and the Alamo Sea. Unlike the dense urban environment of Los Santos, the county is characterized by deserts, forests, farmland, mountains, lakes and small communities.

The county is home to places such as Sandy Shores, Grapeseed and Paleto Bay, each with its own distinct atmosphere. Sandy Shores is a dry desert settlement surrounding the Alamo Sea, while Grapeseed is an agricultural community surrounded by farms, ranches and open countryside. Paleto Bay, located in the north, is a quieter coastal town surrounded by dense forests and mountains.

Blaine County’s economy is based largely on agriculture, ranching, tourism, fishing, forestry, construction and small businesses. The region is also home to Fort Zancudo, numerous farms, industrial facilities and roadside businesses.

Despite its rural appearance, Blaine County has a large and highly active criminal underworld. Numerous gangs, biker clubs and independent criminal groups operate throughout the region, with drug trafficking, weapons smuggling, robbery and illegal businesses being common sources of income. Among the most notorious are The Lost MC, a powerful outlaw motorcycle club with a significant presence in the county; the O’Neil Brothers, a criminal family involved in drug production and trafficking; and Trevor Philips Industries, a local criminal operation involved in the production and distribution of drugs and weapons.

The county’s wilderness supports a wide variety of wildlife, including deer, coyotes, mountain lions, wild boars, bears, rabbits and numerous bird species. The mountains, forests and deserts provide a sharp contrast to the urban landscape of Los Santos.

Law enforcement is primarily handled by the Blaine County Sheriff’s Office, although its large territory and isolated areas make it difficult to control every criminal operation.

🎖️ Fort Zancudo 🎖️

Fort Zancudo is a large and heavily fortified United States military base located in Blaine County, San Andreas. It is one of the most important military installations on the West Coast, serving as a major center for military operations, training, aviation and logistics.

The base occupies a vast restricted area surrounded by fences, guard towers, checkpoints, runways, hangars, barracks and military facilities. It houses soldiers, military vehicles, helicopters, fighter jets and other equipment, with its airfield serving as one of the state’s most important military aviation facilities.

Fort Zancudo maintains a very high level of security. Unauthorized civilians are strictly prohibited from entering the base, while armed personnel patrol the perimeter and respond rapidly to intrusions. Much of what happens inside the facility remains classified, adding to its mysterious reputation.

The secrecy surrounding the base has also created countless conspiracy theories among Blaine County’s more paranoid and eccentric residents. Drunk locals, UFO enthusiasts and conspiracy theorists frequently claim that Fort Zancudo secretly houses aliens, extraterrestrial technology or even captured UFOs, supposedly hidden inside underground laboratories. There is no public evidence proving these claims, but the military’s refusal to discuss what happens inside only fuels the rumors.

The installation plays an important role in San Andreas’ defense infrastructure, conducting military exercises, aircraft operations, weapons training and logistical activities. For ordinary residents, however, Fort Zancudo remains a mysterious and heavily restricted presence—one that continues to inspire rumors about what the government might actually be hiding behind its fences.

🚔 Los Santos Police Department (LSPD) 🚔

The Los Santos Police Department (LSPD) is the primary law enforcement agency responsible for policing the city of Los Santos. It is one of the largest and busiest police departments in San Andreas, responsible for public safety, crime prevention, criminal investigations, traffic enforcement and emergency response.

The department operates several police stations and facilities throughout Los Santos, supported by patrol cars, motorcycles, helicopters and specialized units. Officers patrol neighborhoods, highways, shopping districts and industrial areas around the clock, responding to everything from traffic accidents and burglaries to shootings, robberies and major criminal incidents.

The LSPD has access to specialized personnel and equipment. Detectives investigate serious crimes, tactical officers handle dangerous situations, and air units provide aerial surveillance. Patrol officers deal with most everyday incidents, from minor traffic violations to violent confrontations.

Los Santos’ enormous criminal underworld keeps the department constantly busy. Officers regularly deal with street gangs, drug dealers, armed robbers, organized crime groups, car thieves and violent offenders. Major incidents can quickly bring multiple police units, roadblocks and helicopters to the scene.

The LSPD works alongside the Blaine County Sheriff’s Office, federal agencies and other law-enforcement organizations when investigations cross jurisdictions. Its officers patrol everything from the wealthy streets of Vinewood and Rockford Hills to the poorer neighborhoods of South Los Santos.

The LSPD is a familiar sight across the city. Police cruisers patrol constantly, helicopters can be heard overhead and sirens frequently echo through the streets. For criminals, seeing those distinctive black-and-white vehicles in the rear-view mirror can mean serious trouble.

Despite its important role, the department has faced accusations of corruption, misconduct and internal politics.

👮🏼 Los Santos County Sheriff Department (LSSD) 👮🏼

The Los Santos County Sheriff’s Department (LSSD) is the primary law enforcement agency serving the rural and suburban areas surrounding Los Santos. While the LSPD focuses on the city itself, the LSSD operates across the wider county and maintains a strong presence on highways, rural roads, small communities and remote areas.

The department is divided into several divisions, including the Blaine County Sheriff’s Office, which is responsible for law enforcement throughout Blaine County. Deputies patrol areas such as Sandy Shores, Grapeseed and Paleto Bay, dealing with everything from traffic violations and burglaries to drug trafficking, gang activity and violent crime.

The LSSD operates patrol cars, motorcycles, helicopters and specialized units, with deputies frequently responding to incidents far from major urban centers. Its large jurisdiction and difficult terrain can make policing the county challenging, particularly in isolated desert and mountain areas.

The department regularly deals with drug trafficking, illegal weapons, biker gangs, rural criminal organizations and other forms of organized crime. It also works alongside the LSPD and federal agencies when criminal activity crosses jurisdictional boundaries.

The Blaine County Sheriff’s Office is a familiar presence throughout the county, with deputies regularly patrolling highways and rural communities. Despite its smaller size compared with the LSPD, it plays an essential role in maintaining law and order across the vast northern regions of San Andreas.

Overall, the LSSD represents law enforcement beyond the city limits, protecting the rural communities and highways surrounding Los Santos while confronting the unique challenges of Blaine County.

🚁 National Office of Security Enforcement (NOOSE) 🚁

The National Office of Security Enforcement (NOOSE) is a highly specialized federal law-enforcement organization operating throughout San Andreas. It is primarily deployed during major security threats, terrorism, heavily armed criminal incidents, hostage situations and emergencies considered too dangerous for local police.

NOOSE works alongside agencies such as the LSPD, LSSD and other federal authorities, providing highly trained tactical personnel, armored vehicles, helicopters and specialized equipment. Its units can be deployed to major crime scenes, conduct high-risk raids, protect important facilities and assist in the pursuit of heavily armed suspects.

The organization is known for its rapid response and overwhelming firepower. When a situation escalates beyond the capabilities of local law enforcement, NOOSE can establish perimeters, secure buildings, coordinate tactical operations and support police units from the ground and air.

NOOSE personnel operate with a high degree of authority and are generally better equipped than ordinary police officers. Their operations are often conducted with limited public information, contributing to an image of secrecy, professionalism and government power.

The organization maintains a relatively low profile during everyday life in San Andreas, but its distinctive armored units and heavily equipped officers become highly visible during major emergencies. Its presence usually indicates that an incident has escalated into a serious and potentially dangerous situation.

Overall, NOOSE represents the specialized and heavily equipped side of law enforcement in San Andreas, acting as a bridge between local police forces and the highest levels of federal security.

🕵🏻‍♂️ Federal Investigation Bureau (FIB) 🕵🏻‍♂️

The Federal Investigation Bureau (FIB) is one of the most powerful federal law-enforcement agencies operating in San Andreas. Based on the real-life FBI, it acts as a federal criminal investigative and domestic intelligence agency, dealing with organized crime, terrorism, corruption, surveillance and other major federal cases.

The FIB’s San Andreas headquarters is located in Pillbox Hill, Downtown Los Santos, inside a massive 53-story skyscraper. The building stands directly beside the IAA Headquarters, forming one of the most recognizable federal complexes in the city. Both towers are almost identical in height and design, reflecting the agencies’ constant rivalry.

The bureau employs field agents, investigators and tactical personnel, with different divisions handling everything from routine federal investigations to highly dangerous operations. Its tactical units are heavily equipped and can be deployed during hostage situations, raids and other extreme incidents.

Despite its official role, the FIB has a reputation for corruption, political manipulation and questionable methods. It has been accused of conducting illegal surveillance, framing innocent people for terrorism and even torturing civil-rights activists. Its agents frequently operate behind closed doors, keeping sensitive information away from the public and other agencies.

The FIB also has an intense rivalry with the IAA, competing for government funding, intelligence and influence. Their headquarters literally stand side by side in Pillbox Hill, making the rivalry almost impossible to ignore.

Overall, the FIB represents federal power, intelligence and law enforcement in San Andreas, but its secretive nature and willingness to bend the rules make it just as controversial as the criminals it investigates.

👁️ International Affairs Agency (IAA) 👁️

The International Affairs Agency (IAA) is one of the most powerful intelligence organizations operating in San Andreas, responsible for international intelligence, counterterrorism, covert operations and national security. Its headquarters in Pillbox Hill stands directly beside the FIB building, an appropriate symbol of the agency’s long-running rivalry with its federal counterpart.

The IAA is notorious for its morally questionable and highly pragmatic methods. Its agents have been known to use criminals for off-the-books operations, relying on money, blackmail or threats to get results. The agency has also been accused of manipulating and diverting public funds for its own benefit, while its involvement in illegal weapons operations and dealings with criminal organizations has further damaged its reputation.

The IAA’s relationship with the FIB is particularly hostile. Both agencies constantly compete for government funding, intelligence and influence, frequently sabotaging each other’s operations. In Early 2013, this rivalry became an open bureaucratic war as both agencies fought to justify their budgets and accused one another of causing problems both domestically and overseas.

The agency operates with considerable secrecy, often conducting operations that the public never hears about. Its personnel can become involved in interrogations, covert intelligence gathering, criminal infiltration and clandestine operations abroad, making the IAA one of the most mysterious institutions in San Andreas.

Ultimately, the IAA is an organization that claims to protect American national security while operating in a morally grey world of espionage, manipulation and covert power struggles, where the line between protecting the country and protecting the agency itself can become extremely thin.

🏙️ Life in Los Santos 🏙️

Life in Los Santos is fast, expensive and unpredictable. Millions of people live and work across the city, from celebrities and wealthy businessmen in Vinewood Hills and Rockford Hills to working-class families and struggling residents in South Los Santos. The economy is driven by entertainment, finance, real estate, technology, tourism, construction and retail, with major companies operating alongside countless local businesses.

Vinewood dominates the city’s cultural life as the world’s cinematic capital, while Vespucci Beach, Del Perro Pier, nightclubs, restaurants and shopping districts attract tourists and residents. The city also has a strong criminal underworld, with drug trafficking, robberies, organized crime and street gangs forming part of everyday life. Among the most notorious are the Ballas and the Families, two major African-American street gangs whose bitter rivalry is particularly visible across South Los Santos.

Los Santos is also home to stranger sides of society. The Epsilon Program, led by Cris Formage, operates from an imposing headquarters in Rockford Hills and presents itself as a religious movement promising enlightenment and the truth of the universe. Its bizarre beliefs, expensive donations and mysterious teachings have made it one of the city’s most notorious cults.

The LSPD maintains a constant presence, while federal agencies such as the FIB and IAA operate behind the scenes. Traffic jams, luxury cars, taxis, radio stations, advertisements, celebrities, street races and random incidents are part of everyday life. For some, Los Santos represents wealth, fame and opportunity; for others, it is a city of poverty, crime and constant struggle.

🦅 Life in Blaine County 🦅

Life in Blaine County is considerably quieter and more rural than in Los Santos, although beneath its laid-back appearance lies a surprisingly active criminal underworld. The county is the largest rural area in the State, combining the Grand Senora Desert, Alamo Sea, Paleto Forest and several mountain ranges, including Mount Chiliad and Mount Gordo.

The population is scattered between towns such as Sandy Shores, Grapeseed, Paleto Bay and Harmony, as well as smaller settlements. Sandy Shores is a run-down desert community dominated by trailers, small businesses and dusty roads, while Grapeseed is primarily agricultural, with farms and crops surrounding the town. Paleto Bay is considerably greener and more developed, sitting beneath Mount Chiliad on the Pacific coast.

Agriculture, ranching, fishing, tourism, forestry and small businesses form much of the legitimate economy, but drugs, weapons and other criminal activities are deeply embedded in local life. Methamphetamine production is particularly common, with Grapeseed and the surrounding countryside containing numerous operations.

Several criminal groups compete throughout the county. The Lost MC operates from Stab City and has been heavily involved in drug and weapons distribution; the O’Neil Brothers are a family of meth dealers based around Grapeseed; and Trevor Philips Enterprises operates an extensive criminal business dealing in drugs and firearms. Their rivalry has made parts of Blaine County particularly volatile.

Outside the towns, the county is filled with wildlife and wilderness. Deer, coyotes, mountain lions, wild boars and numerous birds can be found throughout the countryside, while farms contain cattle, chickens and pigs. Hunting, off-road driving, hiking, parachuting and other outdoor activities are common.

Overall, Blaine County is a place of rural America, wilderness and small-town life, but also one where drugs, guns and gangs assemble.

🔫 Gangs 🔫

San Andreas has a diverse criminal underworld made up of street gangs, biker clubs, cartels and organized-crime groups, with different territories, colors, businesses and rivalries spread across Los Santos and Blaine County.

The Families are one of the biggest African-American street gangs in South Los Santos, particularly around Chamberlain Hills, Strawberry and parts of Davis. Their signature color is green and their long-standing rivalry with the Ballas remains one of Los Santos’ defining gang conflicts. The Ballas, recognizable by their purple clothing, have a strong presence in Davis and are involved in street crime and the drug trade.

Los Santos Vagos are a powerful Mexican street gang centered around Rancho, where their yellow colors and lowriders are common sights. Varrios Los Aztecas, identified by turquoise clothing, operate in northern Rancho and around the Alamo Sea, while Marabunta Grande, a Salvadoran gang, maintains territory in El Burro Heights and Vespucci Beach and is heavily involved in drugs and weapons.

In Blaine County, The Lost MC maintains biker compounds and criminal operations, while the O’Neil Brothers operate from their ranch near Grapeseed, dealing primarily in methamphetamine and illegal firearms. They have connections and rivalries with several other criminal groups in the county.

The more organized side includes the Madrazo Cartel, a Mexican-American drug organization controlled by Martin Madrazo from La Fuente Blanca, with interests in drugs, weapons and contraband. The Los Santos Triads represent another major criminal organization, while the Korean Mob and Armenian Mob maintain smaller operations around Los Santos.

Together, these factions create a criminal landscape where gang territory, drug routes, weapons trafficking, rivalries and organized crime overlap, from the streets of Davis and Rancho to the isolated roads of Blaine County.

🙏🏻 Cults 🙏🏻

San Andreas has several religious and pseudo-spiritual movements, although three stand out for their size, influence and unusual beliefs: the Epsilon Program, the Altruists and the Children of the Mountain.

The Epsilon Program is by far the largest and most influential of the three. Founded and led by Cris Formage, it presents itself as a religion centered around Kifflom, the “truth” and a bizarre collection of teachings known as the Twelve Tenets. Its light-blue followers operate openly in Los Santos, particularly around Rockford Hills and Vinewood, and the organization has its own buildings, recruitment system and considerable financial resources.

The Altruists are an isolated and extremely secretive cult living in the Chiliad Mountain State Wilderness. They reject modern society and technology and follow a radically anti-social philosophy. Their remote compound and violent practices have given them a particularly disturbing reputation among the people of San Andreas.

The Children of the Mountain are a self-improvement movement based around “self-actualization” and personal enlightenment. Their current leader is Brother Adrian, who took control after a legal dispute removed former leader Darius Fontaine. The organization operates from its headquarters in Strawberry and recruits through websites, advertisements and public recruiters.

Together, they represent some of the strangest organizations in San Andreas—from Cris Formage’s powerful Epsilon empire, to the isolated Altruists and Brother Adrian’s mysterious Children of the Mountain.

🏛️ San Andreas Political Life 🏛️

Politics in San Andreas are highly polarized, sensationalist and heavily influenced by money, corporations, media and celebrity culture. The state has a reputation for political scandals, corruption and exaggerated political campaigns. Los Santos generally has a more liberal and progressive political culture, while the rural communities of Blaine County tend to be considerably more conservative.

San Andreas is governed by an elected Governor, alongside county governments, mayors and local administrations. Political campaigns are everywhere: television advertisements, radio debates, billboards, social media and public appearances are used to attract voters. Candidates often rely on provocative statements, personal attacks and publicity stunts to gain attention.

The political divide is particularly visible in the rivalry between Sue Murry, a progressive candidate advocating higher taxes and greater public investment, and Jock Cranley, a conservative former Vinewood stuntman campaigning for lower taxes, reduced government spending and deregulation. Their contrasting platforms reflect the broader ideological division between urban and rural San Andreas.

Corporate influence is considerable. Wealthy individuals, businesses and lobbying groups can have significant influence over politicians and public policy. Large companies are deeply integrated into the state’s economy, while some businesses maintain close relationships with local authorities and political figures.

The media is another major political force. Outlets such as Weazel News and Weazel Radio constantly cover elections, scandals and controversial statements, often presenting politics as entertainment. Public opinion can change rapidly depending on what is being reported.

Overall, San Andreas has a political culture defined by ideological division, celebrity politicians, corporate influence, sensationalist media and frequent controversy, where political ambition and public spectacle often go hand in hand.
