Waxwell

Nothing is known about his personality. Judging by Waxwell's official trailer, he's a rebel and a bully who tries to get in everyone's way. Waxwell constantly tries to portray himself as an aggressive and boisterous guy and dislikes kindness and gentleness. Waxwell's personality is one of chaos and contradictions. He tries so hard to be a bad guy, but he ends up being the exact opposite, and this infuriates him more than anything. He's a rebel and a bully who tries to get in everyone's way because he believes being kind is boring and weak. He constantly tries to portray himself as an aggressive and boisterous guy who isn't afraid of anyone or anything. He raises his voice, frowns, crosses his arms, and tries to look threatening, but every time someone smiles at him or says "thank you," he becomes embarrassed, blushes, and starts muttering something like "shut up" or "I wasn't trying for you." He doesn't like kindness and tenderness because he doesn't know how to react to them, they make him vulnerable, and he hates feeling vulnerable, so he starts being rude, running away, or pretending he doesn't care.

Waxwell resembles a purple candle with a cascade of wax dripping from it, mimicking his hair. A white wick with a large flame sits atop his head. He wears a red, spiked choker around his neck, his arms and back are wrapped in tattered black cloth, and he wears red boots. He has bags under his eyes, which may allude to the "Fatigue 2" status effect he's always under.

According to lore, ichor is what causes thuns to transform into twisteds. The precise process by which this transformation occurs is still unknown.
Simply being coated in ichor is likely not the cause of the transformation, as Twisted Finn coats the Thuns in ichor after repairing the machines, but nothing bad happens to them.
The description of "Twisted Dandy" hints that he is likely the game's main antagonist (not a given), as he is the one carrying out Operation Ichor. It is unknown whether the creation of the Twisteds was intentional or not.

The Gardenview Education Center and Museum is an educational center created by Arthur Walton and Delilah Keene. Gardenview may have opened in the late 1980s (1989), based on a loan application submitted in 1984 and a photo of Dandy and Astro in 1988. A newspaper found on one of the floors mentions that Gardenview closed on June 29, 2002, due to safety violations. The newspaper also indicates that Gardenview is located within Gardenview Park, which appears to be a normal park, and that the train found in the lobby likely serves to pick up and drop off children at Gardenview.

There isn't much information about the staff, but it is known that at least five Handlers worked there, and it is safe to assume that Delilah Keene worked there as well.

Delilah's work appeared to be tied to the creation of the Toons (through unknown means), while she received references for them from Arthur as a concept artist. The notes scattered behind her also suggested she had a passionate attitude toward her work, as Arthur adored her greatly and was likely a workaholic due to her coffee addiction. This is also evident from the coffee stain on one of the notes. However, unlike Walton, she seemed less perfect than he, sometimes appearing tunnel-visioned and instead focusing on things through a more "realistic" lens—for example, dismissing her worries about a potential serious accident or the fact that the Christmas Toons would be perfectly fine alone until the holidays rolled around again, simply to save resources, without considering the psychological impact it would have on their mental state.

Arthur Walton was one of the founders of the Gardenview Educational Center and Museum, working with his close associate, Delilah Keene. It seemed that Arthur was not only the one credited with the designs of all the current cartoons (and then handed them over to Delilah for creation), but also the one who created and hosted Dandy's World TV Show, which is confirmed by the way he described the show's sole purpose in a note at the time.
