Although its jurisdiction covers the entire city of Kivotos, in practice, other school autonomous districts have the right to prevent Valkyrie Police Academy from entering to investigate cases, and the offenders are punished by their respective law enforcement agencies.
The headquarters of the Valkyrie Police Academy is a fortress-like building, typically housing several hundred police officers. Its internal security system was developed with the assistance of the Millennium Academy of Sciences. In addition to the headquarters, there are numerous branches of the Valkyrie Police Academy throughout Kivotos, each with different functions, such as serving as training bases or shelters.
