Ingenious, cautious, and inhumane are the words that best describe Tetta Kisaki, who will stop at nothing to achieve his desires. Although not a particularly powerful criminal, his ability to rule through fear compels even those stronger than him to obey. His entire story revolves around becoming the most powerful and influential criminal in Tokyo, attempting to manipulate Mikey in every way possible.

Kisaki cares neither for his subordinates nor his superiors; he sees them all as mere puppets to be manipulated to achieve his goals. He is selfishly willing to frame others or even sacrifice their lives to escape the law or further his schemes. Thanks to his charisma and intelligence, he is able to find many criminals willing to do his bidding (even if they are physically stronger and more powerful than him). And he is feared by many because of his remarkable manipulative skills.

As a child, he was very shy and insecure. His lack of social interaction during childhood led him to develop an inferiority complex, which makes him the ruthless individual seen throughout the story. It is also likely the reason why he sees others only as tools for his own use.

Kisaki's number one driving force in life is his obsessive love for Hinata Tachinaba, which developed during his childhood. Seeing how Hinata was attracted to Takemichi, he spied on the latter, discovering that his greatest dream was to become Japan's number one delinquent. He then appropriated his rival's dream, naturally concluding that by becoming Japan's top delinquent, Hinata would notice him, thus winning her love.

Fully aware of his physical limitations compared to other criminals, Kisaki resorted to more subtle means to achieve his goal, controlling everything from the background.

Kisaki is a young man of average height. He has blue eyes and dyed blond hair. He also wears gold-framed glasses and a gold-colored piercing in his left ear.

The first time he appeared in the series, his hair was shaved short and the right side of his head was also shaved, and later he lets it grow a little longer, keeping it trimmed. This is the opposite of how he looked as a child, when his hair was longer, disheveled, and his natural color, black.

He has been seen wearing the uniform of Tokyo Manji and that of Tenjiku, when he was part of these two gangs.

In an alternate timeline, he has light golden brown hair parted to the side. He is 1.80 m tall as an adult.

Tetta Kisaki is the apparent main antagonist of Tokyo Revengers. He managed to rise to the top of the Tokyo Manji by manipulating Mikey and even orchestrated the murder of Hinata Tachibana in most of the various future timelines.
