The Bureau of Anomalous Countermeasures (異い常じょう対たい策さく庁ちょう, Ijōtaisaku-chō), also known simply as IJO, is a special organization established by the Japanese government that aims to kill, investigate and contain Yokai, following the 2022 Kiiroibara Cult hyakki yagyō. The organization made its debut in Rage's Book: Chapter I.

The IJO was formed by the Japanese government shortly after recognizing the disasters of the 2022 Kiiroibara Cult Hyakki Yagyō. Their primary objectives are to investigate yokai, neutralize yokai, protect civilians and prevent huge disasters. It is possible that they tame some yokai to make them helpful, such as the Tama[1].

At some point, they made a significant discovery, the Gata, mutated humans consumed by rage and madness. After further research, it was discovered that they turn into Muki and then into Shiki.

After some more investigation, a few personnel discovered an anomaly in the Inunaki Tunnel, what they called "ABYSS", which in reality was Netamo, who was connected to the forming of new monsters. Shortly after this discovery, some members thought blowing up Netamo would stop all this outbreak and proceeded to blow him up. Unfortunately, the bombs only ended up weakening the seal and Netamo then turned the personnel into Muki.

After this incident, the other members of the IJO continued forward with their duties, with Shion, Mika and Hideo going to a town to eliminate all the Gata.

The only known members for now are Hideo, Mika, Shion, a now deceased group of investigators who tried to kill Netamo, and "Renji Hayashi", the director of the abandoned IJO facility.

Netamo-no-Hakai (寝ね多た喪もの破は壊かい)[1], also known as Gekido-no-Mohō (激げき怒どの模も倣ほう, the Mimic of Rage)[2] and Abyss Yokai[3] (stylized in all caps as ABYSS YOKAI) by the IJO, and often referred to as Netamo (寝ね多た喪も) for short, is the main antagonist of Rage's Book. He is one of The Mimics that rampaged across the earth before he and the other mimics were sealed, being known as the Beast of Rage. He also fought Kusunoki Masashige alongside Kintōru, Enzukai, and Yūma.

While Netamo still resembles his design in Jealousy's Book, there are notable changes such as having bandages wrapped around his forearms, his metal rings are now black instead of green and the ones on his ankles have pieces of chains attached to it, his hakama is now brown and is mostly made of a net-like mesh that slightly reveals his thighs, his face is also brown rather than bony white, and his horns are more curved and less angular.

Hakaisha created Kintōru, Enzukai, Netamo, and Yūma for unknown reasons. All four descended onto to Earth to cause chaos all around Japan. These four became The Four Beasts and rampaged across the earth, and they're known as Control, Jealousy, Rebirth, and Rage respectively. For ten days they raged against their gilded cage. For ten nights Kusunoki Masashige fought against the people's plight. The earth shook and our oceans burned. As he fought for weeks, his back unturned. he overcame The Four Beasts, escaped unhurt, and sealed these monsters all around Earth.

Control was sent to the east, where she was trapped in a cage, unable to feast. Jealousy was sent to the bottom of the sea, part of a forgotten legacy. Rage was trapped in his strongest cage, seething with wrath and counting his days. Rebirth was forced deep into the Earth, endlessly watching the world in reverse.

This confirms that before the main events of The Mimic, Netamo was sealed in a strong, hefty cage by Kusunoki.

Muki Monster resembles a large, fleshy, beige colored blob with multiple legs, eyes, and mouths. It has eight spider-like legs with hands that consist of five long fingers. It also appears to have very faint hairs along its legs and body. There are also a couple human feet that protrude from the fleshy blob.

In the trailer the Muki Monster had long flowing black hair but then was eventually discarded leaving only some strands left.

Muki is the second stage of Netamo's curse according to IJO. A Muki is the amalgamation of human beings who have fallen under the curse of Netamo due to rage and strong emotions.

The specific Muki that attacks Shion can be inferred to be the team sent by the IJO to conduct research on Netamo’s seal. In the cutscene, when the team places bombs on Netamo’s seal, they are surprised to see he is still alive. After they placed the bombs, they felt a jolt of pain throughout their body and white tentacles with black dots at the ends emerges out of their bodies. The tentacles then intertwine with each other, merging the team together.

Muki Monster is shown to be aggressive towards the player.(Pov)

Baigai is a fat gray-skinned humanoid-like creature with large arms and thick legs, several large bumps on its body, white glowing eyes, some hair strands on its head, and a slit mouth with teeth that extend to the left side of its face.

In the trailer, they looked the same except that they didn't have eyes and their skin is brown instead of gray.

Baigai is a victim of the third stage of Netamo’s curse, who is a Shiki class monster according to the IJO. Shiki like Baigai itself that evolved from Muki, are more intelligent and can speak.

Baigai is made from Muki, which was created from tentacles that appeared outwards from IJO members and fused with them.

As a Shiki, Baigai doesn't have much other expressions besides the desire to kill others, specifically in its case trying to kill the protagonist Shion.

From its dialogues, it can be deduced that it may be a being who is easily irritated by noise.

Tama is a small white cat that is covered with bright white markings around its body. Its face is similar to that of a normal cat, however it has glowing white eyes, whiskers and symbols on its face and forehead. It wears a rope collar with a stone pendant and four seals that seem to be old and faded. Alongside its back seems to be four big white spikes and several smaller spikes that trail down its hind legs. It also has two bright white tails and move similar to that of flames.

It was possibly created between Jealousy's Book and Rage's Book using the Shiroi Hono, suggested by its white, glowing effects and its kindling ability that saved Shion against Baigai and Akari Mizuno by starting fire and burning them. It could also possibly be tamed by the IJO, since the Nekomata yokai are originally hostile towards humans.

Akari appears as a young schoolgirl with a disturbing appearance. Her skin is unnaturally pale, a grayish-white complexion, giving her a lifeless appearance, while her large wide-open eyes stare blankly, creating an unnerving expression. She has a messy short black hair and a slightly open mouth, showing an unsettling smile. Her head is tilted to one side, making her posture seem unnatural. She wears a Japanese school uniform consisting of a black blazer, a white blouse with a red ribbon tie, a red plaid skirt, a knee-length dark socks, and brown loafers.

In her scrapped model shown on an early concept art, Akari wore an old kimono instead of a schoolgirl uniform and she had fewer of her spider legs that also looked slightly different.

Not much is known about Akari's personality outside of the effects her classmates' bullying had on her. At first, she cries because of the bullying and becomes increasingly insecure, eventually beginning to believe that one of her classmates, Ren, is right about her parents abandoning her for being crazy. Over time, she stops crying and instead becomes withdrawn and detached. Her sadness and loneliness eventually transformed her into a wrathful, vengeful, spider-like monster.

As a monster, she displays a personality that is both playful and aggressive. She hums and laughs while mercilessly killing anyone who enters her territory.

Occupation: She is a high-ranking or key operative for the IJO, leading the charge alongside Hideo and Mika.

The Mission: Shion is driven by a deep sense of duty. When the ancient entity Netamo is accidentally unleashed, she doesn't hesitate to dive straight into the cursed pocket dimensions to fix the mistake and seal the beast away.

Appearance & Vibe Style: She wears the tactical IJO uniform, but she carries herself with a distinct level of focus and leadership.

Presence: Unlike some protagonists who are just regular people caught in a bad situation, Shion is a trained professional. She handles the flashlight, solves the intricate environmental puzzles, and keeps her head down when ancient Japanese spirits are hunting her.

Shion is depicted as a young woman with pale skin, long dark brown hair, and dark brown eyes. Just like her companions, she wears a black military uniform— consisting of a long-sleeved camo patterned shirt, a tactical vest, a scarf, a pair of gloves, pants, and boots. Her hair is styled into a high ponytail that cascades down her back and bangs with long side pieces that reaches to her collarbones. She also carries a handgun.

Shion displays being caring and protective towards her partners. As an example, she attempts to save Mika when she was being attacked by Akari and healing an injured Hideo in the school. She will also go through deadly threats, just to save her friends, showing bravery in the process.

She's 24 year old and born in 2001/2002.

Shion's favorite food is Omurice.

She work in "Bureau of Anomalious Countermeasures"(IJO) along side Hideo and Mika.

Occupation: She is a tactical field operative and soldier for the IJO (International Juuoku Organization / ISJ).

Personality: While she is a trained professional capable of handling paranormal threats, she often expresses more visible fear and anxiety than Hideo. This makes her feel incredibly human, as she openly reacts to the sheer terror of the situations they are thrown into, yet she remains fiercely loyal to her squad.

Appearance Uniform: Like Hideo and the rest of the tactical team, Mika wears the official dark, armored IJO soldier uniform, complete with tactical vests and gear.

Distinct Features: She has short, dark hair (often styled in a bob or short cut beneath her gear) and is easily recognizable by her standard-issue tactical flashlight and equipment, which she uses to help light the way through the dark dimensions.

Role in the Story

Mika provides vital support during the mission to re-seal Netamo. In the game's lore, she acts as a grounding force for the team, often pointing out dangers, checking for threats, and reminding the squad to stay together.

Mika is a young woman with dark eyes and short black hair, with side bangs that partially cover her right eye. She wears a black military uniform, along with a scarf, gloves, and boots of the same color. She carries a rifle as her weapon.

Mika is a kind-hearted person but she often struggles with fear and lacks self-confidence in dangerous situations. She rely heavily on her companions for emotional support and reassurance, sometimes masking her nervousness with humor as she tries to crack a joke about haunting her friend, Hideo, to lighten up the mood when nervous, indicating her friendliness. However, once things go wrong, she quickly panics, becoming overwhelmed and desperate, as shown by her repeated scream for help to Shion and her distress when her attacks aren't working, making her seem emotionally expressive.

Mika's favorite food is Takoyaki.

She's 22 year old and born in 2003/2004.

Occupation: He is a soldier for the IJO (International Juuoku Organization / ISJ), an organization tasked with investigating and dealing with paranormal entities and ancient curses.

Allies: He works closely alongside his fellow squad mates, Shion and Mika.

The Mission: When the IJO accidentally frees Netamo (the Beast of Rage) from his seal, Hideo, Shion, and Mika are dispatched to the sealed location. Their objective is to find a way to defeat or re-seal the malevolent entity. AppearanceUnlike many of the monstrous entities in the game, Hideo is a human character.He has standard short black hair and is typically seen wearing the tactical IJO Soldier uniform suitable for his military background.

Role in the Story

As an IJO soldier, Hideo provides essential plot context and support throughout Rage's Book. Armed with gun skills and tactical training, he and his squad navigate the horrific pocket dimensions created by the Mimics.In the game's unfolding lore, Hideo is often a source of information regarding their discoveries—such as reporting findings on bullet-resistant Yōkai/Shiki bodies (like Akari and Baigai) encountered during their mission.

Hideo is portrayed as a pale-skinned man with slightly messy black hair. He often keeps a relaxed expression. He wears a black military uniform that consists of black scarf, gloves, and boots. He also wields a gun with him at all times, just like Mika and Shion.

Hideo is easygoing, adaptive and caring, showing a relaxed attitude against monsters but softening when he is told Mika had died, and helping Shion to survive.

Hideo's favorite food is ramen.

He's 28 year old and born in 1997/1998.
