They used Oguri's ability in this way to find all the lost evidence on Dazai Osamu and other criminals whose evidence had been lost in the past.
Using information stolen from Tonan's special department in this way, Dostoevsky's organization obtained one of the pages of that very coveted reality-altering book.
With their intelligence and abilities, the Assassin Society, and Gogol in particular, managed to infiltrate and pose as a government member of the Department of Special Abilities, providing the society with vital information while concealing the deeper details of their actions, which were later revealed by Ango Sakaguchi. Nevertheless, they were able to manipulate members of the Ministry of Justice, and most likely several other "important" officials.
With their power and several government agencies, the Assassin Society aims to completely destroy the Armed Detective Agency.

The Covenant Book
The Treasured Book is a story with blank pages, allowing for the fulfillment of what is written on its pages, but it can only be used once. Therefore, one page was once cut out for research.

The history and influence of the treasured book
Perhaps this book once belonged to a very powerful esper who placed restrictions on its use in order to warn the future world. According to Dostoevsky, he wants to obtain the book by killing all the espers in Yokohama and create a world without the sin brought by the espers in order to create a "promised land." The book is one of a kind. It is impervious to fire and other powers. Someone with the gift of clairvoyance prophesied that the sought-after book was sealed on this patch of land known as Yokohama. Despite the fact that one page had been cut out and was in the possession of the Taneda Special Branch, "Death of the Celestials" was still stolen. It may contain little text, but it possesses the same power as the book itself. A book also has an inherent limitation: the text written within must have a narrative structure with cause-and-effect relationships. Of course, in the real world, there's no such convenient thing as narrative coherence. People die unpredictably, senselessly, incidents fade into obscurity, and the truth remains undiscovered. Yet, for some reason, such a requirement is imposed on writing a book. A book can bring to life what is written on its pages. But, more precisely, a book doesn't work quite that way. "A book is an object close to the very foundations of the universe. It contains all possible worlds, all alternative universes in which someone made a different choice or circumstances unfolded differently. The moment new lines appear on the page, the world described within seems to respond to the writer's call and replaces the real one, swapping places with it. <...> Thus, there exists a single real world outside the Book and a multitude of possible worlds—that is, worlds—within the Book." The alternative "world is, in its own way, as real as the world outside the Book. Proof of this is the fact that even in such a world there is a Book. The Book of the alternative world is something like a drainage ditch: it rewrites and erases this world according to orders from the outside…"
