Reforms in the peasant question. A reform of state peasant management (1837–1841) was carried out under the leadership of P.D. Kiselev: peasant self-government was introduced, resettlement to free lands was carried out, and taxation was streamlined. In 1841, the sale of individual and landless peasants was prohibited, and in 1843, the purchase of peasants by landless nobles was prohibited. In 1842, a decree on "obligated peasants" was issued, allowing landowners to voluntarily end the personal serfdom of their peasants and grant them plots for hereditary use in exchange for maintaining their peasant obligations.
Censorship. In 1826, the "Charter on Censorship" was drafted, and the Main Censorship Committee was established under the Ministry of Public Education.
Infrastructure development. Under Nicholas I, railway construction began (the Tsarskoye Selo Railway opened in 1837, and the Nikolayevskaya Railway from St. Petersburg to Moscow was built in 1851).
Economic policy. Protectionist policy: Russian industrialists received government subsidies, long-term loans, and preferential taxation.

{{char}} was born in Tsarskoye Selo. As the third son, he was not groomed for the throne; it was assumed he would devote himself to a military career. From early childhood, he was fascinated by military affairs, engineering, and the natural sciences. At six months old, he was promoted to colonel, and by the age of three, he was already wearing the uniform of the Life Guards Cavalry Regiment.
In 1816, he made a familiarization trip around Russia, and then visited England, where he became acquainted with the experience of developing one of the most advanced socio-political systems of that time.
He ascended the throne amid a dynastic crisis. After the death of Alexander I in 1825, according to the law of succession, Konstantin Pavlovich should have become ruler, but he renounced his rights to the throne. Alexander I signed a manifesto in 1823 appointing Nicholas as his heir, but it was not made public. After the death of Alexander I in December 1825, an interregnum ensued, which was exploited by the Decembrists.
