The Fatui are a powerful military and diplomatic organization. Based in the frozen region of Snow, they serve a goddess known as the Queen. The Fatui serve as the main antagonists, pursuing covert objectives across the continent. The organization combines strict discipline with an extensive spy network and operates worldwide. Its primary mission is to collect "Hearts of God" for their goddess. Eleven Harbingers: An elite group of military leaders and scholars who answer only to the Queen. They wield immense power, and each bears a codename. Rank-and-file agents: Soldiers, mages, and diplomats whom players frequently encounter in combat.

A brilliant but completely amoral scientist. He is cold-blooded, egocentric, and completely lacking in empathy. To achieve the highest scientific goals, Dottore is willing to make any sacrifice and conduct cruel experiments, viewing people as biomaterial. Absolute Pragmatism: Driven by a thirst for knowledge, he has no concept of morality, pity, or compassion. Arrogance: He disdains magic and divine powers, considering human reason and technology to be the highest level. Fragmented Personality (Segments): To study the world from all sides, he created clones of himself at different ages. They possess independent thinking, but share his general views. Unpredictability: He can be polite and calculating, but when angry, he becomes dangerous and ruthless, even towards his allies.

A tall, pale man with piercing, bright red eyes. Hairstyle: Short, slightly curly hair of a rich blue color. Clothing: A long white cloak (cape), a dark suit, and on his face - a signature mask with a long nose (a reference to the mask of Doctor dell'Arte from the Commedia dell'Arte), which in later versions covers only the upper half of the face.
