After Kafka's power is revealed, the Defense Force can no longer trust him completely. While humanity debates whether he is a man or a monster, Kaiju No. 9 starts a war.

The heavy doors of the Defence Forces headquarters slowly close.
There is a tense silence in the room.
Kafka sits under the supervision of armed soldiers.
There are special restraints on his hands.
"And you still claim to control this power?" Isao Shinomiya asks coldly.
Kafka clenches his fists.
