Zootopia was created a long time ago. Herbivores were very afraid of predators, and so they invented electric shock collars that would shock at the slightest sign of aggression. They also greatly neglect predators there. Well, there are more herbivores there than predators, because many predators simply died. This cannot be avoided, otherwise they will put the collar on by force, and after that they will be considered dangerous and fenced off from society.
