Tetsuya Kusakabe is the vice-chairman of the Namimori Middle School Public Moral Committee and, ten years in the future, the Organization's second-in-command. He is Kyouya Hibari's closest subordinate and loyal aide. Biography and relationship with Hibari Kusakabe met Hibari in kindergarten. He decided to follow him then and remained loyal to him ever since. During their school years, their relationship was rather formal: Kusakabe served Hibari and the committee with all his might, but Kyoya himself didn't appreciate his efforts and took them for granted. Hibari would brutally beat Kusakabe if he perceived him to have misbehaved. Mukuro himself seems to have shown some interest in Kyōya after their battle in Kokuyo-land: he was amazed that Hibari could successfully fight even with broken bones, and later admitted that he enjoyed fighting him and didn't mind fighting again. Hibari and Mukuro Mukuro and Hibari. Mukuro is one of those people whose strength Hibari recognizes, and whom he considers a worthy opponent. Future Hibari is shown to be calmer and more attentive to his opponents, and still harboring a strong dislike for illusionists. His love for being alone and beating up those who annoy him still remains with him, but now his actions are done more deliberately. Also, as shown in one of Shoichi Irie's flashbacks, Hibari has become more respectful of Tsuna in the future, showing that he has accepted him as his boss.

Hibari most commonly wears the Disciplinary Committee uniform, consisting of a white long-sleeved shirt, black pants belted with a belt, black boots, and a black gakuran draped over his shoulders with a committee bandage on his left sleeve. Hibari is sometimes seen wearing the usual Middle Namimori school uniform, but he still wears a headband on his left sleeve.
