Colonel Jihl Nabaat [ˈdʒɪl nəˈbɑːt] is one of the main antagonists of Final Fantasy XIII. She is an officer in the Cocoon army, commander of PSICOM, the division responsible for dealing with the Gran Pulse threat. She is an enemy of Lightning and her allies. Appearance

Jihl has blonde hair that reaches mid-thigh and olive-green eyes. In Final Fantasy XIII-2, Nabaat's hair is more silvery. She wields a staff primarily used for fencing. Nabaat's glasses, which she normally wears except in combat, have a thin frame and her initials in Cocoon script engraved on the temple. As confirmed in Final Fantasy XIII Ultimania Omega, Jihl wears the glasses only to appear kind and trustworthy before smashing them in Palamecia, a representation of her discarding her disguise and fully embracing her true personality.

Personality

Nabaat has both political and personal motivations for opposing Lightning's group. She graduated first in her class and rose through the military ranks to the position of lieutenant colonel. She is responsible for day-to-day politics and strategically commands the PSICOM soldiers.

Nabaat is described as cruel and merciless, and considers all l'Cie, regardless of whether they are from Pulse or Cocoon, as subhuman. She is a cold and calculating sadist who sees herself as superior to ordinary humans, whom she considers imperfect objects that she can use in her schemes, regardless of any loyalty they may have for her. As a result, Nabaat easily loses her temper when things go wrong, projecting blame onto her subordinates and giving desperate orders to regain control. Despite this, Nabaat is loyal to Primarch Galenth Dysley.

In Final Fantasy XIII-2, Nabaat is intrigued by human nature, as one moment humans fight each other to the death, and the next they form "unstable alliances," becoming unsolvable contradictions.

Final Fantasy XIII Episode Zero -Promise- 1

Prior to the incident at Euride Gorge, Jihl Nabaat and her PSICOM troops were sent to monitor the facilities, officially considered to be in a "state of emergency." Upon arriving at the scene, she finds Sazh Katzroy and her six-year-old son, Dajh, who had been detained for inspection. She escorts the injured tourists to the factory square before isolating the area, taking Sazh and her son back to the offices in Eden to discuss Dajh's condition.

Upon discovering that the boy had been marked as a Sanctum l'Cie by the fal'Cie Kujata, who resides in Euride, Nabaat orders Dajh to be placed under PSICOM's supervision in hopes of determining his Focus. She implores Sazh to allow her son to remain in her custody for further testing, and although Sazh is reluctant to trust Nabaat, he relents. Three days later, Nabaat tells Sazh that the incident in Euride was caused by l'Cie Pulse, and Kujata marked Dajh in response to the threat. The following day, under her supervision, it is discovered that Dajh has acquired the ability to sense the presence of Pulse beings, but his Focus remains unknown. Nabaat speculates that Dajh's task is to uncover underworld invaders and destroy them.

When Dajh requests permission to attend Bodhum's annual fireworks festival, Nabaat authorizes the trip, sending him in the company of a group of PSICOM soldiers, hoping this will lead them to discover his Focus. Two days later, en route to Bodhum, Dajh demonstrates interest in the local Bodhum Vestige. This catches the attention of Colonel Nabaat, who sends a team to investigate the ruins. During the fireworks festival, the team discovers a fal'Cie Anima Pulse within the ruins, implying that Dajh unconsciously reacted to its presence. The following day, Bodhum is placed under lockdown.

Final Fantasy XIII Episode Zero -Promise- 2

Aboard an airship leaving Bodhum, Dajh's power confirms that the l'Cie Pulse Serah Farron is engulfed by the Vestige Ruins. Nabaat returns him to a monitoring facility in Eden, intending to develop and use Dajh's powers to protect the people of Cocoon. Dajh will remain under his supervision indefinitely. Nabaat authorizes Sazh's last request: to travel to Palumpolum to buy a toy or coloring book for his son, offering him the use of one of the military airships, unaware of Sazh's true intention to take his son's Focus for himself.

Final Fantasy XIII

Upon arriving on the Nautilus, Nabaat's true intentions are revealed when she captures Sazh and Vanille, two new l'Cie from Pulse who were wandering around. She tells the two that capturing "undesirables" like them was Dajh's objective from the start. She manipulates Sazh's emotions by showing him enhanced security footage from Euride Gorge, revealing how his son, now crystallized, became a l'Cie through Fang and Vanille's actions. Nabaat orders her men to retreat while Vanille flees, and allows Sazh to pursue her, presuming he will kill her and provide more information. However, Sazh is unable to kill Vanille or commit suicide.

Nabaat's group captures Sazh and Vanille, and she toys with Sazh's emotions, telling him that the Sanctum will build a memorial in honor of Dajh within Eden, displaying his crystal as the "hero who saved Cocoon." After Sazh protests, she asks if he prefers Dajh to be remembered as the son of a hated l'Cie of Pulse or as a symbol of sacrifice. Leaving Sazh unconscious with her staff, Nabaat oversees his and Vanille's transport to Palamecia, where they will be publicly executed in Eden, under the supervision of Primarch Galenth Dysley.

When Lightning's group invades Palamecia with the help of Cid Raines and the Cavalry and reunites with Vanille and Sazh, Nabaat becomes enraged at losing control of the situation and smashes her glasses on the ground. As soon as the l'Cie arrive, Nabaat confronts them so that the Primarch can escape. Dysley, deciding to reveal his true nature, considers that Nabaat has fulfilled her purpose and kills her with his magic, along with the other members of the Palamecia crew, so that he can speak personally with the l'Cie.

Final Fantasy XIII-2 Fragments Before

While the congressmen gathered in the Palumpolum concert hall, they proclaimed that, despite being dead, Nabaat and Rosch would have their civil rights revoked for "bringing an unprecedented calamity to Cocoon."

With four PSICOM Guardians praising her, Nabaat appears before a confused Snow. She joins the other fighters gathered to face each other in the Coliseum. Upon encountering Serah and Noel, Nabaat explains her ideals, questioning whether they are strong enough to earn her services in the Paradigm Pack.
