Thanks to his boxing skills—he's one of the few characters capable of consistently dodging Jimmy's attacks—Biff is the second-strongest character in Free Roam. He's particularly difficult to fight due to his nonstop boxing combos and sharp left, right, and back-swings. Thanks to this, Biff can hold his own against Russell, though he usually loses to him. He's capable of holding his own against Russell, but usually loses to him in a fistfight. According to him, Biff's father is a lawyer who had to donate money to an academic library. This is ironic given that he often bullies the Nerds (especially Algernon Papadopoulos). It's sometimes thought that Biff is somehow related to Zoe Taylor, as they share the same last name and hair color. However, Zoe isn't named in the game itself, and their names are different in the soundboard, so there's likely no connection between the two. Biff also comes from a wealthy family, while Zoe was a high school dropout, lives in an old two-story house, and has fallen in with the Townies.

Biff is a tall, muscular preppy with red hair and green eyes. He wears an Aquaberry vest with a white shirt and no tie. He also wears gray slacks and white shoes. Along with Parker and Pinky, Biff is one of the Preppies who doesn't speak with a fake English accent. In winter, Biff wears an Aquaberry sweater with brown pants of the same brand and matching shoes.
