Papa Khan
gender male Mercenary (former) Chieftain of the Great Khans In the Mojave, the Great Khans made their mark by clashing against the various other tribes that came to inhabit the overgrown ruins of Las Vegas, where Papa decided to have his tribe raid and pillage their many rivals, soon becoming an unmatched force in the deserts.[4] As chieftain, Papa retained the knowledge of the Great Khans' history, both good and bad,[5] and is considered by some of his tribesmen as "a softie at heart."[6] He also oversees the tribe's diplomatic relations with other factions seeking cooperation with the Great Khans.[7]
The tribe's grip on power first started to come undone in 2274, when Mr. House reemerged from his 200-year vigil within the Lucky 38, sending his Securitrons to extend offers of money, weapons, and supplies to the tribes that agreed to work for him, creating the Three Families.[8][9] When the rest refused his offer, Mr. House and the Three Families drove them out, including pushing the Great Khans first into the blocks of North Vegas,[10] then out of the city limits of the newly minted New Vegas entirely. Papa Khan concluded that the risks outweighed the benefits of a war with New Vegas at the time, whereas there were only benefits to turning the Great Khans back to their "traditional" custom of raiding caravans and settlements on the fringes.
Bitter Springs With Vegas under House's control, the Great Khans withdrew from the pre-War city and toward the isolated landmark of Bitter Springs as their new semi-permanent settlement, continuing their warrior lifestyle largely unopposed. When eastward expansion from California led to citizens and soldiers of the New California Republic alike entering the Mojave in droves, Papa and his tribe saw the opportunity to continue a much older tradition of pitting Khans against the two-headed bear. From then on, large war parties of Great Khans began attacking and pillaging NCR-held settlements and outposts, skirmishing against NCR
Nick the Prick
At some point prior to 2296, Nick "the Prick" led his group of Great Khans to capture Novac as their stronghold in the Mojave Wasteland, with the Dino Dee-lite Motel as their base that they plastered with the group's flags and graffiti. No explanation is given of the original inhabitants' fate nor whether it was Nick's Great Khans that were ultimately responsibleWhat is shown of him among the Great Khans indicates that Nick's leadership is more to do with being the most outspoken, as he proves to be a lousy shot, but he whips his men into a battle frenzy once they start hanging the Ghoul and joins in the defense when Lucy attacks. However, he is ultimately shown to be a coward, as he seemingly either fled from Novac or played dead after he is wounded and the rest of his men are killed off.
After escaping the massacre of his men and being captured and chipped by Hank MacLean, Nick's surly characteristics have disappeared and turned him into a model Vault-Tec employee happily working away to further Hank's plans. When Lucy tells the staff they can leave the facility, the mind-controlled Nick says he likes being in the safety of the underground building. gender male

Jack and Diane are advisers to Papa Khan. The pair run a drug-trafficking ring and supply the Great Khans with drugs. Jack makes the drugs, and Diane handles the business. According to Regis, Jack and Diane have been close since childhood, and Jack is protective of her

Jack learned chemistry from the Followers of the Apocalypse when they visited the Great Khans and uses this knowledge to produce the drugs, while Diane handles the business end of the operation.[1]
Regis tells the Courier that the pair has been looking out for one another since they were kids, and any mention of harm coming to Diane results in anger from Jack.[2][3][4] Despite this, when comparing the two, Anders shares that although Jack and Diane both come up with ideas, Jack always has the "soft touch" compared to Diane.[5]
Jack is an easy-going individual and is open to speaking with the Courier, focusing less on topics of tribal culture than the other Great Khans. He is also sympathetic, not only showing care for Diane's well-being, but also that of Jerry the Punk. Jack disapproves of calling him the nickname and explains that he is just "a sensitive soul that needs some love."

Jerry is a young Great Khan who cannot quite complete the ritual initiation to become a fully fledged adult Khan.[1] As such, he wears a plain brahmin skin outfit rather than the Khans' signature leathers. He spends a lot of his time writing poetry instead of training for his initiation, mostly trying to find rhyming couplets.[2] When Jerry was a child, the Followers of the Apocalypse came to Red Rock Canyon with pre-War books. Jerry used to spend hours reading these books, especially poetry books.[3]
Jerry has a low opinion of the Great Khans, believing them to be rude and lacking in appreciation for his art.[4][5] It seems that this sentiment is returned by some of the Khans, who mockingly call him a "punk." However, at least to Jack, Jerry is just a "sensitive soul that needs some love."
Regis
Regis acts as Papa Khan's right-hand man. This position is also literal, as Regis takes the seat to Papa's right in the Great Khan's longhouse. Regis is also the Great Khan's chief law enforcer and as such, will warn the Courier to watch their step.[1] Although loyal to Papa, believing him to be one of the best leaders the Khans have had, Regis harbors doubts about his chief's recent decisions. He worries about Papa's mental stability following the Bitter Springs Massacre[2] and believes that Karl is taking advantage of his grief to form an alliance with Caesar's Legion.[1][3]
Jack describes him as, "Cool. Scary, but cool,"[4] while Jerry describes him as a "hulking reprobate."[5] Regis has the highest Strength stat of all the Great Khans and is the only named Khan to exclusively use melee weapons, possibly explaining Jerry's description of him.
Regis is the only one of Papa Khan's advisors who is suspicious of Karl and Caesar's Legion[6] but will not speak out against the alliance without proof.[7] He is also suspicious of the Legion's treatment of women, which he infers based on the soldiers who work with Karl.[
Chance
Chance was present for the Bitter Springs Massacre of 2278, in which women, children, and elders from the Great Khans tribe were fired on by New California Republic snipers from the 1st Reconnaissance Battalion.[Non-game 1] The resulting slaughter deeply traumatized Chance: he began suffering flashbacks at the sight of fire,[Non-game 1] stopped speaking,[Non-game 2] and eventually fell into chem abuse.[Non-game 3] Despite these psychological issues, he remained a highly capable fighter, being particularly proficient in melee combat, and was a valued member of the tribe.[Non-game 3]
In October of 2281, Chance was part of a group of Khans hired by Benny to ambush a courier traveling up the Long 15 to New Vegas.[Non-game 4] Shortly before their employer arrived at Red Rock Canyon, Chance was awoken from a bender by Jessup and interrupted a meeting between McMurphy and the rest of the group, who were going over the plan and the route they would be taking. When McMurphy questioned his competence, he responded by drawing his knife and carving a detailed map of the Mojave Wasteland in the dirt.
McMurphy
McMurphy, alongside Jessup and Chance, led a group of Great Khans on a job working as muscle for the leader of the Chairmen, Benny, who hired them to assist him with forcefully retrieving the package containing the platinum chip from its carrier.[1][Non-game 1] He was also present at the Goodsprings Cemetery after they captured the courier and Benny shot them in the head.[2]
Unlike the others in his group, McMurphy was perceptive enough to realize that Benny was a former tribal,[Non-game 2] and spent most of his time keeping Jessup and Chance on board with Benny's plan, and Jessup especially from stealing Benny's lighter.[Non-game 3][Non-game 4] Unlike Chance, who was traumatized and depressed by the Bitter Springs Massacre, he and Jessup tried to move on rather than turn to chems to cope. However, McMurphy also proved willing to compromise the Great Khans' values in order to get paid, and was almost convinced by Benny to leave Chance for dead after his fellow Great Khan charged alone into a fight against Fiends attacking a tribal village.[Non-game 5] Following the battle against the Fiends, McMurphy and Jessup stayed behind to bury the deceased Chance, unaware that Benny had secretly orchestrated his overdose with spiked Psycho.
After catching up with the group near Goodsprings, they later ambushed the Courier, knocking them out, and McMurphy watched Jessup dig their would-be grave. When the Courier woke up shortly after, McMurphy tried to get Benny to finish them off quickly, but Benny refused and instead talked to the Courier, partly explaining why he wanted the chip they were carrying, before drawing his pistol and shooting them in the head, to be buried in the shallow grave.
Jessup
Jessup is a member of the Great Khans in the Mojave Wasteland who led the group that was hired to help Chairmen leader Benny ambush the Courier and steal the platinum chip in 2281. Their return trip to Red Rock Canyon would later end up stalled due to getting trapped in Boulder City, locked in a stalemate against the New California Republic Army. He appears in Fallout: New Vegas and the graphic novel All Roads.
Melissa Lewis
Gender Female Affiliation Great Khans Role Scout[1] Runner leader[2] Advisor to Papa Khan Melissa is the daughter of Chomps Lewis and a member of the Great Khans.[3] She was not born a Khan, but joined them after going through harsh initiation rituals.[4] Melissa holds a position of responsibility[5] within the Great Khans, as one of Papa Khan's advisors[Non-game 1] and leader of their scouts, who double as drug runners.[1] She, like most others within her tribe, fully believes in the alliance with Caesar's Legion, swayed by Karl's claims that she has all the makings of a speculatore, completely unaware that Caesar's Legion does not allow women into its ranks.[5] She is described by Regis as "a bit of a dreamer."[6]
Melissa and two other Khans are awaiting a chems shipment at the Great Khan encampment above Quarry Junction.[7] Normally, the supplies would be stashed in a quarry machine at Quarry Junction, but because of the deathclaw infestation, she suspects it is still in Sloan and needs help getting it from her contact.[8] While she does not have much to offer, she would be grateful to whoever helps by spreading a good word about them within the Great Khans.[9]
Melissa is unaware of, and unrelated to, the Great Khan crew led by Jessup and McMurphy that ambushed the Courier under Benny, and she does not know of any other Great Khan gangs operating as far into NCR territory as she is (not that she would willingly out a fellow Great Khan).
Oscar Velasco
Gender Male Affiliation Great Khans Role Assassin SurvivorOscar Velasco is a lone Great Khan extremist and survivor of the Bitter Springs Massacre, located in a cave north of the Bitter Springs refugee camp in 2281.Velasco used to live in Bitter Springs with the rest of the Khan tribe, leading a normal life, at least as far as raiders can have. However, when the Bitter Springs Massacre took place in 2278, he lost everything, his family gunned down by NCR First Recon sharpshooters stationed on Coyote Tail ridge.[1] Though the NCR tried to make amends, Velasco never forgave. He took to the hills and started waging a one-man guerrilla campaign against the NCR forces stationed at Bitter Springs, ostensibly to remind the Republic of the atrocity its soldiers committed.[2][3]
For three years, he pursued his goal, intensifying his efforts in the past six months, as the NCR set up a refugee camp at Bitter Springs. He pursues his goal with a single-minded conviction that blinds him to the fact that he is, in fact, shooting unarmed refugees and NCR personnel trying to help them.[4] By the time the Courier enters Bitter Springs, his six-month campaign has cost the lives of eight refugees and three NCR soldiers.
Anders
Gender Male Affiliation Great Khans Role Drug runner Anders was originally sent out of Red Rock Canyon about three weeks before the Courier's arrival there, in order to find a route into Arizona, to open up a new market for the Khans' "recreational" goods. However, Anders was apprehended by members of the Caesar's Legion near Cottonwood Cove and promptly crucified for dealing in chems, as Caesar's law dictates.[1][2]

The Khans have a long history of raiding and respect for fighting and strength, as such they have dedicated warriors used in conflicts. These warriors can be identified by their horned helmets.[54] During the Second Battle of Hoover Dam in addition to their helmets they can be seen wearing goggles and black bandanas to cover and protect their faces. It was mainly warriors who survived the assault on Bitter Springs and as a result after 2278 the civilian population became very small.[16][55] Many Khan warriors only want to fight the NCR, while few are willing to take up mercenary work to earn money for the group. The Great Khans' preferred form of warfare is through war parties, where multiple central figures lead their own individual units into individual battles, and adapt on the fly, rather than being ordered by a main unit. Warriors are skilled in guerrilla warfare and will use their environment, such as canyons and cave systems to their advantage.[57] This includes taking hostages during situations where they are outgunned, should they feel it necessary to ensure their own survival.[58] They also utilize bear traps and rigged shotguns against those who might chase them.[59] The reason the Khans settled in Red Rock was because they intended to use the height advantage and rocky cover to deter possible invasions.
