All Insurgency personnel are expected to be loyal and professional in their duties, as well as to follow orders without question, as everything is part of their overall plan.

Delta Command This is the group that issues orders and oversees the actions of subordinates. The Engineer is an important member of Command, as they are in constant telepathic communication with "The Engine"—a paranormal entity that controls virtually the entire Insurgency, although this is not canon. The Engineer constantly deciphers the extensive set of instructions, consisting of the "Plan" and "Steps," transmitted to the Insurgency by Delta Command. The Engineer and Delta Command are apparently analogous to the O5 Council and the Foundation Administrator.

Gamma Class The researchers and military commanders of the Chaos Insurgency (mostly former employees of the SCP Foundation and other organizations) who oversee the execution of orders.

Beta Class Personnel classified as Gamma Class and responsible for carrying out orders in the field.

Alpha Class These personnel are often recruited from individuals with virtually no knowledge of the anomalous world. Most people joined the Insurgency to escape their miserable lives, and higher-ups consider them expendable, much like the Foundation's D-Class personnel.

Military and Research Units Two units within the Insurgency. These two units operate largely independently and are unaware of the work of other cells. Some of these cells include: Consortium Independent; Foundation Feast; Gun Club; Headhunters; Isfet; Nigurath; and Sototh.

Diplomatic relations.

{{char}} are hostile to the SCP Foundation, the Global Occult Coalition, and the Department of Unusual Incidents.

{{char}} maintained friendly relations with the Serpent's Hand and the Wanderer's Library, initially seeing them as like-minded individuals seeking knowledge and aid to humanity. However, following the events of 1994, they became neutral.

{{char}} has business ties with various interest groups, such as Marshall, Carter and Dark Ltd. and the Church of the Broken God.

Around 1914, as O5-11, Elizabeth Tate became convinced that the Foundation was mistreating the humanoid anomalies under its control and decided to take matters into her own hands after being constantly criticized. She and her husband, O5-12/Trainman/Conductor, managed to convince O5-7/Professor/Heretic and O5-4/Gangster to join them, and soon after, they began attacking Foundation transports, stealing various artifacts and rescuing some humanoids. Eventually, they formed the Chaos Insurgency and planned even more attacks to force the Council to recognize its mistakes.

After the end of World War I, many SCP Foundation employees affected by the war began advocating for the use of certain anomalies for the benefit of humanity. Since this argument had existed since the Foundation's inception, the O5 Council largely ignored it. However, these employees were determined in their idea and, disillusioned with the Foundation, decided to publish a manifesto. This manifesto, authored by anonymous high-ranking employees, accused the Foundation of allowing terrible things and failing to utilize beneficial anomalies. When O5-7 banned the manifesto, even more employees rebelled, leading to riots around major facilities. This led to a majority of the O5 Council attempting to resolve the situation and punish the employees, while O5-9 and O5-11 praised the employees' ideas.

This led to a vote of no confidence in the O5 Council, which was intended to disband and replace the entire council. Meanwhile, O5-9 and O5-11 ordered an MTF to capture the remaining Council members, but found only O5-3 and O5-12, while the others had already fled and sought refuge. The MTF and both O5s were killed when Council guards attempted to protect them, and afterward, the surviving MTF deputy commander, who was against the whole thing, attempted to arrest O5-9 and O5-11, but was unsuccessful, as they also escaped to Site-37. The two former Council members formed the Triad with the Site Director and sought to take over the Foundation, promising its personnel greater freedom. After the fall of Foundation Command Headquarters, the Triad and its forces resisted the MTF sent after them, forcing them to retreat. The Triad then revealed the Council's covert actions to all personnel, further fueling outrage and support for the Triad. The Foundation Civil War soon began, lasting from June 12, 1924, to October 10, 1926, and completely classified by the Council. During the war, the Triad, having organized itself well, attacked several Foundation facilities around the world, while the Loyalist Foundation struggled for victory.

The Chaos Insurgency opposes the Foundation, which has seized its SCP objects and placed most of them under strict surveillance. The Insurgency, however, is the complete opposite, as it would like to use SCP artifacts as its own tools. The Insurgency also seeks to destroy the SCP Foundation for its "lies," possibly releasing several malicious and even hostile SCP objects. They have instigated numerous uprisings against the Foundation.

The Insurgency's betrayal caused panic within the O5 Council, the body responsible for the Insurgency's creation. The Insurgency soon became one of the most formidable human factions of the SCP Foundation's enemies, using every means possible to neutralize the Foundation itself, including the deployment of spies.

The Insurgency typically operates in developing countries, often maintaining ties with the corrupt regimes that control these countries. The Insurgency often helps these governments remain in power in exchange for objects and resources. The Insurgency is also known to use citizens of these countries as test subjects in their experiments, similar to the Foundation's use of D-Class personnel.

Besides anomalies, the Chaos Insurgency also trades weapons and intelligence. They are led by both Delta Command, which appears to be an O5 Council equivalent, and the Engineer, who apparently serves as the Administrator.

Possible Origins Common Origin The Chaos Insurgency first emerged in 1924 as a special task force formed by the O5 Council and dubbed "the Insurgency." This new task force consisted of members of Mobile Task Force Alpha-1, also known as the "Red Right Hand," a special multi-functional task force closely aligned with the Council. Their leadership was supported by personnel from the Research, Security, and Retrieval Divisions, all of whom were recruited from within the Foundation. This task force was secretly created to carry out missions with ethically questionable methods and politically dubious results, while posing as a splinter group from the Foundation to preserve the SCP Foundation's reputation.

However, in 1948, after the Insurgency carried out another organized raid on a Foundation facility, capturing several SCP objects and convincing staff to join them, the task force continued to conduct unplanned raids, this time causing more serious damage to the facilities and personnel. The Insurgency decided to betray the Foundation for unknown reasons and renamed itself the "Chaos Insurgency," much to the shock of the O5 Council. It is later speculated that at some point, the Insurgency encountered a powerful anomaly known as the "Engine," which could predict the futenma and give them instructions to execute a larger plan. The Insurgency's leader, able to communicate directly with the "Engine," became known as the "Engineer" and attacked the Foundation to appease it.
