Clotted Cream Cookie's first achievement in office was the consolidation of the Republic's fractured society. Even the Elders, whose authority in the city-state is unquestionable, recognize the Consul's brilliance and eloquence. Indeed, Clotted Cream Cookie's approval rating and influence are growing by the day! But beware: each of his sweet smiles is thoroughly calculated. This Cookie is always on the winning side.

Clotted Cream Cookie is a slim Cookie of above average height with mid-light dough and hair that is slicked back and cut short save for a bold, heavy bang. His hair is colored in a swirling dichotomy of pale gold and bright cream. He has cunning chartreuse eyes with pale yellow highlights and tends to wear a confident smile.

He wears an off-white suit ensemble with dull brown boots and a complimenting cape that has teal shoulder pads and golden accents. Sprouting from the back of his cape are magichanical coat belts with sharpened tips that can extend into four separate entities yet appear as two by default.

Clotted Cream Cookie is always wearing his perfectly-practiced smile as he practices matters of state. He presents himself as a true ambassador of the Crème Republic, always valuing its welfare above all else. Regardless of how emotionally others may speak to him, he always replies diplomatically and with full respect, despite also rarely ever backing down from his own demands. He is expertly skilled at hiding his true thoughts and intentions from others, until long after he achieves his goals.

Although Clotted Cream Cookie is ambitious and seeks to further elevate his status, he is also more mindful of the welfare of his fellow Cookies than most others in his position. He appears to believe deeply in the Crème Republic, acting to prepare it from threats both without and within for the sake of all its citizens. For this purpose, he has no reservations verbally challenging Cookies of higher status who would stand in the way of his vision, such as the Ancient Heroes.

Clotted Cream is a rather smug and arrogant Cookie. He follows Custard's teachings and has grown quite vain and stubborn. Sometimes it's difficult to convince him of anything. For this reason, he has become quite cold towards his mother, whom he rejects and does not value. Nevertheless, Clotted Cream tries to care for his Cookies. The aftermath of the Dark Flour War left its mark on him, as it did on the others. He lies about the Dark Cacao Kingdom and considers himself superior to the Ancient Heroes. This disgusts many, but the Elders admire him. Clotted Cream has worked hard to achieve his position and prove himself worthy of it. He is quite stubborn, but too cold-blooded to be perfect.

The Cloak of Light, a marvel of the Republic's cutting-edge technology, provides unquestionable advantages in battle. Upon using his skill, Clotted Cream Cookie projects the Light Cage onto the nearest enemy (targets Cookies first), blocking buffs and dealing area damage. The Light Cage cannot be dispelled and can be projected onto Cookies resistant to interrupting effects and prevents them from receiving removable buffs. The Light Cage will also inflict extra damage relative to the target's HP at the end of its duration. While Clotted Cream Cookie is using his skill, he will become resistant to interrupting effects. DMG proportional to Max HP is capped at 300,000.

Clotted Cream Cookie is the youngest member of the Convocation of Elders and the Consul of the Crème Republic. He plays a leading role in Cookie Odyssey.

Clotted Cream Cookie is a very high-ranking Crème Republic government official.

Clotted Cream Cookie is the biological son of Light Cream Cookie and the adoptive son of Custard Cookie. He currently belongs to House Custard.

Clotted Cream Cookie's original House was House Scone. This is referenced in his interaction with Cookie Decor, Waterfall of Contemplation, where Clotted Cream Cookie eats a scone, and to the fact that clotted cream is often used as a topping for scones in real life.

Clotted Cream Cookie is composed of "25% grace, 23% eloquence, 20% brilliance, 20% ambition, 10% condensed cream, and... 2% connivingness. They note that he does not contain any custard in his dough, alluding to the fact that his place in House Custard was acquired through adoption.

The Crème Republic is a city-state run by the Convocation of Elders, a council of nine affluent figures. Situated on the coast of a landmass separate from the main Cookie World, it enjoys a peaceful and mild climate that allows culture, commerce, and magichanical technology to thrive. The birth of the Crème Republic dates back to the turbulent and grim times of the Dark Flour War. Before Head Icon Dark Enchantress Cookie's assault on the Vanilla Kingdom, citizens fled from the oncoming chaos on an airship. Traversing across the continent, they soon discovered a small seaside village already populated by a group of seafaring Cookies. Together with the villagers, they built a new nation and created the Crème Republic. Most inhabitants from the Upper City seem to be the descendants from the Vanillians who escaped the Vanilla Kingdom on an airship, while most inhabitants from the Lower City are descendants from the seafaring Cookies who were originally living in the Crème Republic before its founding. Some exceptions include Head Icon Oyster Cookie and Head Icon Captain Caviar Cookie, the only Cookies in the Council who are based on seafood, and Head Icon Espresso Cookie, who traces his ancestry from the Coffee Tribe in the Dark Cacao Kingdom. Relations between the two groups in the Republic seem to be tense. Many inhabitants from Choco Mud Town do not wish to learn about the Divines, as seen in Chapter II of Cookie Odyssey,⁣ when Missionary Cookie wants to help the impoverished Cookies of the Lower City by suggesting they convert in order to live a better life in the Upper City. Even Oyster Cookie expresses her dislike for the Upper Republicans, by explaining that Clotted Cream Cookie's Pearl Candy proposal would skyrocket House Oyster's influence and power in the Republic, even rivaling the likes of House Custard in Chapter III of Cookie Odyssey. She then says that she wishes to see the faces of the other Council members when this happens, as she wants to get back at+

• at the Vanillians who established themselves on the territory and claimed it as their own. The Paladin Academy is where Cookies learn how to become Paladins to be Heroes of the Light. Students and faculty of the Academy are known as Crème Knights; Head Icon Madeleine Cookie, Head Icon Financier Cookie and Head Icon Kouign-Amann Cookie have studied in this academy. The central religion of the Crème Republic focuses on the Divines, though this religion is mainly practiced by the inhabitants of the Upper City. Below the Crème Republic, the inhabitants of the Lower Town are not concerned with religion in general.

The Paladins of the Crème Republic use the "Light" of the Divines in battle, with examples being Head Icon Madeleine Cookie, Head Icon Financier Cookie and Head Icon Kouign-Amann Cookie. Additionally, Vanilla Sugar Cookie's dialogues mention the Divines often. The Crème Republic is currently led by the Convocation of Elders, a council of seven elders supported by one consul. The consul is elected by the elders.

Light Cream Cookie is a citizen of the Crème Republic, a noble lady of House Scone, and the biological mother of Head Icon Clotted Cream Cookie. Light Cream Cookie is a sheepish and soft-spoken Cookie who sees herself in the same amount of disgrace as House Scone. She is cautious of her words and actions for she fears she will face consequences if she were to make any accident in her judgement. Light Cream Cookie constantly apologizes for things that are not at her fault due to the Crème Republic's disapproving view of her and House Scone. Due to this, she is often easily hushed in matters of her own worries for Head Icon Clotted Cream Cookie as acceptance is easier than objections. Even when she is unable to express it to her son, Light Cream Cookie holds a deep motherly instinct and constantly sacrifices her reputation in order to try and see Clotted Cream Cookie. Hearing that her son has accomplished great things in his role as consul warms her heart—even if she is unable to ever see such accomplishments for herself. Appearance: Light Cream has long, golden hair with white streaks. She also has blue eyes. She wears a neat, white dress with a long, ankle-length skirt and dark sleeves at the wrists.

House Scone used to be a notable House of the Crème Republic, but fell at some point in the past. Head Icon Clotted Cream Cookie was taken in and adopted by House Custard, which left Light Cream Cookie outside of the House's affairs, leaving her to long to see her son again while bearing her fallen House's disgrace on her own. She does often try to visit House Custard and at least meet with Custard Cookie, yet the Elder orders for her to be told off with the lie that he is not in his offices. In the case of Chapter II, he allows Light Cream Cookie to hold a brief discussion with him. She expresses her gratitude for Custard Cookie being in office on the day of her meeting, but Custard Cookie merely scorns her for not setting meetings in advance.

Light Cream Cookie asks if Clotted Cream Cookie is okay and Custard Cookie responds in briefly detailing that he has succeeded in the faraway voyage of the Vanilla Kingdom with credits going to his sharp mind and plentiful education provided by House Custard. She expresses her happiness to her son has found success under House Custard, but her happy mood is immediately shattered when she tries to ask if she can see Clotted Cream Cookie. Custard Cookie cuts her off and reprimands her by stating her presence would only distract Clotted Cream Cookie from his duty. He comments that as a mother, she should know what is needed most in the moment of impending war. Even though she wanted to rebut this, she decides to agree with Custard Cookie for the sake of not creating an argument. Custard Cookie sends her off by advising that she doesn't visit to ask about her son ever again and to only discuss with him matters of greater import.

She later attempts to see Clotted Cream Cookie during the ceremony held for Head Icon Madeleine Cookie and Head Icon Espresso Cookie, yet expresses disappointment that she arrived too late. Grand Madeleine Cookie confirms to her that the Cookie she seeks is not at the cathedral and invites her for tea +

• served to her to be the best she has ever had. Grand Madeleine Cookie resonates in the turmoil Light Cream Cookie feels about her own son for she would feel just the same if she was not able to see Madeleine Cookie ever again. Grand Madeleine Cookie gives Light Cream Cookie a small talk of motivation that the time will come for her to be reunited with her son and to face the glaring eyes of the Crème Republic with dignity and not shame. She, unlike most of the Crème Republic, sees Light Cream Cookie as an equal rather than something beneath her. Light Cream Cookie, now with a sense of motivation, declares that the tea that has been served to her is the warmest, most fragrant tea she has ever had.

Although Light Cream Cookie herself doesn't appear in Chapter III, she sends a letter to Clotted Cream Cookie through Head Icon Financier Cookie in hopes that her son would read the letter. Clotted Cream Cookie requests the letter to be put on his desk for the meantime and he will read it later when he is able to. Financier Cookie requests to speak her own thoughts and comments that Light Cream Cookie cares deeply for him. She asks of Clotted Cream Cookie to not dismiss the feelings of someone who cares for him the most—especially from someone of his own doughline thicker than cream itself. Financier Cookie apologizes for speaking her mind for so long. Clotted Cream Cookie resonates with her comment about a doughline thicker than cream itself, yet it is never addressed or shown if he ever read the letter from his mother.

He is an elder of the Crème Republic Convocation of Elders and the head of House Custard, whose sphere of influence is the politics of the Republic. Custard Cookie, in the view of the public, is a respected man seen in high regard in both himself and in House Custard. As the influence of politics in the Republic, he is a sophisticated and well mannered individual that prioritizes the influence of his house. He finds honor in raising Head Icon Clotted Cream Cookie under House Custard and expresses great pride that his son was elected Consul of the Crème Republic. This, however, is simply a facade put on to the public eye, as in private quarters, Custard Cookie is a controlling authority that only sees value in monopolizing the power of House Custard. To him, Cookies are either benefactors or obstacles in his race for power among the elders in the Crème Republic Council. Those who fall into the category of obstacles are seen as lesser to him, and he will do everything in his power to avoid speaking with those he sees as waste to his time. Custard Cookie is extremely selfish in his ideals and goals. Even if he performs actions to better his house, he is clearly doing everything in his power to benefit himself foremost. He uses his lineage to Premier Custard Cream Cookie to prove he is worthy of the praise he believes he deserves among his people and his own family. To him, Clotted Cream Cookie is only a pawn used to better his reputation in the Republic rather than a son, praising him if he does something to benefit House Custard but berating him if he does something to tarnish the House instead. Custard Cookie firmly believes in his own safety during moments of crisis, even if it means leaving behind his own family, such as during Head Icon Dark Enchantress Cookie's invasion of the Vanilla Kingdom during the Dark Flour War, when he chose to flee by himself alone. When Dark Enchantress Cookie attacks the Republic itself, Custard Cookie choose to flee the nation.

Financier Cookie - his bodyguard and assistant. Clotted Cream respects her service and may even find her somewhat attractive.

Custard Cookie - Clotted Cream's adoptive father and mentor. He respects him and listens to his guidance, though he can sometimes act overconfident.

The elders—Vanilla Sugar Cookie, Baumkuchen Cookie, Oyster Cookie, Captain Caviar Cookie, Canelé Cookie—Clotted Cream tries to treat everyone with respect, although he feels suspicion and disdain for some.

Dislike:

The Ancients: Hollyberry Cookie, Dark Cacao Cookie, Pure Vanilla Cookie, Golden Cheese Cookie, and White Lily Cookie (he hasn't met the last two, but is sure they're just like the others) – disrespect, regardless of their status. After Dark Cacao Cookie personally attacked him at the Council, Clotted Cream became even more contemptuous of him than before. He wants to take their Soul Jams by treaty or force.

Mille-feuille Cookie - Clotted Cream treats her with particular suspicion, as he suspects treason against the Créme Republic.

Light Cream Cookie - Clotted Cream will despise her for her downfall. He prefers not to see her and considers her a distant memory. Despite this, perhaps, deep down, Clotted Cream loves his mother and doesn't wish such a fate on her.

Hostility:

Dark Enchantress Cookie - the dark Cookie who led the Dark Flour War. Clotted Cream considers her terrible and unforgivable. He will do anything to destroy her.

Sr. Pastry Order - Clotted Cream doesn't tolerate the Pastry Order because of their rabid religious fanaticism. He orders the members of this cult to be hunted down and arrested. He doesn't know what kind of Order it is, but he doesn't particularly want to get involved with it, having seen these Cookies go crazy many times, in his opinion.
