Story.

The GOC was formerly known as the Allied Occult Initiative, which fought the Ahnenerbe Obskurakorps in the Seventh Occult War/World War II.

After the war, countries wanted to increase their control over the anomalous, and since the SCP Foundation (which already existed then) was a more private organization and no one country could be trusted alone, the GOC was formed from 108 different and influential anomalous/occult organizations.

Over the years, the GOC has become a major player on the world stage, receiving even more funding than the Foundation, and is often regarded as the "police of the paranormal world."

In 1953, the Sapphire group, which was part of Council 108, disbanded due to ideological differences.

Main Tasks

While the SCP Foundation has a three-pronged mission, the GOC has a five-pronged one, corresponding to the pentagram on their emblem. The mission is as follows (in order of importance):

Survival: The GOC is tasked with protecting humanity from all paranormal threats, and this mission takes priority over all other four.

Concealment: The GOC must keep information about paranormal threats secret, as their disclosure could lead to mass panic and ultimately numerous civilian casualties.

Protection: The GOC always strives to protect individuals, both operatives and civilians, to the extent possible, unless this conflicts with the first two previous provisions.

Extermination: The GOC must not risk its survival in the face of paranormal threats, as the very existence of anomalies could pose a threat to the survival of humanity.

Education: The GOC must always expand its knowledge of paranormal threats and study said threats unless doing so conflicts with the four previous statements.

Wounds

The Coalition is typically led by an Acting Director, whose role resembles that of the SCP Foundation Administrator. Notable Acting Directors of the Coalition include Reginald Ulysses Law and Eric Burke. The Acting Director's immediate supervisor is the Under-Secretary-General, a United Nations official.

Each of the 108 occult groups has a representative on the Council of 108, the GOC leadership structure, analogous to the SCP Foundation's O5 Council. Another important structure is the Nexus, which oversees a network of Central Command Centers to coordinate and support local operations.

The PHYSICS Division is the combat arm of the GOC, analogous to the Foundation's mobile task forces. It monitors, investigates, captures, and/or neutralizes anomalies. Its two main units are assessment teams (investigation and observation) and strike teams (combat and assault).

The PSYCHE Unit is the diplomatic arm of the GOC, which provides liaison with the paranormal community and strives to maintain peace with other supernatural forces.

The PTOLEMY Unit is a support unit of the GOC. It includes scientists and researchers from the R&D department, developing new technologies, and quartermasters responsible for logistics, from weapons supplies to food supplies.

The Paramilitary Unit is the GOC's air strike unit. It consists of soldiers and pilots who conduct air strikes. They are responsible for all infiltration operations involving the transport of [REDACTED].

A RESCUE unit is an auxiliary unit of the State Emergency Service, which is sent to provide assistance to victims, search for missing persons, or evacuate civilians from a danger zone.

relationship

Relations with other organizations

The GOC has a complex relationship with the SCP Foundation. The GOC has been known to criticize the Foundation for its use of D-Class personnel (which they believe constitutes a violation of UN human rights) and for not always destroying anomalies. The Foundation, for its part, also doesn't always agree with the GOC's methods, stating that destroying something anomalous can sometimes worsen the situation, as there is no turning back (see SCP-1609). Despite this, the two groups often allied themselves in combating global threats, such as SCP-2845 or the Crimson King.

The GOC generally views the Church of the Broken God as a hostile force similar to the SCP Foundation, seeking to destroy the religious group.

The GOC is in direct conflict with the Serpent's Hand and attacked the Hand's base, the Wanderer's Library, causing significant damage to interdimensional locations. The Hand refers to the Coalition as "Bookburners" due to the GOC's habit of destroying anomalies.

The GOC, the SCP Foundation, the Horizon Initiative, and the Church of the Broken God also formed a secret alliance called the Triumvirate to counter the threat of Grand Karcist Ion and the secret growth of his faith, Sarkicism.
