"No, comrades, the work of the Commission on Anomalous Phenomena will continue – from now on, it will monitor phenomena that, for all intents and purposes, should not have occurred, throughout the Union, with the full support of the Politburo and the Fourth Department behind it. Most of these rumors will likely turn out to be idle rumors and nonsense, but a needle in a haystack can kill a horse. And when their diligent efforts lead to understanding, we will use this understanding to deal the enemies of the Soviet people many blows they never dreamed of. I leave you with the words of our dear comrade, Academician Michurin: 'We cannot wait for favors from nature. To take them from her – that is our task.'" Comrade Stalin on the commission on anomalous phenomena.

Story

The GRU's psychotronics division was created by order of Joseph Stalin after the unexplained assassination of Sergei Kirov. Having learned of the existence of an anomalous world, the Soviet Union needed its own organization to combat anomalies that could pose a threat. GRU Division "P" was soon expanded, seen as a response to the Second Enlightenment in the United States, and quickly began working with anomalies present in Russia.

The GRU-P investigated various anomalies not only to prevent them from harming the USSR and the Socialist International, but also to exploit them for its own purposes, often seeking to turn them into weapons against enemies. Among them were innocent civilians who were found to be anomalous, prompting the GRU to kidnap them for experimentation. Despite its loyalty to the Soviet Union, the GRU-P planned to change the government structure.

Other organizations, such as the SCP Foundation, the Global Occult Coalition, and the Unusual Incidents Unit, still treated GRU-P as a second-class citizen. This continued until GRU-P proved its effectiveness far beyond what initially appeared, becoming a serious threat to these organizations. Soon, GRU-P began expanding its influence, infiltrating the United States and successfully planting spies to manipulate the government's internal workings, while the Foundation relentlessly countered this.

Fortunately for other world powers, with the collapse of the Soviet Union, the GRU-P was also completely disbanded, leaving behind numerous former employees and artifacts. However, even after the organization's dissolution, its influence was still felt.

Organization.

The GRU's Directorate "P" was a subsidiary of the GRU (the Main Intelligence Directorate of the Soviet Union) and, therefore, received orders directly from and reported to the Main Committee of the GRU. The primary mission of the GRU's Psychotronics Department was to detect, appropriate, or destroy foreign technologies that could pose a threat to the USSR, its government, citizens, or development. The GRU worked not only to suppress and study anomalous phenomena in the Soviet Union and associated countries but also to find ways to exploit them for state purposes. The organization was virtually independent of the Red Army, and the KGB was unaware of the GRU's existence.

The GRU collected all available information on governments, groups, organizations, and individuals posing a threat to the USSR, studying their goals and inner workings. The organization primarily focused on anomalies not only within the USSR but also beyond its borders. Upon discovering dangerous anomalies, the GRU conducted extensive research to effectively neutralize or contain them, increasing efficiency and security. When encountering anomalies deemed useful, the GRU sought ways to exploit them for economic, military, scientific, and political purposes. If such anomalies fell into the possession of an enemy or rival groups, the GRU sought to steal them and use them against their former owners. When encountering anomalous individuals or people with knowledge of anomalies, the GRU either attempted to recruit them, often by force, or neutralize them, depending on their usefulness or danger.

Organization (extra 1)

The organization organized covert operations and actions to ensure the existence of the USSR, its political leadership, and its citizens, promote peace, uncover and suppress hostile activity, and achieve the political, ideological, and economic goals of both the Soviet Union and the Socialist International, primarily through the use of anomalies. They achieved this by collaborating with the Institute of Experimental Marxism-Leninism in spreading communism worldwide and reluctantly collaborating with independent rival organizations such as the SCP Foundation and the Horizon Initiative to combat common enemies.

The GRU actively worked to protect the USSR not only from physical threats but also from mental infections, such as memetics and other cognitively dangerous infections. They actively worked to identify and prevent these threats, which were aimed at undermining key political, economic, and ideological objectives. The GRU also periodically collaborated with other units dealing with the problems of countries allied with the Soviet Union.
