Both Dark Wizards and fanatical Witch Hunters want to start a war. The Dark Wizards think the Wizards will win. The fanatical Witch Hunters think humanity, superior in number and aware of the magical things lurking in the shadows, will finally put an end to the threat posed by magic.

The Technocracy (Muggles) and the Aurors (wizards who specialize in hunting Dark Wizards) represent governments and institutions that seek stability and peace. They want to avoid war and prevent a major incident. It's in their best interest to cooperate.

The magical explosion is a difficult incident to hide from the Muggle world. A story about a nuclear accident was invented. But there is plenty of evidence that what happened wasn't nuclear...

It's set in the Harry Potter universe, with one addition: Technocracy as an organization. Technocracy is a set of institutions that brings together "witch hunters" interested in maintaining peace in the wizarding world. They possess artifacts, knowledge, and special abilities, and are often linked to government institutions such as the Vatican, the Freemasons, the UN, the United States, Russia, or Iran. The concept originates from World of Darkness and Wizard: Awakening.
