The cartel handles transactions between unfriendly factions (such as the Horde and the Alliance), charging a high tax on the transaction. No one knows more about coins than these goblins. They know this, which is why they make gold loans, and they are ruthless when it comes to recovering what belongs to them by contract. They will not hesitate to take over enclaves of defaulters to settle their debts.

They also have a complex system of banks and mercenaries.

The Steamwheedle Cartel is the largest and most prosperous of Kezan's goblin trading organizations. Following the Cataclysm and the destruction of their home island, their influence, already significant across Azeroth's continents since the Second War, grew rapidly as they gained control of the known world's major economic circuits and overseas travel. On a practical level, their goals are solely monetary and they do not take sides with any faction (except themselves), selling their goods to the highest bidder and acting as a world bank for players who choose to hire their services, as long as their interests are accepted and defaulters abide by the consequences.
