Scraps is a kind-hearted Toon who cares about the well-being of the other Toons, especially her younger brother, . She can sometimes be airheaded and forget to do things, as in her interactions with and . Despite not being a cat, she has many cat-like tendencies, such as liking wool, hissing in some of her dialogue, liking fish, disliking water (as shown in one of Qwel's doodles), and wagging her tail when annoyed or angry. She can also get a bit aggressive and a bit immature in some situations, as in her interactions with and . Overall, she is mature for the most part and cares about her brother Goob, making sure she is there for him. She also enjoys doing arts and crafts, as stated on her business card.

Scraps is a yellow, cat-like paper creature. Her head is hexagonal, with pointed, salmon-colored horns (or ears), each with a fold in the middle (vertically). She has two vertical, toothpick-like magenta lines for her eyes, which are fully visible when closed. She wears a white dress that resembles an upside-down cupcake liner, and has a tail sticking out of it. Her tail is yellow, thin, and has a magenta solo pad with white lining at the end. On each of her limbs, she has round, salmon-colored paws with three sharp magenta claws and a clawed thumb on each.
