Mori Ogai joined the army to study medicine, rising to the rank of chief surgeon. This reflects Mori's previous profession as an underground doctor.
In the manga and anime, he appears next to Chuuya in a building where the reception desk has a logo resembling the letter M with the words "Mori Corporation" underneath. This is likely a front company for the Port Mafia.

Alice - The physical manifestation of Mori's ability, she has been constantly at the Port Mafia Boss's side since the Great War. She was also constantly by his side during Mori's time as an underground doctor after the war's conclusion. At first, Alice was more obedient and cold, and rarely contradicted anyone. But after Yosano left Mori's leadership, her behavior changed. Mori himself was involved in the girl's changes, as Yosano's character became the basis for the "new" Alice. Despite this, Mori remains passionately attached to Alice and notes that he will never tire of her fiery, teenage temperament.
Throughout their relationship, Mori and Alice usually joke around with each other on various topics, appearing from the outside as "a caring parent and a spoiled child." Typically, these are all sorts of trivial matters. But sometimes jokes based on compromise emerge. For example, Alice is allowed sweets if, in exchange, she tries on the outfits Mori buys. Furthermore, Alice is the only one who can sarcastically poke fun at the Mafia Boss without fear of death.
Despite her somewhat "childish" behavior, Alice is Mori's main defense and support in battle. Mori can activate her at will at any time, either as his main or support fighter. In special situations, Mori can force Alice to save him with little to no verbal instructions.

Kouyo Ozaki - Koyo and Mori are on good terms. They can often be found in each other's company, such as drinking tea or strolling in the garden. They seem to enjoy each other's company. The Mafia Boss recognizes Ozaki as a powerful esper who skillfully uses his ability. In one conversation, he noted that if Kouyou wanted, she could leave the Port Mafia without any problems. Moreover, he would not stop her.
Of course, such strong personalities cannot agree on everything, which leads to disagreements.

Chuya Nakahara - Mori first met Chuya when he was still in the "Sheep" organization during the height of the "revival" of the late Mafia Boss. The blackmail Chuya attempted in exchange for information did not bother Mori at all. On the contrary, he openly admitted to Nakahara that he personally killed the now-deceased Mafia Boss. However, Mori realized that Arahabaki knew more about him than he was letting on. Therefore, he assigned Dazai as his partner for the duration of the investigation.
Mori thus wanted to test whether Soseki Natsume's adage that "only a diamond can polish another diamond" applied to the two teenagers, just as he had taught him and Yukichi Fukuzawa back then. Mori advised Chuya to take the lead, which in turn made Nakahara realize what he lacked in managing the organization. Having earned Chuya's loyalty, Mori soon welcomed him into the Port Mafia, presenting him with a Rando hat—a special ritual within the Mafia.
After Chuya became one of the Mafia's leaders and a member of the Executive Committee, Mori assigned him various tasks. Chuuya also reported on the Mafia's casualties and losses to the victims, or came to Ogai in person to pay his respects when possible or necessary.

Ryunosuke Akutagawa - Mori, as Boss, recognizes Akutagawa's value as a member of the Port Mafia, acknowledging his talent and unique ruthlessness that surpasses almost everyone else in the organization. Knowing that Akutagawa prefers to act alone, Mori often sends him on solo missions.
Mori is a firm believer that effort is as important as results. That is why he does not intend to punish Akutagawa for violating the previous truce agreement with the Agency, arguing that he ultimately succeeded.
However, there were times when Akutagawa did not live up to the Mafia Boss's expectations, such as with the Karma Transit organization. Mori literally abandoned the incapacitated Akutagawa to prevent an all-out war for territory.

Previous Mafia Boss - Presumably, the Previous Boss trusted Mori, as he rose quickly through the ranks of the Mafia as a doctor after the Great War. However, as the Boss's health gradually deteriorated and his orders became erratic and reckless, he asked Mori to convey the order to kill anyone who disobeyed the Mafia. Upon accepting the order, Ogai slit his neck, killing the Boss.

Yukichi Fukuzawa - Mori first met Fukuzawa shortly after the Great War, when he was running an underground clinic. Through this "partnership," the two learned each other's abilities and habits—Fukuzawa's skill with a sword and Mori's preference for using his scalpels in battle. When Ogai took over as the Mafia Boss's physician, they began a custody battle over Akiko Yosano, whose healing abilities he had used during the War. This "struggle" was one of the reasons Mori and Fukuzawa's alliance ended.
Mori and Fukuzawa eventually became the leaders of two organizations—the Detective Agency and the Port Mafia. However, despite their diverse methods of protecting Yokohama and its residents, Mori and Fukuzawa occasionally formed alliances.

Osamu Dazai - Mori and Dazai met under unknown circumstances. They eventually became "collaborators" of sorts after the assassination of a previous Mafia boss, where Dazai was chosen by Ogai as a witness. However, the young man failed to tell him of the mistake he had made—deviating from Mori's original strategy, which was to have the suicidal Dazai die early on. However, Dazai is still alive, meaning he has not yet completed Mori's plan.
However, Ogai still managed to capitalize on his miscalculation, using the young man for another purpose. Although Dazai wasn't officially affiliated with the Mafia at the time and wasn't part of it, Mori ordered him to investigate the supposed reappearance of the deceased boss he'd killed. He even presented him with the "Silver Oracle" for the matter. In the process, Dazai eventually became a member of the Mafia and was given command of an entire unit.
On this occasion, Mori presented Dazai with a black coat and pinned his hopes on Dazai's eventual rapid rise to the rank of leader. He also allegedly taught Dazai various theories, such as the "raw meat theory" and the strategies of Schelling, Nash, and Kissinger.
But despite all this, their relationship was far from friendly.

Akiko Yosano - Mori recruited 11-year-old Yosano at the end of the Great War with the intention of creating an "Immortal Regiment," using her ability to endlessly heal soldiers in battle. Initially successful, the soldiers gradually developed psychological trauma from near-death experiences, only to have to repeatedly return to the front lines.
Akiko's abilities played a key role in changing the course of the war, but she refused to follow orders. To regain his subordinate, Mori shot and killed a soldier he knew, Yosano, in front of her. This later led the soldiers to blame Yosano for prolonging the war.
Shortly after the war, Mori found the girl in a detention center and attempted to take her under his wing. However, Fukuzawa and the newly recruited Ranpo Edogawa of the Agency intercepted his plan. Mori, however, did not abandon his goal of bringing the girl into his ranks.

Vita Sexualis is an ability that allows Mori to summon and "customize" Alice's personality in any way he wishes. He can make her levitate, chase an enemy at high speed, and force her to save them no matter what. He can summon Alice at will and have her attack his enemies with a large piece of medical equipment that resembles a giant syringe.

Initially, Mori Ogai debuts as an ordinary, somewhat awkward and worried middle-aged man, most often concerned about Alice's appearance and health. However, he later reveals his true character, maintaining complete calm and composure. The mafia boss demonstrates his genius for devising strategies that work perfectly. Furthermore, he is presented as a cruel and ruthless man, capable of instilling fear in his enemies.

However, his cruelty isn't for cruelty's sake. Mori always weighs the benefits and costs, choosing the best decisions for the Port Mafia as a whole. As expected, these decisions leave a trail of blood in their wake, and have also wounded and traumatized countless others. Mori never considers emotions. For Mori, "the heart" only hinders war. Nevertheless, his intellect allows him to manipulate and abuse many people, appealing to their needs and desires. Emotional manipulation and violence have driven Mori far in his motives at the cost of many lives, and by the time someone realizes they've been exploited, it's often too late to return.

A largely logical man who knows how to use words to his advantage, Mori is unafraid of the threats and intimidation typical of a cold, experienced mafioso. Age and gender are irrelevant to him. However, when it comes to his grand plans, he cites his experience manipulating children, as their inexperience makes them much easier to control.

Mori's manners and polite demeanor are largely driven by maintaining a sense of control and authority in any situation. For the most part, by acting like a normal person, those around him become less wary. This is especially true when Mori is in public and needs to avoid suspicion. Otherwise, it creates a certain distance between him and others, as if nothing they say ever bothers him. Yukichi Fukuzawa, his former ally, knows the depths of Mori's darkness. Both he and Dazai often see through Mori's multifaceted pretense. Once this facade is removed, Mori's intensity and willingness to do anything, even kill, become obvious and disturbing.

He treats his subordinates with respect, values ​​their skills and contributions to the organization, and recognizes their strength. Thus, even when faced with a certain degree of insubordination, Mori is willing to overlook certain mistakes if the outcome benefits the Port Mafia. In Mori's words, "effort is paramount, results are secondary."

Mori's leeway extends to the organization's most active and influential members, granting them a certain degree of "freedom" and independence from his scrutiny. He typically speaks regularly with his two most vocal superiors, Koyo Ozaki and Chuya Nakahara, the former of whom often criticizes Mori's eccentricities with dry banter. As the thriving controller of the Port Mafia in Yokohama, Mori is held in high esteem by his numerous subordinates for two reasons: respect, fear, and sometimes a combination of both.

Mori believes that the organization's leader simultaneously controls it and is its slave. This belief drives him to adopt decisive and ruthless strategies. Furthermore, he is more than happy to exploit a common enemy for his own ends. This manipulation and use of knowledge form the basis of Mori's decision-making and tactics, making him a dangerous and unpredictable adversary.

Loss and failure are Mori's worst enemies. Mori sincerely hates "parasites" like smugglers and the like. He believes they "drain Yokohama dry for their own gain and upset its delicate balance." Mori, out of respect for Natsume, takes his duty to maintain balance in Yokohama seriously.

The only time Mori admitted to a serious misstep in his decisions was when he assumed the role of Dazai's mentor. He significantly underestimated Dazai's own intelligence and his insightful, detached view of the world. Ironically, their nearly identical personalities troubled Mori. Yet, he turns his own mistake into a valuable discovery: a subordinate and a "right-hand man." Control over Dazai was crucial, given the fact that his intellect could one day prove Mori's undoing.

The only "human" who taps into Mori's less threatening and controlling side is Alice. The incredible irony is that even Alice's demanding, harsh attitude toward him is Mori's own doing. He obsesses over Alice, irritating her with frequent trips to clothing stores, tailors, and the like, simply to dress her up for his own amusement. What irritates Alice most is that even her stern personality pleases Mori.

In public, Mori wears a much less flashy outfit that is more typical of a "doctor." This includes a purple button-up shirt with a dark purple tie tied over it, a bit casually. He also wears khaki pants, dark brown low-heeled shoes, and a medical gown. He also leaves his hair down, with the previously framing strands falling over his forehead.

He usually wears a formal suit consisting of a black pinstriped jacket and black trousers, which he tucks into his black boots in a military style. Mori also wears a tie with purple and white, thin stripes. Over his suit, he wears a black coat with a wide, stand-up collar, on the left side of which there are two small fasteners in the form of two straps and a long, dark-burgundy scarf almost to the knees, which he leaves untied on his shoulders. He also wears white gloves.

Mori is a man in his 40s with a fairly tall and slender build. His purple eyes, like a Mafia Boss, are almost always completely dark and lacking in "sparkle", and his gaze always seems tired. He has a strange pattern on his pupils. He has straight, black hair that is below his chin length, combed back and tied in a ponytail.
