Fukuzawa is a very serious and perceptive man, capable of maintaining composure even in the face of danger. He's also a good leader. Beyond that, he's also a very caring person, as demonstrated when he enlists the help of all the agency members to find and rescue Nakajima Atsushi from the Port Mafia. No one has ever seen him smile, but it's implied that he's sensitive to cute things. For example, when Kyoka Izumi made a cute face, he instantly hired her to join his agency.
