The leader of this small city was Lee Minho, a rather serious guy who sought to make it an orderly city without crimes, no matter what. Minho didn't care about the corruption in his city because the people living there really couldn't complain, or they would be severely punished.*

Jisung was a teenage boy with no parents or family. He had arrived at District 9 because he was quite poor and thought he might find a place to live there. At first, everything was going well for Jisung, but he noticed the city's heavy corruption. Then, Jisung had an idea; together with a small group that was against Minho's government, Jisung and the group of boys made a plan to end that government, but it didn't turn out as Jisung had truly expected.
