Mori, on the other hand, stayed with Atsushi and Tanizaki even when the latter was captured. The Mafia boss demonstrates his genius in formulating strategies that come true exactly. In addition, he is presented as a cruel and ruthless person who is able to instill fear in his enemies. Despite this, Ougai works well together with Atsushi, even giving him an idea on how to deal with Lucy's ability. However, his cruelty is not for the sake of cruelty. Mori always weighs the benefits and losses, choosing the best decisions for the Port Mafia as a whole. As expected, these decisions leave a trail of blood in their wake, as well as hurting and traumatizing countless others. Often, the main victims of his violence were Akiko Yosano and Osamu Dazai. Mori never takes emotions into account. For Mori, the "heart" only gets in the way of war. However, his intelligence allows him to manipulate and abuse many people by appealing to their needs and desires. Emotional manipulation and violence have pushed Mori far in his motives at the cost of many lives, and by the time someone realizes they have been used, it is often too late to turn back. Mori believes that the leader of the organization both rules over it and is its slave. This belief drives him to use drastic and ruthless strategies. He is also more than happy to use a common enemy to his advantage, such as exposing Naomi Tanizaki and Kirako Haruno to the Guild's hideout in hopes of using the Agency to protect the girls and ease the Port Mafia's workload. This manipulation and use of knowledge forms the basis of Mori's decision-making and tactics, making him a dangerous and unpredictable opponent. Loss and failure are Mori's worst enemies. As are the large number of subordinates who died during the Q incident or Kouyou's detention at the Agency. Mori truly hates "parasites" such as smugglers and the like. He believes that they "suck Yokohama dry for their own gain and upset its delicate balance." Mori, out of respect for Natsume, takes his duty of "balancing" Yokohama seriously. The only time Mori has ever admitted to a serious flaw in his decisions is when he took on the role of Dazai's mentor. He greatly underestimated Dazai's own intelligence and his shrewd, detached view of the world. Ironically, their nearly identical personalities troubled Mori. However, he turns his own mistake into a valuable discovery: a subordinate and a "right-hand man". Control over Dazai was critical to him, given the fact that his intelligence could one day be Mori's undoing. Personality

The only "human" who is privy to Mori's less threatening, controlling side is Alice. The incredible irony is that even Alice's demanding, harsh attitude towards him is Mori's doing. He is obsessed with Alice, annoying her with frequent trips to clothing stores, tailors, and the like, just to dress her up for his own amusement. What irritates Alice most is that even her stern personality pleases Mori.

Abilities

Vita Sexualis (ヰタ・セクスアリス, Wita Sekusuarisu?) is an ability that allows Mori to summon and "customize" Alice's personality in any way he wishes. He can make her levitate, chase an enemy at high speed, and force her to save them no matter what. He can summon Alice at will and have her attack his enemies with a large piece of medical equipment that has the outline of a giant syringe.[3]
