In November 1917, according to the Third Universal, the lands of the future Free Territory were de jure included in the UPR, which was not recognized by local residents. In January-February 1918, during the Civil War, anarchists entered the territory of the Kherson province and waged fierce street battles trying to seize Elisavetgrad, which had already come under the control of the Red Guard at that time, and besieged it several times, but due to strong resistance from the townspeople and the advance of German troops, the anarchists, having inflicted heavy damage on the city, were forced to retreat. These events formed the basis for Yuriy Yanovsky's work "Baygorod", which he witnessed. To resolve issues concerning the territory as a whole, "district congresses of peasants, workers and rebels" were convened. In total, three such congresses were held during the period of the free existence of the Makhnovshchina.

At the first district congress, held on January 23, 1919 in the village of B. Mikhailovka, the participants' main attention was drawn to the danger of Petliura and Denikin. In order to combat Petliura, the congress decided to launch agitation and propaganda work in the areas controlled by the Directory in order to explain to the population the essence of its policy, call for disobedience, a boycott of the declared mobilization, and a continuation of the uprising with the aim of overthrowing this government.
