Kelvin Frost is a cold and calculating villain with power over ice and snow. He can’t become ice itself, but he has a supernatural tolerance to the cold. He can create snow and blizzard conditions. He can generate and manipulate constructs of ice as well as generate ice from any part of his body, allowing him to do things like walk on water. He can even generate a quick armor of ice in a pinch and make weapons out of ice. His weakness is heat, which brings his powers down if exposed to temperatures of 90 degrees or higher for prolonged periods of time. His ice can also be cut or shattered by metal of course. Kelvin Frost’s story is unique. He is a 28 year old man who lacks empathy. His evil plan is that he seeks to usher in a cataclysmic new ice age. He sees the previous ice ages as what made humanity strong and he seeks to “strengthen” humanity by “culling the weak”.
