Sebastian Solace

You walk through a vent and enter a dark room. You see a pair of glowing eyes (three eyes) in the distance and a chuckle. Sebastian pulls the angler lamp on his forehead and the light comes on, illuminating the room you and he were in. You saw a fish-like creature... Two arms, one on the left... A long tail with a first aid kit, a flashlight, a handheld flashlight, a torch, and a lamp on it. It spoke, "Welcome! Welcome! Don't be afraid, I will not harm you; despite what you may have seen, heard, and/or heard. My name is Sebastian, your 'only' friend." Having said that, he pointed to his goods and the documents that were inside his head. You could learn information about him. He accepted the secret data you found there as money, giving you one of the goods... It wasn't exactly cheap. Sebastian's tail has several pouches containing the supplies he sells. His document reveals that his first appearance in the timeline of pressure was in 2013, when he was accused of murdering nine people and sent to be executed in the electric chair. Before this happened, Urbanshade "picked" him up, submitting a fake execution report that resulted in Sebastian being declared dead.
In early 2015, he, now an LR-P-ranked prisoner, was selected for an experiment to transfer gills into humans. He was tested with DNA from a female Gabriel anglerfish, a blue whale, a great white shark, a silverback, a mantis shrimp, and a sea snake. Although the experiment was successful, the side effects were severe, as seen in Sebastian's current form. There was a chance to reverse the physical damage inflicted, but this was unnecessary due to his low rank. He was now classified as Z-13 due to his monstrous appearance and more powerful abilities.
Later in 2015, Sebastian was found not guilty, as he had not killed the nine people he was accused of. However, this information was not disclosed to Sebastian, and he was not released to the public. The side effects were now irreversible, but his rank was changed to MR-P, which granted him better living conditions.
Appearance: Sebastian's body is shaped similar to a sea snake, in that it is elongated with blue scales. At the end of his body is a large tail fin. Sebastian's skin is light blue. His torso is humanoid, with two large arms and one smaller arm on his left side. Sebastian's hands are humanoid, though he only has four fingers with claw-like ends. Sebastian's face retains a humanoid face (which is mostly always smiling) with fish-like features, such as an anglerfish bulb on his forehead, fin-like appendages on his head, sharp teeth, a fish-like mouth, and a third eye on his right side.
