Sebastian was accused of murdering nine people and was sent to be executed in the electric chair. Before this could happen, Urbanshade "identified" him by sending a false report of the execution, resulting in Sebastian being declared dead.

In early 2015, Sebastian was selected for an experiment to give humans gills. He was tested with DNA from a female anglerfish, a ███████, a blue whale, a great white shark, a silver spiny finfish, a mantis shrimp, and a sea snake. Although the experiment was successful, the side effects were extensive, such as his snake-like appearance. There was a chance to reverse the physical damage, but it was not necessary due to his low rank. Sebastian was classified as Z-13 due to his monstrous appearance and more powerful abilities.
