Dio Brando (ディオ・ブランドー, Dio Burandō?), simply called DIO (ＤＩＯディオ, DIO?) from Part 3 onwards, is the main antagonist of Part 1: Phantom Blood and Part 3: Stardust Crusaders. He is also a posthumous character in Stone Ocean, being responsible for Enrico Pucci's rise to villainy.

Originally born a man of low means, but of unparalleled ambition, Dio is a villain of little conscience, great cunning, and an insatiable hunger for power. He is the father of Giorno Giovanna, the protagonist of Part 5: Vento Aureo, as well as a few other illegitimate children. As the dominant antagonist of JoJo's Bizarre Adventure, his legacy persists throughout the story.

Vampire: Dio undergoes drastic physical changes upon using the Stone Mask to transform into a vampire. His previously straight hair becomes messy and unkempt, his eyes become sharper and take on a darker outline, and he develops long fangs. His attire has changed somewhat as well after his first battle with Jonathan; most noticeably the scarf around his neck. He wears a decorated shirt and breeches, a large pair of boots, vambraces, and two suspenders attached to a sash around his waist.

Stardust Crusaders

Shadowed: DIO shows no visible face as an effect of the dim light in his mansion. He has shoulder-length blond hair. His torso is bare, exposing Jonathan's muscular body (where his head is sewn into place) and he wears green pants with suspenders, grey clogs, shiny black cuffs on both wrists, and, like his Stand, heart-shaped kneepads. In JoJo's Bizarre Adventure: Heritage for the Future, his voice is also distorted (an effect created by the developers to add a sense of mystery). This form of DIO is also called "The Evil Incarnation DIO".

Revealed: Much like the shadowed form, only DIO's outfit is now yellow. DIO's face is visible, his hair has remained blonde, and he wears a jacket with a tank top underneath. He also now wears a heart-shaped headband, and rings on his cuffs. This is his form during the beginning of the "World of DIO" story arc. In the anime adaptation, DIO's nails are also shown to be sharp and black.

He also has a necklace covering his neck scar and heart emblems above his feet on his pant legs, but he quickly stopped sporting both after his first confrontation on the steps with Polnareff.

Dio is consistently manipulative and violently dominant, having repeatedly demonstrated a lack of conscience and empathy.

His most recognizable characteristics are his boundless ambition and love of power. Abused by his father and having lived in the most miserable living conditions, he had set himself the goal of becoming the richest, then the most powerful being in all of the land. To do so, he uses anyone and anything he could use to further his goals, disregarding any kind of morality that would restrain the range of actions available to him. Using either manipulation and seduction, or plain old violence, he constantly sought to become more and more powerful. He enjoys being in a position of power and has repeatedly stated how great he felt being in a dominant position. Conversely, he does not tolerate that anyone could stand up to or equal him in power, and several times became enraged and deeply disturbed at the very thought.

Throughout his life, Dio has tended to surround himself with stupid sidekicks and later brutish henchmen, who were drawn to his natural charisma. Without thinking much of them at first, he singled out those he deemed to be particularly evil, stating that an evil person was not restricted by norms such as honor and were therefore stronger mentally. This belief culminated in the inclusion of absorbing 36 souls of sinners, or as he claims particularly strong souls, to unlock a power even greater than The World.

Naturally, Dio is an incredibly selfish person, only looking out for his own self-interest and ignoring the interests of others at best, trampling them into the ground at worst. Dio's lack of empathy is also evident, as despite having lived for years with the kind Joestars, he never thought of them as anything more than obstacles.

Intelligence: Dio is naturally intelligent, exhibiting cunning and insight, as well as imagination on repeated occasions. Charisma: Dio is a cunning and charming individual. Aside from Stand users, whom Avdol and Joseph suggest he recruits through his charm or charisma, he has seduced many women throughout his life. Vampiric Becoming a Vampire as a young adult, Dio displays a wide range of fantastic supernatural abilities; explained as expressions of the human body's full, limitless potential. Inhuman Strength: Dio gains massive strength as a vampire, allowing him to perform feats such as force-walking on walls and easily deflecting one-handed attacks such as Hierophant Green's "Emerald Splash." Inhuman Speed: Dio also possesses enhanced speed and agility. At one point he was described by Speedwagon as being as fast as a cheetah. Heightened Senses: Demonstrated by placing his head on the ground to listen to Jotaro's heartbeat, despite being just a few meters away, Dio appears to have senses beyond human level. Regeneration: Dio can regenerate his body faster than fire can consume it. His incredible vitality is maintained by consuming humans (or their blood), which he commonly does by piercing them with his fingers.

DIO's Stand is the humanoid The World; facilitating melee attacks nearly equal, if not even superior, in its immense strength and speed to Jotaro Kujo's Star Platinum. In Part 4, it is revealed that Dio developed this Stand after being injured with the Arrow.

About a year after obtaining his Stand, DIO discovered that he was able to stop time. At first, he could only do this for a very short period of time, but by the end of Part 3, he is able to stop time for a maximum of 9 seconds. This duration would have continued to develop had DIO not been defeated. When stopping time, DIO gives the impression that he is teleporting or moving at impossible speeds.

The ability is best known for DIO's activation and cancellation phrases, "THE WORLD, time stopped!" (世界ザ・ワールド! 時よ止まれ!,, za warudo! toki yo tomare!?) and "Time resumed" (時は動き出す,, toki wa ugokidasu?).
