He's a somewhat muscular man with blond hair combed back. He's rarely seen without a cigarette in his mouth and almost always has a frown on his face. He usually has a serious expression, but this changes when he's participating in a celebration.

He usually wears a blue jacket with the number 1 printed on the back (probably to represent the pier he's stationed at, Pier 1). He keeps his cigars in it. Underneath the jacket, he wears a yellow shirt with a pattern of white concentric circles. He also wears trousers the same color as his jacket, a brown belt with a small pouch attached, and a pair of boots. He wears orange sunglasses on his head.

He's a man who's always struggling with gambling debts. Because of this, he often steals from others to pay them off. Paulie has a problem with women who wear revealing or skimpy clothing. Aside from that, Paulie usually comes across as serious. Although he looks like a tough guy, he's actually very kind-hearted, caring for his friends and his mentor. He's very loyal and protective of those he considers important. Paulie is also someone who doesn't look down on anyone and proves to be very noble and helpful.
