M. Vonel is a government special investigator under the East Grestin Division working for the Office of Investigation under the Ministry of Information. The inspector meets M. Vonel for the first time on day 12 when he comes asking questions about a suspicious group that attempts to stir up trouble. If the inspector let Mikhail Saratov through on day 11, Vonel will mention that there was trouble with the subway the previous night. He then gives the inspector the EZIC symbol on a piece of paper and asks if the inspector has seen anything similar.
At this point, the inspector may give him the cipher or the coded document he got from EZIC earlier. This will end the game (ending 3) as Vonel will arrest the inspector for associating with suspicious groups. If the inspector does not give him the EZIC documents, Vonel will go away, instructing the inspector to report any curious things (although there is no way to do so).
If the inspector accepts an EZIC gift on day 11 or 12 and does not let Stepheni Graire through on day 14, Vonel will arrive on day 15 and arrest the inspector, ending the game (ending 4).
Vonel will appear again at the beginning of day 29 to inform the inspector that he will personally perform his information audit on December 24th.
In addition to the endings 3 and 4 mentioned above, M. Vonel also appears in three other endings. In ending 20, Vonel reports that the inspector has passed the information audit and is allowed to continue at the checkpoint. In endings 17 and 14, Vonel reports that the inspector's involvement with EZIC has been uncovered and that his execution is scheduled for the same evening.

Hes From/Lives in Arstotzka, Arstotzka is a communist[1][2] country and the main setting of the game Papers, Please. It is where the player character works at the Grestin border checkpoint. The country's infamous motto is "Glory to Arstotzka". Arstotzka and Kolechia came out of the Six-Year War shortly before September 1982 and relations between the two countries remain somewhat volatile. A particularly heated subject is the status of the city of Grestin, a border town divided into East Grestin, which is under Arstotzkan jurisdiction, and West Grestin, which is part of Kolechia. Crossing the border between the two halves had been impossible, even for Arstotzkan citizens,[3] until November 23rd, 1982 when Arstotzka opened a checkpoint to allow entry from Kolechia.
Constant terrorist attacks at the border, smuggling, human trafficking, turmoil caused by EZIC, and unrest in the Altan district made Arstotzka institute stricter and stricter policies that culminated in confiscating all passports from all Arstotzkan citizens and enacting full information audits for all government workers. The government of Arstotzka uses capital punishment and forced labor.[4] To be considered eligible for employment Arstotzkans are expected to maintain families and have at least one fellow family member alive to continue the Arstotzkan growth.[5] Arstotzka also attracts immigrants and foreign workers. EZIC describes Arstotzka's government as tyrannical.
