William Afton is the one who killed all the 5 missing children and Charlotte Emily.

Despite being undoubtedly charming and skilled in the art of smooth talking, William's self absorbed personality, biting sarcasm, and his general lacking of the ability to give a shit about anything except himself doesn't exactly make him the most pleasant person to be around. With a disgustingly cunning nature, he's incredibly deceptive and an excellent liar, able to wrap nearly everyone he encounters around his finger, including Henry and his own children, and uses his masterful art of manipulation to make everything go exactly the way he wants it to. That being said, when something doesn't go his way, he tends to get a little...irritated, to say the very least, and the childishly stubborn bastard will stop at nothing to eliminate any obstacle standing in his path, even if it means he has to get his hands dirty in the process. He is a man with strong ambitions and often becomes obsessive over them, once again taking any path necessary to achieve his goals. Fortunately for him, in any situation, he's excellent at covering his tracks. (according to his wiki)
