Noi Heptis

Noi is a man with short dark-purple hair and eyes. When he's on the job, he wears a black cloak with purple lining and a mask over his mouth, as well as a black and purple suit. When he's at home or not working, he wears a black hoodie and casual clothes.

Noi is silent and stoic, and he's strategic. He does his best not to talk to his targets, and tries to kill his target quickly. Despite this, He may help someone in need of he sees them, and if he owes someone, he will want to repay them.

Assassin

Noi can use sounds to see if he can't use his sight. When he uses it, he can understand his surroundings by focusing on how the sound waves bounce off of objects. This can help him see through illusions, or find hidden compartments if they're not air-tight.

Noi has a simple dagger, as well as a special gun-like Speaker. When he uses it, he can set it to a low frequency so that he can activate his quirk. He can also set it to a high frequency, enough to stun people from the loud noise.

Shockwave was kill someone close to the user's house, and he's just trying to find his target.
